SUBJECT: APPROVAL OF RENEWAL OF THE GENERAL SERVICES
AGREEMENT WITH THE COUNTY OF LOS ANGELES
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
BACKGROUND
The City of San Marino currently has an agreement with the County of Los Angeles for General Services, which expires on June 30, 2026. The County has executed General Service Agreements (GSAs) with most cities within the County. The GSA is general in nature and simply authorizes the County to provide services requested by the City. This agreement allows the City, on an as-needed-basis, to utilize certain County services. While the City does not typically fall in need of these services, it has used assistance back in 2015 for the construction of the Circle Drive Bridge using this GSA.
Furthermore, while the City has the ability to request various County resources in emergencies, this GSA broadens the relationship and formalizes the processes as required by the City’s procurement and auditing processes.
DISCUSSION
The services provided under the GSA consist of “as-needed” time-limited services such as predatory animal control, prosecution of city ordinances, direct assessment collection, and a variety of public works services (as negotiated directly with the County Departments). Ongoing services are provided by the responsible County departments through different contracts Tony Chou, Mayor
Calvin Lo, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Gretchen Shepherd Romey, Council Member
known as Specific Service Agreements (SSAs). Any SSAs between the City and the County are not affected by the renewal of this GSA. It is prudent for the City to renew the agreement through June 30, 2031 (5 years) so that in the event the City needs to use County services, the City already has in place the necessary GSA to do so quickly.
FISCAL IMPACT & PROCUREMENT REVIEW
There is no fiscal impact at this time, there would only be costs associated with this agreement if the City elects to have the County provide any of the services under this contract.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends the Council authorize the City Manager to sign and renew the General Services Agreement between the City of San Marino and the County of Los Angeles.
If the City Council concurs with staff’s recommendation, an appropriate motion would be: “I move to authorize the City Manager to sign and renew the General Services Agreement between the City of San Marino and the County of Los Angeles.”
