Subject: Sight Distance Evaluation at the Residential Driveway at 1129 N. Granada Avenue, South of Huntington Drive
Dear Ms. Shah:

In response to a traffic evaluation requested by the City of San Marino, Hartzog & Crabill, Inc. (HCI) has prepared the following sight-distance evaluation for vehicular drivers exiting a residential driveway located along the west-side of Granada Avenue, at 1129 N. Granada Avenue. At this time, there are no existing on-street parking restrictions at/near this driveway.

COLLISION HISTORY:

HCI gathered the latest available collision history for the intersection of Granada Avenue and Roanoke Road (which is located south of the 1129 N.

Granada Avenue driveway location) from the State of California Highway Patrol (CHP) Statewide Integrated Traffic Records System (SWITRS), which is where local jurisdictions such as cities report their collisions. A comprehensive 5-year traffic collision history summary report was prepared to review collisions at/near the driveway location. Regarding sight-distance, such crashes to be reviewed include right-turn and left-turn type collisions, right-angle collisions (i.e., broadside or head-on) and pedestrian-vehicle collisions. Other collision types such as ‘rear-end’ and ‘hit object’ are generally not considered included, unless otherwise stated.

As you will see in the attached report (see Attachment A), there were a total of three (3) collisions reported at/near this intersection during the past five (5) years. One collision was a Head-On type due to improper turning and located south of the intersection. Another collision was as Broadside type at the intersection involving a bicyclist. The remaining collision was a Hit Object type near the intersection involving unsafe starting or backing.

None of these collisions were at the driveway to 1129 N. Granada Avenue.

TRAFFIC VOLUMES:

It is noted, the requested evaluation did not include the collection and evaluation of traffic volumes at this location. If the City may desire the evaluation of traffic volumes, upon request, HCI can order new traffic volume count data and include in the evaluation.

FIELD-REVIEW / SIGHT DISTANCE EVALUATION:

In regards to visibility for a driver exiting this residential Granada Avenue driveway, HCI performed a sight distance evaluation in the field at this location.

Granada Avenue has a posted speed limit of 30 MPH. In brief summary, the applicable driver sight distance was derived from the stopping sight distance guidelines found in the California MUTCD (see Attachment B). In this reference, a 30 MPH roadway speed recommends a minimum Stopping Sight Distance of 200 feet. However, it is likely that the overall speeds on this roadway may typically exceed the posted speed limit. Therefore, a 35 MPH speed limit was used as a more conservative measure, which has a minimum sight distance of 250 feet. An orange cone was placed at this distance from the driveway, and a photograph was taken from a stopped driver’s perspective (i.e., approximately 3.5 feet high) exiting the driveway and looking for oncoming traffic on Granada Avenue.

Table 1 below summarizes our findings based on the sight distance (visibility) of the orange cone placed at the applicable stopping sight distance.

FIELD-REVIEW / SIGHT DISTANCE EVALUATION: (continued)
As shown, when looking in the northerly direction along Granada Avenue, an exiting driveway driver does not have a clear line-of-sight to traffic on Granada Avenue approaching from 250 feet away, when there are on-street parked vehicles north of the driveway. The curb just south of the driveway has a bulb-out into the street, in which on-street parking is likely not an issue.

Therefore, in order to improve visibility, restricting on-street parking approximately forty (40) feet on the north-side of the driveway along the west-side of Granada Avenue should be considered.

FINDINGS / CONCLUSION:
 In regards to the nearby intersection collision history, there were a total of three (3) nearby collisions reported along Granada Avenue at/near the intersection with Roanoke Road. The collision information does not indicate that any pertain to the 1129 N.

Granada Avenue driveway.
 In regards to sight distance, an exiting driveway driver does not have a clear line-of-sight looking north to traffic approaching from 250 feet away, when there are on-street parked vehicles near the driveway.

RECOMMENDATION:

In order to improve visibility, restricting on-street parking approximately forty (40) feet on the north-side of the driveway along the west-side at 1129 Granada Avenue is recommended. HCI prepared the attached Recommendations exhibit for the City’s consideration (see Attachment D).

We look forward to your review and acceptance of our findings, and to any additional services the City of San Marino may request. If you may have any questions or need further information, please feel free to call our office at (714) 731-9455. Thank you again for the opportunity to serve your community.

Sincerely,
Hartzog & Crabill, Inc.
