Well-Maintained Infrastructure
BACKGROUND
Beginning in FY 2022–23, the City Council appropriated funds in the Capital Improvement Budget for the Lacy Park Playground Management Program to evaluate replacement of the existing playground equipment at Lacy Park, which was more than 10 years old and showing signs of wear. In 2023, the City conducted a comprehensive playground safety audit and convened a subcommittee comprised of members of the Public Safety and Recreation Commissions to evaluate replacement options and gather input.
Based on the audit findings and subsequent discussions with the Playground Committee and City Council, a multi-year, phased approach to playground replacement was approved as part of the FY 2024–25 budget. On October 25, 2024, the City Council authorized the selection of Pacific Play, Inc. for Phase I, which included replacement of the existing swing set and the playground structure serving children ages 5–12. Phase I also incorporated a community engagement effort during the City’s Trunk-or-Treat event, where families voted on proposed design concepts. Phase I was completed in April 2025.

On June 27, 2025, the City Council approved an agreement with Pacific Play, Inc. for Phase II of the Lacy Park Playground Replacement Project No. 50- 7039, which included replacement of the playground structure serving children ages 2–5 and installation of two new freestanding play elements. Phase II construction was completed in October 2025.
As Phases I and II are now complete, City Council action is required in order to accept the work and authorize staff to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.
DISCUSSION
Phase I construction began on February 24, 2025, and was completed on April 4, 2025. Phase II construction began on September 29, 2025, and was completed on October 24, 2025.
The overall project included replacement of the existing swing set; replacement of the two age-appropriate playground structures designed for children ages 2–5 and 5–12; and installation of two new freestanding play features. The equipment was designed and installed to comply with current playground safety standards and to provide a cohesive, modern, and engaging play environment for children of all ages.
Since completion of Phase I, staff have received positive feedback from families and park users regarding the improved play value, safety, and aesthetic quality of the new equipment. Phase II was designed to complement the Phase I improvements and further enhance the overall functionality of the playground.
All work was completed to the satisfaction of the City Engineer. All punch list items have been resolved, and the one-year warranty period for the playground equipment and installation has commenced.
