Proposal to Provide PS&E Services for FY 2025-26 Street Rehabilitation Project Dear Ms. Shah and Members of the Selection Committee:
Nichols Consulting Engineers, CHTD (NCE) is excited to enter into a Professional Design Services agreement with the City of San Marino to provide PS&E Services for FY 2025-26 Street Rehabilitation Project.
NCE understands that the City of San Marino is seeking professional civil engineering services to prepare plans and specifications for their annual street rehabilitation project with construction planned to occur in Spring/Summar 2026.
NCE has previously provided engineering support services to the City including the development and updates for the City’s recent Pavement Management System (PMS), as well as the preparation of pavement design and plans, specifications, and estimates (PS&E) for previous annual street rehabilitation programs. Through this previous experience NCE has learned the nuances of the existing pavement system, possible challenges, and the best approach to maximize the City’s crucial pavement funding to address as many streets as possible per annual paving program. We’re aware of the extensive need for curb and gutter repairs, which can be an outsized cost of the program. With Huntington Drive in this year’s program, we’ll also be evaluating the median curb and gutter for repair or replacement needs. For major pavement rehabilitation such as thick mill and overlays, we’ve also learned to take advantage of existing Macadam base where it is still sufficiently thick and in sound condition to re-use as part of the rehabilitation program, saving the City crucial pavement funding.

Executive Summary
NCE understands that the City of San Marino (City) is seeking professional civil engineering services to prepare plans and specifications for the PS&E services for FY 2025-26 Street Rehabilitation project for 22 street segments, totaling nearly
2.58 miles of streets. NCE has previously provided engineering support services to the City including the development of, and updates to, the City’s recent Pavement Management System (PMS), as well as the preparation of roadway and pavement designs, plans, specifications, and estimates (PS&E) for annual street rehabilitation programs. With our knowledge and direct experience with the City, NCE is well suited to support the City to deliver projects.
We have experience completing annual pavement rehabilitation projects from basic slurry seal projects to mill and overlays and full pavement reconstruction. We understand the nuances and requirements of these programs and importance of a comprehensive pavement design to identify the underlying structural needs of the pavement and most cost-effective repair and rehabilitation recommendations. As part of our proposal development NCE staff visited the project streets and identified that most of the streets are currently in poor condition and candidates for major rehabilitation such as thick mill and overlays with base repairs. Therefore, we’ve tailored our design approach to include pavement coring, lab testing, base repair markouts and detailed plan sheet development showing the location of pavement repairs. Our team will also review street intersections for ADA curb ramp upgrades. For concrete flatwork repairs will review curb and gutter damage along project streets. There’s also one intersection along Huntington Drive with PCC pavement, which is a candidate for repairs such as localized slab replacement.
NCE is a client-focused professional consulting firm integrating the disciplines of civil engineering, pavement engineering, landscape architecture, science, and regulatory compliance and environmental services firm, and is well-known for expertise in developing and designing pavement maintenance and resurfacing/rehabilitation programs and complete streets projects for public agencies throughout California. As a public sector focused consulting firm, and with our previous experience with the City, NCE is an ideal choice to support the City with the following key reasons:
Local Experience: NCE has extensive experience with roadway rehabilitation and streetscape rehabilitation that includes local projects. Some of those local street rehabilitation projects include the FY 2022-23, FY2021, FY 2020, and FY 2018 Street Rehabilitation Project for the City of San Marino; Area 3, 4, and 5 CDBG ADA Curb Ramp Projects and Area 3 and 4 Street Rehabilitation Projects for the City of Diamond Bar, Maintenance District 6 Pavement Rehabilitation Project Phase II for the City of Glendale; CIP 2023-01 Street Enhancement Project for the City of Huntington Park; FY 23-24 SB1 Street Rehabilitation Project for the City of Alhambra; and FY 2023 and FY 2023 Street Rehabilitation Projects for the City of Redondo Beach. These highlighted projects are just a few of the projects we have performed for over 80+ cities and counties in Southern California. Pavement Management and Research: NCE has pavement management, research, and design expertise to prioritize and structurally evaluate pavements to develop rehabilitation treatments and strategies. Staff Continuity: The key staff assigned to this project are the same individuals who have been working on civil and pavement design as well as pavement management projects for the City over the last several years. This core team is familiar with the City’s needs and approach to pavement rehabilitation, has built trust with the City to “get the job done” and understands the City’s approach to preparing plans and specifications to maximize the dollars for construction.
