DISCUSSION
The Police Department requests the City Council’s authorization to make the following equipment purchases to be reimbursed by the FY2025-26 Cannabis Tax Fund Grant Program:
Two (2) All Traffic Solutions (ATS) SpeedAlert 24 Radar Message Signs - $31,889.93
Radar message boards are valuable tools for law enforcement due to their ability to monitor and enforce speed limits effectively. They can be deployed in various settings to increase speed awareness and road safety. These boards can display messages such as “slow down”, “too fast,” “road closed,” and more, helping to maintain posted traffic speeds and prevent accidents.
An ATS SpeedAlert 24 Radar Message Sign with ATS-5 Trailer, and the SpeedAlert 24 Radar Message Sign with Post and Hitch Mount will be purchased through the Sourcewell Cooperative Purchasing Program.
Sourcewell completed a competitive bid process for law enforcement equipment including message boards and awarded Sourcewell Contract No. 090122 to ATS on November 3, 2022. The contract is valid through November 7, 2026.
Each radar message sign includes ATS TraffiCloud software that will enable the Department to:
• Access customizable dashboards to get up to six (6) ready-made reports of data and analytics,
• Remotely oversee and control devices and view data and real-time alerts and quickly change and schedule messages to adapt to changing situations.
• Save time by accessing and sharing data, plus receive insights to optimize resource allocation and address speeding issues effectively. • Receive ongoing hardware defect repairs and remote diagnostics and receive 50% off accidental damage or vandalism repairs and 50% off additional accessories throughout the product’s lifespan. • Receive unlimited, personalized, one-on-one training, plus guides and an on-demand video library.
The software has a closed secure network for updating sign messaging, no external keyboards or inputs and all users must be licensed to access signs via either Bluetooth or TraffiCloud. A message cannot be composed without authentication and a secondary device (personal computer or Bluetooth handheld).
One (1) Motorola Solutions Mobile Radio in the Amount of $10,404.44, to Include Programming in the Amount of $2,500
Motorola Solutions APX8500 Mobile Radio technology is unique and developed exclusively for the U.S. Government and public safety agencies by Motorola Solutions, Inc. and is the mobile radio system currently in use by the San Marino Police Department. Motorola Solutions is the only vendor (sole source) capable of providing a compatible radio and communications system for the new BMW Motorcycle purchased by the Police Department through the Cannabis Tax Fund Grant Program.
One (1) PVP Communications Police Motorcycle Helmet and Communications Package-$2,264.75
Police motorcycle helmets are essential for the safety and effectiveness of law enforcement officers. They provide protection against head injuries, enhance visibility, facilitate communication, and help identify law enforcement personnel operating motorcycles. PVP Communications Inc. motorcycle helmets are uniquely designed specifically for law enforcement field operations and are the sole source manufacturer and distributor of PVP helmet communications. There are no authorized dealers or resellers of PVP products.
FISCAL IMPACT & PROCUREMENT REVIEW
The Finance Director concurs that the best interests of the City are served by dispensing with competitive bids for purchases of supplies, materials, equipment, and sales of personal property made under a cooperative purchasing program utilizing purchasing agreements or bids received by the County, State or other public agency are exempt from the requirements of San Marino Municipal Code (SMMC) §2.06.05(B) per SMMC §2.06.05(B)(6).
Additionally, per SMMC §02.05.05(B)(2)(a), a waiver of bidding is recommended when a determination is made in writing that the goods or services are only available from one (1) source and the purchase is in the best interest of the City.
LEGAL REVIEW
The City Attorney's office has reviewed this report and approved as to form.
