BACKGROUND
On July 26, 2024, the City Council awarded a construction agreement in the amount of $7,171,000 to Onyx Paving Company, Inc. for Street Rehabilitation Program Project No. 22/23-9271. The City Council also authorized a contingency amount of $358,500 for change orders and additional work, as is customary for projects of this size and complexity.

The project combined two (2) years of street rehabilitation funding into a single construction effort and originally included the resurfacing of 30 neighborhood streets, along with removal and replacement of curb and gutter, driveway approaches, cross gutter, curb ramps and other related improvements at various locations throughout the City.

Construction is now complete, and City Council approval is required in order to accept the work and authorize staff to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.

DISCUSSION
Construction of the Street Rehabilitation Program Project began on November 4, 2024, and was substantially completed on May 10, 2025. Final punch list items were completed on December 4, 2025.

The scope of work included, but was not limited to, cold-milling asphalt concrete pavement; re-paving with rubberized hot mix asphalt; clearing and grubbing; removal and preparation of native subgrade materials; removal and disposal of Macadam base materials; localized pavement repairs; replacement of traffic striping, pavement markings, and loop detectors impacted by construction; curb painting; replacement of damaged curb and gutter; and adjustment of utility frames and grates.

Following commencement of construction, the contractor and construction manager determined that certain streets required less extensive pavement rehabilitation than originally anticipated. As a result, the project realized cost savings within the construction contract. Consistent with prior City Council authorization, staff utilized these savings and available contingency funds to expand the project scope to include additional streets that were not part of the original contract due to budget constraints.

The following streets were added to the project scope and fully rehabilitated using these savings and contingency funds:
• Del Mar Boulevard – Lorain Road to Huntington Drive
• Old Mill Road – Monterey Road to North City Limit
• Old Mill Road – Sherwood Road to Roanoke Road
• Euston Road – Wembley Road to San Marino Avenue
• Marino Terrace – Monterey Rod to End of cul-de-sac
Adding these streets allowed the City to maximize the use of alreadyappropriated funds, take advantage of the existing unit bid prices, and accelerate the rehabilitation of additional roadways without requiring a new construction contract.

The expanded scope required additional coordination with utility companies and subcontractors and contributed to a longer overall project duration than is typical for a street rehabilitation project of this size. Despite the extended timeline, all work was completed in accordance with the contract documents and to the satisfaction of the City Engineer. All punch list items have been resolved, and the one-year warranty period for the project has commenced.

FISCAL IMPACT & PROCUREMENT REVIEW
The final project construction cost was $7,529,500. The original construction contract was $7,171,000 with an approved contingency for change orders of $358,500, meaning the project was completed within its appropriated amount. The budget for the project, which also included roll-overs from unused funds from previous years, was $8,000,000 and the project was completed for $7,810,124 (including construction and construction management costs), for a total of $189,876 (or 2.37%) under budget.

Unexpended funds will be returned to the Capital Improvement Fund reserves for use on future construction projects.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommend that the City Council accept the street rehabilitation project as complete and authorize the City Clerk to file the Notice of Completion. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to accept Street Rehabilitation Project No. 22/23-9271 as complete and authorize the City Clerk to file the Notice of Completion.”