Highly Focused on Supporting Municipalities: Nearly 85% of NCE’s clientele is within the public sector, which includes current on-call contracts with many California agencies supporting the delivery of CIP projects. The benefit to the City is we understand the financial, administrative and approval processes that come with local agencies and can support and facilitate those processes as needed. Areas of Expertise
Civil Design. Pavement preservation, overlays and rehabilitations must be incorporated into the built environment through the civil engineering design process. NCE knows that to accomplish this, the design process requires various levels of design, as well as an understanding of elements with the built environment that must be considered. NCE provides a broad spectrum of engineering services associated with public infrastructure. NCE’s civil engineering disciplines have proven invaluable to clients on transportation, ADA compliance, water resources, municipal infrastructure, land development and site design projects. NCE’s civil engineers have extensive experience with the design and preparation of plans, specifications and estimates for city, county and state infrastructure projects. From prior experience with the City we know how critical it is to identify curb and gutter repairs, which are common due to the age of the streets. Our civil engineering services include planning, feasibility studies, assessment, design and construction for a broad range of Public Works projects including bicycle and pedestrian projects, public infrastructure, green infrastructure, local government facilities, road widening and intersection design, roadway geometrics, pavement preservation, overlay and reconstruction design, erosion control projects, hydraulic engineering and hydraulic studies, water quality improvements, wetlands and creek restorations, utility coordination, utility design and relocation, drainage design, hydraulic modeling, and redevelopment and urban infill.
ADA Compliance. NCE has a depth of experience in standards for accessible design, including curb ramps, sidewalks and accessible paths of travel, maximum running slope for crosswalks, and related traffic striping and signage. ADA Title II creates an ongoing obligation to remediate existing noncompliant facilities undergoing alteration, such as non-compliant sidewalks and curb ramps, per the Program Accessibility obligation. The alteration of the roadway, including most pavement work beyond maintenance slurry seals, changes the usability of street crossings which is why it requires ADA compliant curb ramps. In consideration of using overlays as a pavement repair and rehabilitation treatment option, ADA compliant curb ramps will be needed. Typical design considerations and issues include ADA compliant curb ramps with the need for many custom ramps to work around right-of-way issues, adverse grades in hilly topography, curb and gutter repairs, drainage issues, or other geometric constraints. NCE will coordinate curb ramp alterations with required alterations to the roadway striping plans, such as crosswalks and vehicle or bicycle detector loops.
Complete Streets.
Our engineers know
the importance of
incorporating and
designing Complete
Streets elements into street improvement projects. Complete Streets are defined as streets that are designed for safe access for multi-modal users including transit riders, motorists, bicyclists, and pedestrians. When rehabilitating or completing street designs, NCE meets with our clients to discuss options to improve safety and NCE Related Services & Capabilities

overall user experience whether it is crossing the street, walking to businesses or schools, bicycling to work, using a transit stop, accommodating street parking for commercial zones, or calming/slowing traffic to make it easier to cross the street.
A resource that we often reference and start with for these types of concepts is the National Association of City Transportation Officials (NACTO), which introduces standard design concepts and guidelines in its Urban Bikeway and Street Design Guides. Our experience goes beyond standard vehicle-centric designs in the Caltrans Highway Design Manual and CA MUTCD, helping local agencies to develop context-sensitive designs that involve community input and public outreach.
Roadway Maintenance and Pavement Rehabilitation. Street rehabilitation extends well beyond the pavement and often requires essential considerations such as striping, curb and gutter repairs, pedestrian and bicycle improvements, signage, utility relocation, drainage improvements, and ADA compliant curb ramps and sidewalks. NCE has developed outstanding working relationships with our clients, implementing projects similar to the relevant services described in the City’s scope of services. NCE provides a full spectrum of roadway pavement design services, from conceptual engineering to plans, specifications, and engineer’s estimate of probable construction cost (PS&E) for preventive maintenance, rehabilitation, and reconstruction, NCE’s specialty. NCE staff take great pride in considering the effects of construction on neighborhoods, busy thoroughfares, and pedestrian and bicycle traffic and access. We know from past experience with the City that overhanging trees can pose challenges to construction equipment. Our civil engineers are well versed in civil design elements including the latest guidelines from Caltrans, FHWA, and the National Association of City Transportation Officials (NACTO).
We also offer extensive experience and expertise with pavement treatment alternatives (cost-saving, cutting-edge, and green/ sustainable paving technologies, such as warm mix asphalt and in-place recycling technologies). Our civil, pavement, and geotechnical engineers not only understand the types of pavements and treatment options but also the significance and cost implications of proper roadway support on competent subgrade soils to limit future settlement and cracking.
Pavement design begins with an accurate assessment of the existing structural adequacy. Unlike traditional civil firms, who rely only on core samples and R-values, we employ our pavement survey expertise in conjunction with deflection data and materials testing to assess the engineering properties of the existing roadway more accurately. This includes addressing the presence of Macadam road base, which was prevalently used in parts of Los Angeles County including San Marino. As part of our plans we ensure streets with Macadam base are identified to ensure proper construction methods are employed by the Contractor to avoid unintended disturbances.
Deploying Sustainable Pavement Rehabilitation Methods. Simply offering innovative pavement technologies does not always solve the problem; rather, ensuring that they are appropriate is what makes the difference in the success of a project. There are many factors to consider, including cost, performance, future maintenance, traffic, access, pavement section properties, and geometric constraints. NCE regularly uses innovative and sustainable treatments and materials as part of pavement maintenance and rehabilitation programs developed for our clients. NCE is well versed in using recycling and reuse strategies, whether the materials are used and produced in place or originate from recycling yards. As part of this recycling strategy, NCE strives to reduce construction truck traffic, which both minimizes traffic congestion and lessens the damage to the City’s street network.
