BACKGROUND
On July 25, 2025, the City Council awarded a construction agreement in the amount of $159,379.19 to CT&T Concrete Paving for the ADA Sidewalk Curb Ramp Project No. 24/25-9272A. The City Council also authorized a construction contingency amount of $15,938.00 for change orders and additional work, as is customary for construction projects.

The project included the removal and replacement of nineteen (19) sidewalk curb ramps that were out of compliance with current Americans with Disabilities Act (ADA) accessibility standards which was funded by federal Community Development Block Grant (CDBG) funds. A minor amount of associated curb and gutter work was also included as part of the project.

Construction is now complete, and City Council approval is required in order to accept the work and authorize staff to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.

Construction of the ADA Sidewalk Curb Ramp Project began on November 24, 2025, and was substantially completed on December 12, 2025. The scope of work included the removal and replacement of nineteen (19) curb ramps that were out of compliance with current ADA accessibility standards. The curb ramps were predominately located along Huntington Drive and near Huntington Middle School, which incurs frequent pedestrian traffic. In addition to legal conformance, the installation of these ramps also improves pedestrian accessibility and path of travel.

The project was completed in accordance with the contract documents and to the satisfaction of the City Engineer. All punch list items have been resolved, and the one-year warranty period covering the work has commenced.

FISCAL IMPACT & PROCUREMENT REVIEW
The final project construction cost was $172,106.09. The original construction contract was $159,379.19 with an approved contingency for change orders of $15,938.00, meaning the project was completed within its appropriated amount. The budget for the project was $302,346, which included roll-overs of unused funds from previous years, and the project was completed for $225,351.09 (including design, construction and labor compliance) for a total of $76,994.91 (or 25.47%) under budget. This project will be paid for exclusively with CDBG Program Funds (Account # 204-48-4600-9272), with no impact on the City’s General Fund. Unexpended funds will be carried forward for use on a future CDBG ADA curb ramp project.

This project was completed in compliance with the City’s procurement policy and SMCC 2.06.05.B.6.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommend that the City Council accept CDBG ADA Sidewalk Curb Ramp Project No. 24/25-9272A as complete and authorize the City Clerk to file the Notice of Completion. If the City Council concurs, an appropriate motion would be:
“I move to accept the CDBG ADA Sidewalk Curb Ramp Project No. 24/25- 9272A as complete and authorize the City Clerk to file the Notice of Completion.”
