BACKGROUND
On September 26, 2025, the City Council awarded a Construction Agreement to G2 Construction, Inc. for the purchase and installation of catch basin trash and debris capture devices, as part of the Trash Capture Filters Capital Improvement Program Project No. 46-8026. As the project is now complete, City Council approval is required in order to accept the work and authorize staff to file a Notice of Completion with the Los Angeles County RegistrarRecorder/County Clerk.
DISCUSSION
The installation of catch basin trash and debris capture devices began on November 3, 2025, and was completed on November 25, 2025. The project included the installation of forty-six (46) full capture systems in City-owned catch basins, to help capture litter and trash down to 5 mm in size, to prevent debris from entering the storm drain system and eventually reaching waters such as rivers, creeks, and the Pacific Ocean. The project also included the installation of curb opening devices in fifteen (15) catch basins that did not Tony Chou, Mayor

The installation of these devices assists the City in complying with State Water Resources Control Board (SWCRB) requirements for stormwater quality and implementation requirements to control trash. The project was completed to the satisfaction of the City Engineer, all punch list items were resolved, and the one-year warranty period covering the work has commenced.
FISCAL IMPACT & PROCUREMENT REVIEW
The final construction cost was $148,521. Therefore, the project was completed within its budgeted amount of $150,000. This project will be paid for exclusively with Measure W Safe Clean Water Program Funds (Account #246-46-4600-8026), with no impact to the City’s General Fund.