Reducing life cycle cost and optimizing costs for pavement rehabilitation projects is critical. Using appropriate and innovative treatments, preparing quality bid documents, and support during construction, results in pavement projects that perform to set goals and expectations. NCE has the ability to contribute to City of San Marino

successful well-performing pavement projects, which is the crucial and main step in minimizing life cycle costs. There is no more sustainable paving strategy than to properly design and construct pavements with recycled materials that perform well. The figure to the right shows a range of seals and treatments that have worked successfully for NCE’s clients in California.
Utility Design and Coordination. NCE understands the implications of utilities to street improvement and resurfacing projects, particularly those identified for reconstruction or deep pavement recycling. Utilities can result in unplanned costs, delays, and street cuts in newly resurfaced streets. NCE has communicated with utilities such as SoCal Gas, Chevron, Southern California Edison, Charter/Spectrum, AT&T, and identified opportunities to attend quarterly joint utility coordination meetings to ensure we understood what utility work was planned and potential conflicts. During pavement reconstruction, utilities become even more critical requiring accurate location of utility alignments to prevent damage and conflicts. NCE has used private utility locators to establish utility depths using cost-saving and non-invasive techniques such as Ground Penetrating Radar in-lieu of more invasive and expensive potholing. On several streets where shallow utilities exist, particularly laterals, NCE utilized thinner pavement sections such as full-depth hot mix asphalt (HMA) to reduce conflicts with utilities and avoid project delays from unnecessary utility relocation work.
Construction Support Services. NCE has a strong presence and years of experience performing construction support services during construction, including design services during construction, and environmental compliance and monitoring. In addition, we conduct value engineering and constructability reviews to identify areas where we can save time and money prior to work starting. NCE has attained a high standard of project administration skills combined with effective team building and communication techniques. Our team is very proactive, and we work to anticipate problems before they occur and develop solutions rather than reacting, which leads to mitigating delays and claims due to unforeseen conditions.
Proven Record of Meeting Project Schedules. Clients have come to rely on NCE’s ability to meet project schedules.
Keeping the end project in mind, our concise documentation, and management’s ability to quickly resolve issues, are all key factors to completing a project on time. Timeliness is a high priority for the NCE team. Clear communication, concise documentation, prompt problem resolution, and tracking allow us to complete the project within the established timeframe. NCE works collaboratively with our clients to prepare project-specific schedules with clear delivery timelines.
In the event of a potential delay on a project milestone, NCE will promptly notify the City, present the details of the potential delay, and make recommendations for bringing the project schedule back on track.
Budget and Labor Tracking. NCE has a cloud-based cost accounting system (Ajera) that accurately tracks specific job costs, provides real-time updates on the remaining budget, and documents task progress. Labor hours and expenses are entered into the system, which allows NCE’s Project Manager to access the information at any time from their computer or mobile device. Costs are routinely compared with the budget and schedule to manage the team’s level of effort, labor hour allocation, and resource scheduling. Our Project Manager will regularly email the team members a real-time snapshot of the remaining budget and task progress, which is auto generated by the software, to keep team members aware of budget and time constraints. NCE’s cost control and invoice system are well suited to tracking costs, preparing invoices in styles and formats consistent with the City’s requirements.
High-Quality Project Deliverables. NCE has an active Quality Assurance Management Program (QAMP) that includes specific quality control (QC) procedures. The goal of NCE’s QAMP is to infuse quality throughout the entire project and this goal is shared by every NCE staff member. Each NCE employee attends our quality assurance training and is required to pass an exam and receive certification. NCE’s QAMP is based on four principles: client satisfaction, employee participation, problem prevention, and continuous quality improvement.

Project Manager. Since 2015, NCE has been providing the city with both Pavement Management Program (PMP) and pavement evaluation and design services. Starting 2020, the city selected NCE to provide integrated design services, including PMP, pavement evaluation and design, and preparation of PS&E packages. Through its integrated design approach, NCE has helped the City improve its network PCI by 7 points, from a PCI of 65 in 2018 to a PCI of 72 in 2022, over a period of 4 years. This was achieved by creating a focused, multiyear plan that met the city's needs and optimized its capital improvement program budget.
Jim managed several projects with the City, including pavement management, standalone CDBG curb ramp projects, and various cycles of annual roadway pavement rehabilitation, increasing the City’s PCI and improving accessibility across the City.
FY 2022 & FY 2023 Annual Street Rehabilitation Program: NCE prepared the civil and pavement design for the City’s annual road rehabilitation and reconstruction PS&E program totaling nearly $6.1 million and 19 street sections for some of the worst conditions streets in the city’s roadway network. We focused on sustainable treatments pavement for reconstruction candidates and cost saving measures, and cost saving re-use and protection of Macadam road base allowing for additional streets to be paved. Hundreds of concrete curb and gutter repairs were identified totaling over 10,000 linear feet to address drainage deficiencies along the project streets. Design also included the evaluation and design of over 130 intersection corners for ADA curb ramp compliance.
