Description of General Fund Costs
This ongoing program, established in 2019, provides for the replacement of pavement markings, legends, lane striping, and faded street signage at locations throughout the City. This program ensures that streets not scheduled for full rehabilitation continue to receive necessary maintenance to preserve visibility and functionality.
As part of this effort, existing painted striping and markings are upgraded to thermoplastic materials, which provide enhanced durability and improved visibility, particularly in low-light and wet weather conditions. These improvements contribute directly to traffic safety by enhancing lane delineation, driver awareness, and overall roadway clarity. Maintaining clear and visible striping and signage is a critical component of the City's traffic safety strategy and helps reduce the risk of collisions while supporting safe navigation for motorists and pedestrians.
Staff recommend continuation of this program in FY 2026-27 and beyond, with $50,000 in new funding proposed for the upcoming fiscal year. Future year costs reflect anticipated increases in material and labor expenses to maintain current levels.

As part of the City’s ongoing tree maintenance program, the City plants up to 50 trees annually at Lacy Park and within the public right-of-way through its contract with Mariposa Tree Management. These plantings replace trees that have been removed or fallen and fill vacant locations to maintain a consistent and healthy tree canopy.
This program supports the City’s commitment to preserving and enhancing its urban forest, which provides environmental, aesthetic, and community benefits, including shade, improved air quality, and enhanced neighborhood character. Maintaining a healthy tree inventory also supports the City’s continued recognition as a Tree City USA community.
Staff recommend $30,000 in new funding for FY 2026–27 to continue proactive tree planting efforts and sustain the long-term vitality of the City’s urban forest.

Description of General Fund Costs
In 2022, the City Council approved a five-year contract to implement an annual program for the replacement of sidewalks, curb and gutter, and driveway approaches. The program is now in its fifth year, with all prior phases successfully completed on time and within budget.
This program is a critical component of the City's infrastructure maintenance strategy, addressing damaged, uplifted, and deteriorated sidewalks that may not meet the City's standards. These improvements enhance accessibility and compliance with ADA requirements, reduce potential trip-and-fall risks, and contribute to the overall safety and walkability of the community. In addition, the program supports neighborhood aesthetics by replacing aging and deteriorated concrete infrastructure.
The existing contract includes provisions for up to a 5% annual cost escalation, which has been incorporated into the proposed budget to account for rising material and labor costs. Staff recommend $508,445 in new funding for FY 2026-27 to continue the program. Sustained investment will allow the City to proactively address sidewalk deficiencies, minimize liability exposure, and maintain a safe and well-maintained pedestrian network. $ 4,523,065

Description of General Fund Costs
Since 2018, the City has implemented an annual Street Rehabilitation Program as part of its Council-adopted Pavement Management Plan, which is designed to transition the City’s roadway network to a maintenance-focused approach. This annual program addresses pavement conditions citywide and remains a cornerstone of the City’s infrastructure maintenance strategy, improving roadway conditions and enhancing safety for motorists, cyclists, and pedestrians.
Beginning this cycle, staff propose to transition the program to a biennial approach for more intensive roadway rehabilitation, while also introducing a preventative maintenance component. This strategy is intended to maximize pavement lifecycle performance and reduce long-term repair and replacement costs. The most recent rehabilitation project, completed in Spring 2025, combined two program cycles into a single construction effort to improve efficiency and cost-effectiveness. Design for the FY 2025–26 rehabilitation project is currently underway, with construction anticipated in late FY 2025–26 to early FY 2026–27. If necessary, re-appropriated funds from FY 2025–26 will be used to complete construction.
Staff recommend $350,000 in funding for FY 2026–27 to design the next rehabilitation cycle, with construction anticipated in FY 2027–28. In addition, staff recommend $750,000 in funding through Gas Tax revenues to initiate a citywide slurry seal program in FY 2026–27 as part of the preventative maintenance component for streets previously rehabilitated since the program began in 2018. Slurry sealing applies a protective emulsified asphalt mixture to streets in good condition, extending pavement life, improving safety, and avoiding more costly reconstruction in the future. Continued investment in both rehabilitation and preventative maintenance is essential to preserving the City’s roadway network and minimizing long-term infrastructure costs.

Description of General Fund Costs
The City’s Pavement Management Plan identified a total of twenty (20) alleys and seven (7) parking lots, the majority of which were classified as “poor” or “very poor” based on Pavement Condition Index (PCI) standards. Due to their condition, these facilities require extensive rehabilitation, which is being implemented through a multi-year, phased program.
To efficiently manage design and construction, the City has established a biennial delivery approach, alternating between design and construction phases each fiscal year. The FY 2025–26 cycle is expected to enter construction later this fiscal year and includes improvements to the alley on the north side of Huntington Road between Westhaven Road and San Marino Avenue, Ridgeway Road and San Marino High School, and two City-owned parking lots located on the north-east and north-west corners of Huntington Drive and San Marino Avenue/Sierra Madre Boulevard.
Consistent with this approach, staff recommend $100,000 in new funding for FY 2026–27 to support design of the next project cycle, with construction anticipated in FY 2027–28. This program is essential to improving safety, accessibility, and functionality of these facilities, while addressing deferred maintenance and reducing the need for more costly emergency repairs in the future.

