Description of General Fund Costs
The current Police Department Fleet Mobile Digital Computers (MDC's) are six years old, and have reached the end of their effective service life. Devices older than five years typically experience significant performance degradation, and higher failure rates. These devices are essential to daily law enforcement functions, including access to computer-aided dispatch (running vehicle plates, wanted persons, etc.), records management, report writing, and real-time communication. The aging technology of our current MDC's presents potential hardware support issues through the manufacturer, limiting repair options, and increasing downtime. Additionally, outdated systems struggle to meet evolving cybersecurity and data protection requirements, creating potential vulnerabilities that could impact sensitive law enforcement information. The purchase of new MDC's will improve reliability and functionality related to critical in-vehicle technology, support current and future law enforcement software platforms, maintain officer efficiency and response capabilities, reduce maintenance costs associated with obsolete equipment, and enhance service delivery to the community. A total of twelve (12) MDC's are proposed for purchase in FY 26-27:
-Seven for vehicles 1-7
-One for motor officer
-One for command post
-Three spares

$ 67,500
$ 67,500
$ 67,500
FY 26-27
The proposed cost is based upon a new tablet, docking station, keyboard, basic wiring, warranty, and tax.
The new MDC's will require limited ongoing or routine maintenance in the form of system updates by our Information Technology support team. This maintenance should be covered under the City's contract with I.T.

Description of General Fund Costs
The current off site Police Department radio communications repeater antenna is over 15 years old and needs to be replaced to meet current radio communication standards. The Commander Omni Fiberglass Antenna (450-470 MHz, 7.1 dBi, N Female) provides significant advantages over most exposed element arrays and delivers equal or superior electrical performance. Commander Omni Antennas use multiple large-diameter copper radiating elements stacked collinearly, fed in phase, and enclosed in a weatherproof fiberglass housing.
These DC-grounded units feature low-loss Teflon and insulated connectors. The antenna offers 5.0 dBd gain and can withstand winds of up to 100 mph (160 km/hr). It is ideal for duplex systems with 8 MHz or less separation between Tx and Rx frequencies. Multiple mounting hardware options are available for these antennas.
Key benefits of this antenna include a weatherproof design for reliable operation and the ability to withstand winds up to 100 mph. Additionally, the copper elements minimize the possibility of inter-modulation (unwanted signal) generation. The DC grounding further protects the system from lightning strikes. $ 20,000

Description of General Fund Costs
The City of San Marino has been contracting continuously with Verdugo since 1996. Contracting with Verdugo minimizes the effects of fire and disaster for residents of San Marino through effective mobilization and dispatch of firefighting and emergency medical resources.
In June 2025, the Verdugo Fire Communications Center (Verdugo) announced plans to update their Computer Aided Dispatch (CAD) system to an iOS-based operating system. This update requires all Verdugo contracting agencies to upgrade apparatus equipment to maintain connectivity with the new CAD system. As part of this mandatory transition, the San Marino Fire Department must replace existing Windows-based mobile data terminals (MDT) in all apparatus with Apple iPads. This hardware upgrade is critical for the San Marino Fire Department to continue receiving dispatch information from Verdugo for all Fire and EMS incidents.
The San Marino Fire Department will need to replace the MDTs in six apparatus (two Rescue Ambulances, two Engines, and two battalion chief vehicles). The costs for the battalion chief vehicles will be shared with the City of South Pasadena.
Verdugo, through the City of Glendale, will purchase the required equipment for all contracting agencies and transition to the new CAD system in February 2026. The City of Glendale will then send an invoice for reimbursement during the 2026-2027 Fiscal Year. $ 14,500

Description of General Fund Costs
The Fire Department is requesting approval to procure new structural firefighting protective ensembles (turnout gear”) and particulate-blocking firefighting hoods to replace aging and non-compliant equipment currently in service. The requested turnout gear will replace ten (10) existing sets that are over ten (10) years old, have reached the end of their allowable service life, and have been red tagged as unfit for use by our third-party repair and maintenance provider. The requested hoods will replace existing non-particulate hoods that do not meet current NFPA (National Fire Protection Association) requirements.
The Fire Department currently maintains two sets of turnout gear per firefighter, a frontline set and a backup set, totaling thirty-eight (38) sets. During FY 2018-19, the department reduced expenditures across multiple accounts, including Safety Uniforms, to offset higher overtime costs resulting from staffing vacancies and injuries on duty. These budget reductions continued through FY 2025-26, resulting in ten (10) turnout gear sets that now require replacement. Replacing all ten sets would restore compliance with the established replacement cycle; however, due to ongoing fiscal constraints, the department is splitting the purchase into two phases. The department is requesting funding for six (6) sets in FY 2026-27 to address the most critical needs. The remaining four (4) sets would be purchased in FY 2027-28.
Modern firefighting protective equipment plays a critical role in reducing both firefighter exposure to carcinogens, and an elevated risk of occupational cancer. Updated turnout gear and particulate-blocking hoods are specifically designed to limit the absorption of soot, smoke particulates, and toxic byproducts of combustion.