FY 2020 & 2021 Annual Street Rehabilitation Program: NCE prepared the civil and pavement design for the City’s annual road rehabilitation and reconstruction PS&E program totaling nearly $5.8 million and about 66 street sections. This also included the identification of hundreds of curb and gutter repairs. A comprehensive pavement design was conducted, including pavement conditions surveys, base repair markings, pavement coring, and subgrade laboratory testing.
FY 2024-2025 CDBG Curb Ramp Project: NCE prepared the civil design for the City’s CDBG Curb Ramp Project including 19 curb ramps. The design evaluated ADA compliance at corners, recommended curb ramp installation or retrofitting, and also included required intersection striping updates to match the proposed curb ramps.

Project Manager. Jim used his extensive experience with annual roadway rehabilitation projects to manage the implementation of the PMP work plan into discrete projects and provide the appropriate pavement treatments, including slurry seals, cape seals, hot mix asphalt, and asphalt rubber hot mix paving for numerous roadway segments. He also managed the design of various standalone curb ramp projects, focusing on improvements to local schools and parks. The City of Diamond Bar has approximately 145 centerline miles divided into 7 maintenance zones. Beginning in Spring 2023, NCE was contracted for 3 years to provide the design of PS&E for the City’s annual arterial, collector, and residential maintenance and rehabilitation programs, as well as standalone annual CDBG curb ramp improvement projects for up to 3 maintenance zones. As part of the first cycle, NCE designed $3.5 million of slurry seals, cape seals, and ARHM paving for 104 residential and collector roadway segments. In addition, NCE also designed over $6.7 million or 4 miles of 4-lane divided arterial pavement rehabilitation, concrete repairs, bus stop relocations, and curb ramp improvements. NCE also provided striping and signage plans on the arterials to implement the City’s bicycle master plan, adding new Class 2 bike lanes with buffers where no bicycle facilities previously existed and upgrading miles of Class 2 bike lanes to include buffers and green conflict striping. For the second cycle, NCE designed over $1.5 million for residential rehabilitation and maintenance and nearly $1.9 million for 1 mile of divided and undivided arterials, including coordination with Caltrans to execute an encroachment permit for work within their right of way. Lastly, NCE prepared all 3 CDBG curb ramp PS&E projects.
Maintenance District 6 Phase II Rehabilitation
City of Glendale, CA
Project Manager. Jim managed the street rehabilitation, ADA curb ramp upgrades, and comprehensive regrading for various streets, including the implementation of innovative pavement maintenance alternatives to bridge an anticipated shortfall in construction funding for various streets. NCE was selected by the City of Glendale to provide the design of PS&E for the Maintenance District 6 Phase II Rehabilitation Project. The project involves rehabilitating 2.8 miles of residential streets in a historic neighborhood with treatments ranging from ARHM overlays, surface reconstruction, and innovative multi-layered asphalt-rubber aggregate membrane interlayers to reduce required pavement thickness. As part of this project, NCE evaluated the existing pavement to determine feasible rehabilitation alternatives. We also designed new curb and gutter systems along the entirety of every street due to aging concrete infrastructure and insufficient drainage capacity, totaling over $3.5 million in curb and gutter construction alone. Due to extensive roadway re-grading for every street, NCE had to analyze vertical clearance at 274 driveway aprons, including the adjustment of driveways and sidewalk to conform to the grading. The total project cost is nearly $8.9 million.
Pavement Evaluation/Design and Street Rehabilitation Projects City of Redondo Beach, CA
Civil Design Project Manager. Jim managed the integrated design of numerous roadway rehabilitation streets improvements including the development of bicycle and pedestrian enhancements, as well as landscaping and irrigation design. NCE has partnered with the City of Redondo Beach since 2017 with their PMP, multi-year work plan, and asset inventory. As part of the recent multi-year work plan, NCE pavement engineers refined the PMP recommendations for the upcoming 3-year rehabilitation program (FY 2025/26–2027/28) to save the City approximately $1.5 million in overall project costs. Beginning in 2024, NCE was also contracted by the City to provide the PS&E design for the City’s FY 2022 and FY 2023 annual roadway maintenance and rehabilitation catch-up programs. As part of these projects, NCE prepared the PS&E package for approximately $2.6 million, covering 32 street segments across 5.9 centerline miles. NCE staff marked out base repair locations, took pavement core samples, and carried out laboratory testing to develop projectspecific pavement design recommendations. They also collected curb and gutter damage that will need to be addressed during construction. The design also includes the development of new curb ramps, bulb-outs as part of a Safe Routes to School initiative, intersection reconstruction, electrical work, sidewalk plaza regrading, and coordination with the City’s ongoing bicycle and pedestrian master plan improvements. NCE also helped update the City’s bid documents to the newer 2021 Greenbook Specifications and 2023 Caltrans Specifications. City of San Marino, CA
Staff Engineer. Patricia is responsible for marking repairs (e.g., curb and gutter, cross gutter, and curb ramps) in the field, preparing improvement plans and pavement cross-section details, and assisting with the engineer’s cost estimate for the design.
