BACKGROUND
In response to concerns raised regarding lack of visibility for drivers exiting a driveway serving multiple residences on Granada Avenue, the City initiated a sight distance evaluation at the 1100 block of Granada Avenue, south of Huntington Drive. The Traffic Engineers of Hartzog & Crabill Inc. (HCI), one of the City’s on-call traffic engineers, completed the attached December 15, 2025, sigh distance evaluation. In addition to analyzing traffic volumes and collision history, HCI also performed a field review of the area to assess roadway width, speed, and visibility. Their analysis included a recommendation to install approximately forty (40) feet of red curb to restrict on-street parking which was reviewed by the Public Safety Commission at their meeting on January 26, 2025, and recommended to the City Council for approval.

DISCUSSION
Tony Chou, Mayor
Calvin Lo, Vice Mayor

John Chou, Council Member
Gretchen Shepherd Romey, Council Member
Based on their evaluation, HCI determined that a driver exiting a driveway serving multiple residences onto northbound Granada Avenue in the 1100 block does not have clear line-of-sight to traffic on Granada Avenue approaching from 250 feet away (as determined by MUTCD guidelines for stopping sight distance), particularly when there are vehicles parked on the street north of the driveway. Currently, there are no existing on-street parking restrictions on the street. As such, in order to improve visibility and traffic safety, it is recommended that the City install approximately forty (40) feet of red curb to restrict on-street parking north of the residential driveway.

Staff has reviewed and supports HCI’s recommendations for the installation of approximately forty (40) feet of red curb (no parking zone) on the west side of Granada Avenue, north of the residential driveway for 1129 Granada Avenue. At its January 26th meeting, the Public Safety Commission reviewed the sight distance evaluation and recommended that the City Council adopt a resolution approving the red curb “no parking” zone as detailed in the traffic evaluation.

FISCAL IMPACT & PROCUREMENT REVIEW
A total of $55,130 is budgeted for the Annual Striping, Signing, and Marking Program Account # 394-48-4600-9273 for FY 25-26 to upgrade various locations citywide. Sufficient funds are available to complete the upgrades associated with this project.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommend the City Council adopt Resolution No. R-26-03, a Resolution of the City Council of San Marino, authorizing the installation of approximately forty (40) feet of red curb (no parking zone) on the west side of Granada Avenue, north of 1129 N. Granada Avenue, and direct staff to begin implementation of the proposed improvements. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to adopt Resolution No. R-26-03, “a resolution of the City Council of the City of San Marino, California, authorizing the installation of approximately forty (40) feet of red curb (no parking” zone) along the west side of Granada Avenue, north of 1129 N. Granada Avenue.”