Description of General Fund Costs
The San Marino Fire Department (SMFD) is requesting capital equipment funds to purchase a new Type I fire engine to replace the current reserve Engine 791. Engine 791 was purchased in 2008, is currently 18 years old, and will be due for replacement in the coming years. The replacement for Engine 791 will become the new front line engine, and current front line Engine 91 would move to reserve status. Engine 91 was purchased in 2018 and will be approximately 10 years old when it moves to reserve status. The SMFD replacement cycle ensures the ability of the SMFD to provided immediate response to emergencies experienced by residents.
Due to heavily impacted production times for a new Type I engine, purchase of the replacement engine must be made several years prior to the anticipated delivery and in-service date. Current production time estimated by the manufacturer is approximately 48 months. Procurement costs for the engine have been incurred over multiple years, with $450,000 being initially incurred in FY 2025-26 and re-appropriated into FY 26-27. When combined with the FY 26-27 cost of $903,000, the total cumulative cost for the new Engine is $1,353,000 $ 903,000

Description of General Fund Costs
The Department maintains two backhoes that are essential for maintenance operations requiring excavation, trenching, and loading of materials. The smaller backhoe was replaced in FY 2023-24. This request it to replace the Department's larger backhoe, which has exceeded its reliable service life and has experienced recurring mechanical issues resulting in extended periods out of service. Due to the equipment's age and increasing difficulty obtaining replacement parts, continued repairs are no longer practical or cost-effective.
The larger backhoe is critical for operations involving heavier excavation and the movement of larger quantities of debris and materials. It is also an important asset during emergency response and storm clean up efforts. For example, the equipment was used extensively during the 2025 windstorm cleanup to remove large debris and fallen tree limbs. Replacing this equipment will restore operational reliability, improve staff efficiency and support essential maintenance and emergency response activities. A new backhoe has an expected useful life of approximately 20 years.

Description of General Fund Costs
The Department maintains two small utility vehicles (commonly referred to as "Gators") that support daily maintenance operations. These vehicles allow staff to efficiently transport tools, equipment, and materials to job sites while remaining compact and maneuverable in confined spaces such as park pathways and landscaped medians. Both vehicles are nearing the end of their service lives and require replacement. These vehicles are particularly important for maintenance activities at Lacy Park and throughout City medians, where larger vehicles are not practical. They are also used extensively during special events at Lacy Park, allowing maintenance staff to move efficiently through crowded areas to transport materials, equipment and personnel. Staff proposes replacing the two (2) vehicles over the next two fiscal years. The FY 2026-27 replacement will be an electric-powered unit dedicated to use at Lacy Park, supporting the City's efforts to reduce noise and emissions in park areas. The second vehicle is proposed for replacement in FY 2027-28.
The estimated cost of one electric utility vehicle is $20,000, based on vendor quotes. The expected service life of a new unit is approximately 20 years.

Description of General Fund Costs
In FY 2018-19, the City Council approved a biennial program to replace small engine equipment used by the Streets, Parks, and Grounds divisions. The Department maintains several dozen small engine tools under 50 hp used for routine maintenance activities such as trimming, blowing, trenching, sweeping, concrete cutting, pressure washing, compacting, limb sawing and concrete mixing. This program provides funding to replace worn or aging equipment on a rotating basis to ensure reliable operations. In October 2023, the State of California enacted AB 1346, which prohibits the sale of gas-powered lawn and landscape equipment beginning in 2024. To comply with this requirement, the Department has been transitioning its small engine equipment from gas-powered to electric alternatives. In addition to meeting State requirements, this transition helps reduce noise and emissions associated with maintenance operations. Over the past several years, the City has taken advantage of available incentive programs to replace a majority of its gas-powered equipment. As a result, fewer replacements are needed this year. Therefore, the funding request for this program is lower than in previous years.

Description of General Fund Costs
The Library provides computer access for any of its 37,000 cardholders. This access is especially important after school and on weekends, when almost every computer is in use. These computers were purchased in 2021 and have a useful life of 3-5 years. At least 3 of them currently have "out of order" signs, while others have needed occasional maintenance as they reach the end of their lifespan. All computers are also recommended for replacement because the version of Windows is no longer supported and can no longer be updated, which is a security issue. New computers will ensure that we are providing the maximum amount of service to the community. The Department recommends the replacement of the 24 computers over the course of 3 years (8 computers/year). The estimated price of each computer is $1,000, including the mouse and the keyboard. With proper maintenance and care, the new computers will last their full lifespan. $ 8,000