FY 2022 & FY 2023 Annual Street Rehabilitation Program: NCE prepared the civil and pavement design for the city’s annual road rehabilitation and reconstruction program totaling nearly $6.1 million and 19 street sections for some of the worst conditions streets in the city’s roadway network. NCE will be providing design services during bidding and construction. A comprehensive pavement design was conducted. The pavement design memorandum included potential treatments with a focus on sustainable treatments pavement for reconstruction candidates and cost saving measures, and special consideration to deal with streets underlain with Macadam road base. Through the selective re-use and protection of existing macadam base we were able to extend the City’s pavement funding and successfully add additional street segments for paving. Hundreds of concrete curb and gutter repairs were identified totaling over 10,000 linear feet to address drainage deficiencies along the project streets. Design also included the evaluation and design of over 130 intersection corners for ADA curb ramp compliance. Construction plans were prepared with a vicinity map, typical pavement cross sections, detailed repair quantity tables, and cost estimation. NCE provided newer 2021 Greenbook technical specifications, updating the City’s 2018-based specifications.
FY 2020 & 2021 Annual Street Rehabilitation Program: NCE prepared the civil and pavement design plans, specifications, and engineer’s estimate of probable construction cost (PS&E) for the City’s annual road rehabilitation program totaling nearly $5.8 million and about 66 street sections. This also included the identification of hundreds of curbs and gutter repairs.

Staff Engineer. Patricia is responsible for marking repairs (e.g., driveways, sidewalks, cross gutters) in the field and translating them into the plans. She's also creating striping plans and assisting with the engineer’s cost estimate. NCE was selected by the City of Glendale to provide the design of PS&E for the Maintenance District 6 Phase II Rehabilitation Project. The project involves rehabilitating 2.8 miles of residential streets in a historic neighborhood with treatments ranging from ARHM overlays, surface reconstruction, and innovative multi-layered asphalt-rubber aggregate membrane (ARAM) interlayers to reduce required pavement thickness. As part of this project, NCE evaluated the existing pavement to determine feasible rehabilitation alternatives, including whether the existing macadam underneath the asphalt pavement could be preserved or removed, marked pavement base repairs, and design numerous curb ramps and driveway aprons.

PS&E for FY2025-26 Street Rehabilitation Project
November 19, 2025
Page | 29
Proposed Approach
Based on the City’s RFP and our preliminary site visit, NCE understands the City is seeking a consultant to provide professional civil engineering and pavement engineering services for the FY 2025-26 Street Rehabilitation Project. Based on the City-provided map and street list, this project includes up to 22 street segments covering approximately 2.58 miles. The pavement is generally in “Poor” condition and many of the sections appear suitable for pavement rehabilitation including mill and thick overlays with base repairs or surface reconstructions.
During the Preliminary Design Stage NCE’s pavement engineers will perform a detailed visual pavement condition survey of each street section based on visible distresses and holistic condition of the roadway that goes beyond the typical PCI evaluation and focuses on underlying causes for pavement deterioration. The visual pavement investigation will be summarized in tabular form for the City’s review and approval prior to beginning work on the detailed PS&E. This will be used, in collaboration with the City, to optimize the crucial maintenance resources to provide the most cost-effective pavement treatments.
Based on our experience working with the City of San Marino and other local agencies, the streets often have thin pavement sections without aggregate base and are constructed as either AC directly on native subgrade or on Macadam base. Additionally, the thickness of the pavement structure is often inconsistent making generalized pavement design based on assumed structural capacity and needs challenging. Coring will be able to collect the needed pavement core samples and subgrade samples to properly characterize the existing structural sections and subgrade materials for design.
This will help provide more accurate pavement analysis and minimize costly change orders during construction without blindly overdesigning.
Prior to the development of the 60% plans, NCE will present the preliminary findings of our pavement investigation, including alternatives for the City’s input to guide the overall rehabilitation program. This will also allow our integrated pavement and civil design team to suggest revisions to our scope and approach, including possible revisions to the paving limits or, if necessary, the addition or removal of entire street segments to better meet the City’s budgetary constraints.
We’re able to provide this detailed cost analysis based on years of experience developing similar street preservation programs and understanding the associated cost implications of ADA curb ramp repairs and other roadway construction elements prior to the formal plans development. Providing this high-level summary before producing 60% plans allows us to avoid unnecessary revisions to the street list after development of the 60% plans, helping lead to smoother, more efficient, and cost-effective PS&E development.
While our pavement team is investigating the roadway pavement needs, our civil design team will prepare the project basemap beginning with available aerial imagery and confirmation of concrete flatwork repair or replacement needs during our data collection site walk. The PCC flatwork inspections will encompass the entire corridor including identification of severely damaged and uplifted curb and gutter causing drainage problems and the development of corner curb ramp improvements and driveway aprons per Caltrans Standards or City standards. During our proposal review we noted up to 48 curb corner ramp locations likely requiring ADA upgrades. These 48 locations will be designed utilizing field-collected measurements to determine standard plan curb ramps following City standards. NCE will also develop detailed 1” = 5’ scale or similar curb ramp layout details and annotation for up to 5 locations that may be nonstandard plan curb ramps due to existing conditions.
Once we’ve confirmed the required pavement rehabilitation treatments, paving limits, ADA upgrades, and concrete repairs, NCE will continue with the Preliminary Design to develop the various 60% and 90% roadway improvement plan sheets and striping improvement sheets. We will also develop relevant cost estimation for bid items and technical specifications utilizing the City’s boilerplate specifications as a template. After working with the City through each milestone, we’ll ultimately provide the City with the Final Plans in the Final Design Stage.
Despite well-thought-out PS&Es, there may always exist unknown field conditions and questions that arise during construction. NCE stands by our pavement engineering designs and will be available to the City to provide design services during bidding and construction. One such service is helping City staff re-mark base repairs with the Contractor to avoid potential misunderstanding and costly overruns during the construction of base repairs.

PS&E for FY2025-26 Street Rehabilitation Project
November 19, 2025
Page | 30
Assumptions: As the project focuses primarily on pavement rehabilitation, we assume:
City to provide all available utility data, as-builts, and relevant design standards. Road rehabilitation, including curb ramps, can be designed within the existing City right-of-way (ROW). No major re-grading and drainage re-design or drainage analysis is required, which will require topographic surveying.
No permits are anticipated beyond a no-fee City encroachment permit for optional coring work. No anticipated geometric alterations to intersections or lane reconfigurations. Striping and markings will be replaced in “like-kind”. No signage plans are required. No utility relocation design.
Scope of Services
Task 1: Project Management and Meetings
NCE’s Project Manager, Jim Bui, PE, will serve as the City’s single point of contact and will have primary responsibility for coordinating the efforts of the project team. Specific project management tasks to be conducted by Jim include monthly budgeting, invoicing, scheduling, and general project administration. Jim will arrange a kick-off meeting with the City to initiate the work. The objectives of the kick-off meeting will be:
Review the scope of work.
Establish paths of communication.
Review project schedule and critical milestones.
Review project requirements, including design objectives, budget, constraints, and criteria. The City’s requirements will be further defined during the meeting. Review and discuss the pertinent City standards, provisions, and practices. Review City Standard Design Criteria and latest City-adopted formats. Request background information
Obtain electronic file of the City’s cover sheet template, title block, and CAD Standards.
Whether a simple preventative maintenance project or a complex reconstruction project, it is critical to establish effective lines of communication with, and coordination among, the various stakeholders from the start to deliver a high-quality project within budget and on schedule. At the kick-off meeting, key deliverables for each Task and the Project Schedule will be reviewed and adjusted accordingly to meet City needs.
The following meetings are included in the scope: kick-off/preliminary meeting (1 hour) and 4 monthly virtual progress meetings (1 hour). The purpose of these meetings will be to identify and resolve design issues that may surface, present design alternatives and recommendations, and continue coordination with project stakeholders, as necessary.
Deliverables
Kick-Off meeting and monthly progress meeting agendas and minutes.
Task 2: Utility Coordination
2.A: Utility “A” Letters
NCE will coordinate with utility agencies early in the design process of the street rehabilitation project to help avoid potential construction delays and unnecessary disruptions to public services. Utility coordination will be a critical item to keep utility providers informed about the project and schedule to allow for proper notification and planning should utility providers have planned maintenance projects within the subject street sections and/or need to lower/adjust their utilities to accommodate street rehabilitation. As this is a pavement rehabilitation project, we assume there will not be a need for utility relocations.
NCE will utilize a City-provided utility contact list and prepare a Utility “A Letter” on City letterhead for City distribution.
Working with other agencies, we have observed that utility letters receive more prompt attention when distributed by a City. This can also help avoid utility agencies assessing additional mapping and reproduction costs, thus resulting in cost- City of San Marino

effective utility coordination. NCE will then track the progress of inbound and outbound responses in a utility tracking matrix. NCE will coordinate with the City so that the early notification following our revised treatment recommendation list from Task 3 will allow utility providers to perform maintenance on their facilities prior to moratorium on the street paving area and/or assess their utilities and the possible need to lower/adjust their facilities, which can take up to a year or longer.
In addition, it is assumed that all utility operators do not assess additional charges for working with a design consultant.
If utility operators assess any mapping or research charges for working with a design consultant, these utility operator charges will be included as additional expenses to the project.
Deliverables
Utility Notification “A Letters” and Utility Contact Matrix.