Description of General Fund Costs
The Library bookdrop is a low-cost way to expand access and increase circulation. The Library utilizes a bookdrop to allow patrons to return items at any time of the day, regardless of the Library's hours of operations. This easy return process promotes increased circulation by removing barriers that patrons may encounter to visit the Library. Whether its mobility challenges or time constraints, a bookdrop makes it possible to quickly and securely return items.
The Library currently has two bookdrops: one in the Library's parking lot (24/7 access) and one inside of the gated area of the Community Services campus (access limited to operating hours). The parking lot bookdrop is being proposed for replacement. Staff have trouble accessing the bookdrop to retrieve items due to issues with the lock. After many years of usage and multiple repairs by staff, the lock's damage makes it difficult to secure the items. The bookdrop also has a few dents on its exterior that detracts from its visual appeal. This capital expenditure will be funded through a donation from the San Marino Public Library Foundation. $ 5,300

Description of General Fund Costs
The San Marino Fire Department requests funding authorization for the purchase of one (1) new Advanced Life Support (ALS) Rescue Ambulance (RA) to replace reserve RA791, purchased in 2015. Upon delivery, the new unit will serve as the department's frontline ambulance, RA91; the current RA91 that was manufactured in 2021 will then be reassigned to reserve status.
The Rescue Ambulance is one of the most heavily used and mission-critical vehicles in the San Marino Fire Department fleet. The RA responds to nearly every medical emergency, operates under continuous stop-and-go conditions, runs electrical, medical, HVAC, and patient-care systems continuously, carries life-support equipment, pharmaceuticals, and sensitive electronics, and is exposed to extreme interior wear from stretcher loads, bio-hazard cleanup, and high crew turnover.
The San Marino Fire Department's Rescue Ambulance is a lifesaving platform. Replacement ensures that residents receive safe and reliable emergency medical care. $ 500,000

Description of General Fund Costs
The San Marino Fire Department maintains three storage containers at the City Hall Complex and Stoneman, to house firefighting equipment, personal protective equipment, department records, and the City's emergency supply cache. These containers provide critical storage space for materials that support daily operations as well as emergency preparedness and response activities.
Over time, the three units have sustained significant wear and damage that has resulted in leaks and deterioration of the containers structure. As a result, some stored equipment has been exposed to moisture and environmental conditions that can lead to damage or reduced service life. Additionally, holes in the container used to store the City's emergency supply cache have allowed rodents to enter the unit. This has resulted in contamination and destruction of a portion of the City's stored emergency supplies. $ 10,000

Description of General Fund Costs
The Department owns five riding mowers for maintenance activities involving mowing the 35 acres of Lacy Park, as well as the landscaped medians on Huntington Drive and Sierra Madre Boulevard. Four of the mowers are electric-powered, with the remaining one being gas-powered. A new mower will help improve the frequency of the City's maintenance activities at Lacy Park as well as medians and other landscaped areas of the public right-of-way. Additionally, the purchase of an electric mower will help the City meet State requirements regarding the usage of electric vehicles and equipment. Beginning in 2024, manufacturers began phasing out gas-powered mowers, making it more difficult to find replacement parts for the City's existing equipment. The Department recommends purchasing a mower to complete the transition of the City's mower fleet to completely electric. As this is an electric mower, funds from the South Coast Air Quality Management District (AQMD) funds may be used to partially fund the purchase. The estimated price based on quotes obtained from qualified vendors is $48,000. A new mower has an expected useful life of 20 years, and would improve maintenance staff efficiency.

Description of General Fund Costs
The City currently has one forklift that is utilized by multiple Departments to assist in loading, unloading, and moving materials, boxes, and pallets around City facilities. The existing equipment is over 20 years old and has recently required multiple larger-scale, costly repairs. Additionally, the California Air Resources Board (CARB) has approved regulations requiring agencies to phase out gas-powered forklifts by January 1, 2030.
As such, procuring a new forklift will also help ensure the City's compliance with these new regulations. A new forklift would greatly benefit the Police, Fire, and Public Works Departments in day-to-day tasks that require moving larger quantities of materials, improving overall staff efficiency and saving costs from the frequent repairs needed to the existing equipment. Based on quotes obtained by staff, a new forklift is estimated to cost approximately $35,000.

Description of General Fund Costs
The Department is in need of a new skip loader as the existing equipment has recently had issues that required significant repair and is nearing the end of its useful life. A skip loader is helpful to street, parks, and grounds maintenance staff as it allows for the loading and moving of materials such as debris, rock, sand, and soil. Without a skip loader routine maintenance activities that require loading transport of material, are significantly more difficult and inefficient. A new skip loader has an expected useful life of 20 years, and would improve maintenance staff efficiency.

Description of General Fund Costs
The Department owns two changeable message signs that can advise residents of construction, traffic delays, lane closures, or any other safety related messaging while driving. One of the signs was replaced during FY 24-25. The other sign is several years old and nearing the end of its service life. It is recommended that a replacement sign be procured in order to ensure the City has two functioning message board signs. This enables the City to provide messaging on both sides of closures and at multiple locations throughout the City. These signs are typically deployed at large special events, such as the 4th of July and the Homecoming Parade, and can also be deployed in the event of significant construction or an accident that requires lane closure. As the sign can relay traffic and public safety related messaging, it will benefit multiple City departments, including Parks and Public Works, Police, and Fire. $ 30,000