2.B: Utility “B” Letters
After completion of the 90% or 100% draft Plans, NCE will also prepare a final Utility “B” Letter informing local utility operators of impending construction and moratorium requirements. Letters will be prepared and tracked similar to the Utility “A” letters.
Deliverables
Utility Notification “B Letters” and Utility Contact Matrix.
2.C: Utility “C” Letters (Optional)
An Optional Utility “C Letter” may be prepared.
Deliverables
Utility Notification “C Letters” and Utility Contact Matrix.
Task 3: Pavement Design
3.A: Pavement Condition Surveys
NCE will perform a detailed pavement condition survey of the subject street segments based on visually observable distresses. This condition survey will go beyond the typical PCI inspections conducted as part of the Pavement Management Program. In addition to noting the presence of load-related and environmental distresses, such as alligator cracking, longitudinal and transverse cracking, rutting, patches and utility cuts, distortions, and depression, NCE pavement designers will focus on underlying pavement concerns. This will provide NCE’s pavement engineers with preliminary pavement design information to be further refined with the aid of a focused pavement coring and subgrade laboratory testing program.
In addition, potential base repairs will be identified in the field. At a minimum, the prevailing type of distress, approximate location, and approximate size of repairs will be recorded. If requested, a minor field marking in white paint may be made at each location for future site review. These base repair surveys will be used in the preparation of approximate bid quantities and repair data presented on the engineering plans.
The results of our inspection will be summarized in tabular form by street segment, including proposed treatments and costs. If the pavement treatments require adjustment to fit within the City’s target construction budget, we can make early adjustments to the treatments or paving limits, saving valuable design efforts.
NCE will document localized base repairs using GPS equipment with a typical accuracy up to 2-5 feet. The collected data will be processed in GIS and delivered as a KMZ file, detailing the street name, address, and dimensions of each repair.
Our scope of work and condition surveys do not address issues including, but not limited to traffic, safety and road hazards, geometric issues, or short-term maintenance that should be performed (i.e., pothole repairs).

3.B: Pavement Coring Program and Laboratory Testing
NCE will obtain pavement core samples to support the evaluation of potential subgrade deficiencies. Pavement coring will enable NCE to verify existing layer thicknesses, identify material types, and assess subgrade conditions. These findings are essential for developing accurate pavement designs and determining cost-effective and durable rehabilitation strategies. This information is critical for developing accurate pavement designs and selecting cost-effective and durable rehabilitation strategies. NCE will collect pavement cores at intervals of every 1,500 lane-feet, or a minimum of two cores per street segment, whichever is greater. In addition, NCE will collect at least one soil sample per street segment.
For the project we assume up to 27 core locations that we estimate will take up to 3 days to complete. Cores will be marked for utility clearance via DigAlert®. For each core sample, NCE will measure and record the thickness and material type of each layer encountered in the pavement structural section, including the presence of pavement reinforcing fabric or macadam base.
Bulk samples of subgrade will be obtained at locations in accordance with the stated key assumptions. For the project we assume up to 12 sets of lab tests. We will collect bulk samples of subgrade materials at the core locations for laboratory testing such as R-value, moisture content and Atterberg Limits determinations.
The core holes will penetrate through the pavement section and will then be backfilled with the excavated materials capped with asphalt concrete cold patch on asphalt streets. NCE will then compile the coring and laboratory data and append it to its pavement design memorandum. Each core sample will be logged and stored at NCE’s office and retained through the duration of the project including construction before they are disposed. Additionally, NCE will apply for and obtain a no-fee encroachment permit from the Client prior to starting the coring. In addition, NCE may conduct dynamic cone penetrometer (DCP) testing to estimate the thickness of the existing AB layer.
Temporary traffic control will be provided by a third-party vendor in accordance with the 2024 WATCH Manual. It is assumed that formal traffic control plans are not required, but may be provided for additional scope and fee if required.
Deliverables

3.C: Pavement Design Report
A brief pavement design report summarizing the results of the condition surveys as well as the coring and laboratory testing results will be prepared for the City to aid in the proper selection of pavement repairs. It is assumed the City will provide NCE with relevant traffic information for each street segment including traffic index (TI) values. Using the TI information provided by the City, NCE will provide recommended pavement repairs including structural need of each street segment and required overlay thickness and mill depth, as well as surface reconstruction recommendations as needed. Construction-specific information such as subgrade preparation or over-excavation will also be provided as needed. In the case of encountered paving fabric or Macadam road base, additional construction-specific handling information will be provided.
The report may include recommendations including, but not limited to the following:
Conventional HMA pavement overlays or mill and overlays. Asphalt Rubber Hot Mix (ARHM) overlays or mill and overlays. Surface Pavement Reconstruction.
Full-width milling, micro-milling, and wedge grinding requirements. Quantities and treatments of failed pavement sections (base repairs).
Our scope of work and condition surveys do not address issues including, but not limited to traffic, safety and road hazards, geometric issues, or short-term maintenance that should be performed (i.e., pothole repairs).

Task 4: Plans, Specifications, and Cost Estimates (PS&E)
4.A: Design Data Gathering
Starting with the data collected under Task 3 for pavement design, additional relevant roadway geometric information will be collected for the development of pavement maintenance, rehabilitation and reconstruction plans. NCE’s field staff will utilize mobile data collectors to inventory relevant roadway design data such as street widths, pavement cross slopes, utility locations, concrete flatwork repairs, ADA curb ramp evaluation at intersection corners, and alley intersection evaluations.
NCE’s field staff will inventory required curb & gutter (C&G) repairs to address obvious drainage issues or shattered concrete, including marking repair locations in white paint for easy identification. Attributes may include the type and width of curb and gutter (as they vary across project streets), major distress, presence of existing failed repairs, tree-root related damage, and repair length. C&G repairs may include driveway aprons.
Intersection corners with sidewalk and no curb ramp or a curb ramp missing a detectable warning surface will be evaluated for key curb ramp layout information. As part of our preliminary proposal reconnaissance, we identified 48 non-complaint curb ramps. We assume that the curb ramps do not require detailed topographic surveying or field evaluation, no utility work beyond minor adjustment of frames and covers to grade and no larger intersection geometric design or analysis is required.
For each curb ramp corner NCE staff will collect key curb ramp layout information including the curb height on both sides of the proposed ramp location, existing sidewalk widths, prevailing sidewalk slope, and representative photographs. The presence of major utilities such as catch basins, traffic signals, and utility vaults or pull boxes will also be noted during our field evaluation. This basic inventory will be utilized by NCE to provide the City with curb ramp details including critical dimensions and the selection of possible types of ADA curb ramp replacement and quantity.
Surface visible utilities including manhole lids, pull boxes, valve boxes, traffic signal detector loops, and catch basins within the paving limits will be approximately located in the field using GIS methods through a combination of handheld GPS devices and aerial imagery. The collected data will be sufficient for the development of basic roadway layout plans.
Underground utility mapping such as utility potholing or ground penetrating radar (GPR) is not included.
4.B: 60% PS&E
Basemap P5reparation
NCE will utilize the field data collected under Task 4.A in conjunction with publicly available aerial imagery to develop a suitable project basemap for pavement preservation design, including ancillary concrete repairs and ADA curb ramp upgrades. The basemap will also depict surface visible utility features such as manholes and utility valves sufficient to call out for protection or adjustment during paving operations.
NCE will utilize a combination of publicly available Los Angeles County GIS parcel limits and GIS City limits to depict necessary ROW information for collaboration with stakeholders and aid in depicting paving limits. Based on our understanding of the pavement rehabilitation scope, no additional ROW is required for the design of the project. 60% PS&E
The 60% draft PS&E will incorporate the various data collection efforts and pavement design compiled as part of previous tasks. The 60% roadway plans will incorporate typical design elements including layout plans, striping plans, pavement treatments, base repairs (digouts), approximate GIS right-of-way parcel lines, wedge grinds, conform grind locations at intersecting side streets, concrete flatwork repairs, curb ramp layouts, driveway apron repairs, and limits of paving work.
Surface visible utility structures will be identified on the Plans for either adjustment or protection.
In general, concrete flatwork such as curb and gutter, sidewalk, and driveway aprons will only be depicted schematically based on approximate outlines utilizing publicly available aerial imagery. These layouts will be of sufficient accuracy to conduct concrete flatwork repairs.

Curb ramps will be designed per Caltrans Standard Plans or similar City Standards only the approximate shape and relative size will be drawn on the Plans, with a callout for the relevant Standard Plan installation. For curb ramps that may be non-standard or have potential issues due to existing conditions, we have assumed 10% or up to 5 locations may require detailed plan layouts at a 1” = 5’ scale or similar.
The Plans will be prepared in AutoCAD Civil 3D 2024 format, or similar on 24” x 36” sheets, utilizing the City’s Title Block and CAD Template as agreed upon during Task 1 and drawn at a scale of 1” = 40” for improvement plans and striping plans. We assume the existing striping and signage present is currently adequate. We do not anticipate significant revisions to striping and will only design existing striping in like-kind according to the CA MUTCD with minor adjustment for the new curb ramp layouts.

The Engineer’s Estimate of Probable Construction Cost will be prepared in MS Excel format using a Bid Item format and will be based on the most recent construction cost data available to NCE for projects of this type. Because of NCE’s involvement in the design and construction of numerous similar projects in Southern California as well as the City’s previous Street Rehabilitation Project, we are confident in our ability to estimate the construction cost of the City’s project.
NCE assumes the city will provide boilerplate specifications suitable for the development of the roadway rehabilitation project in MS Word Format. NCE will provide revisions to the Special Provisions related to the specifications for materials or construction related to our bid items using the 2024 APWA Greenbook Specifications with select 2025 Caltrans Standard Specifications. NCE assumes the City will develop the “front-end” specifications including bid book and we will only be responsible for adding project-specific modifications and information.