Description of General Fund Costs
Beginning in FY 2023–24, the City Council appropriated funding for a Traffic Improvements Priority Initiative to enhance traffic and pedestrian safety throughout the City. To date, program efforts have primarily focused on school zones, including completion of a citywide evaluation to ensure signage, striping, and pavement markings are current and consistent with the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Improvements have also included reducing speed limits to 15 mph on residential streets adjacent to schools when children are present and procuring solar-powered speed radar feedback systems, which are scheduled for installation by the end of the current fiscal year. In addition, a citywide Engineering and Traffic Survey (E&TS) is underway to support data-driven decisions regarding speed limits and potential reductions, where feasible and consistent with CA-MUTCD requirements.
Staff recommend $116,635 in new funding for FY 2026–27 (for a total program budget of $150,000, including re-appropriated FY 2025–26 funds) to continue implementation of this initiative. Moving forward, the program will expand beyond school zones to focus on targeted traffic calming measures and safety improvements at priority locations throughout the City. Continued investment in this program supports the City Council’s priority to enhance public safety and proactively address traffic concerns citywide. $ 116,635 $ 116,635

Description of General Fund Costs
This project includes a combination of re-appropriated FY 2025–26 funds and $100,000 in new funding recommended for FY 2026–27 to continue implementation of the City’s Traffic Signal Equipment Replacement Program. In 2018, the City Council approved a program to replace and upgrade traffic signal controllers, equipment, and associated hardware at all 15 signalized intersections citywide due to aging and outdated infrastructure.
In FY 2024–25, the City’s on-call traffic engineer completed a comprehensive inventory of all traffic signals and four (4) rectangular rapid flashing beacons (RRFBs), which support pedestrian crossings. Based on this assessment, a 10-year replacement and upgrade plan was developed to systematically modernize the City’s traffic signal system and improve reliability, visibility, and safety.
The proposed FY 2026–27 scope of work includes installation of yellow reflective backplates at traffic signals along Huntington Drive and upgrades to pedestrian signal heads at these locations. These improvements will enhance signal visibility, improve driver awareness, and strengthen pedestrian safety at key intersections. Continued investment in this program ensures the City’s traffic signal infrastructure remains safe, reliable, and consistent with current standards. $ 100,000 $ 100,000

In 2019, the City Council authorized the City to serve as the lead agency for two projects advancing improvements 1) along the Huntington Drive corridor and, 2) the complex intersection of Atlantic Boulevard, Garfield Avenue, Los Robles Avenue, and Huntington Drive, both utilizing Measure R funding.
Upon execution of a funding agreement with Metro, the City will initiate preliminary engineering to evaluate and advance potential corridor improvements along Huntington Drive. The project is focused on traffic calming, improving access to schools and local businesses, and enhancing pedestrian safety along this heavily utilized corridor.
Completion of the funding agreement scope of work requires the support of an engineering consultant to prepare the necessary technical analyses and documentation for approval by both the City Council and the Metro Board.
Design is anticipated to begin in FY 2026–27 and will be funded exclusively through Measure R funds. This project represents a significant opportunity to leverage regional funding to address long-standing traffic, safety, and mobility challenges within one of the City’s primary transportation corridors. $ 335,000

Description of General Fund Costs
This project consists of a re-appropriation of unused FY 2025–26 funds; no new funding is requested at this time.
The scope of work includes ongoing facility improvements at the Old Mill building, in coordination with the Old Mill Foundation, with a focus on addressing deferred maintenance needs. A 2022 facility condition assessment identified deficiencies in building systems, including plumbing, HVAC, and interior building components, as well as areas experiencing water intrusion and deterioration. Initial work in FY 2025–26 includes addressing cottage roof repairs and termite-related damage inside the Old Mill. Future phases of the project will prioritize repairs to address water intrusion, prevent further structural deterioration, and maintain the long-term preservation and integrity of the facility.
The project is anticipated to continue over multiple years to systematically address identified deficiencies.
Staff are coordinating with the Old Mill Foundation to refine the scope of improvements for FY 2026–27 and are also evaluating potential eligibility for Measure A funding through the Los Angeles County Regional Parks and Open Space District. If an eligible project is identified, the project budget will be updated accordingly. $ 54,141

Description of General Fund Costs
The FY 2026–27 project consists of a re-budget of unused FY 2025–26 funds; no new funding is requested at this time.
In 2019, the City Council approved a Sewer Main Rehabilitation Program based on the findings of a comprehensive wastewater collection system condition assessment. The assessment identified that much of the City’s sewer infrastructure is several decades old, with some segments approaching 100 years in age. As a result, ongoing rehabilitation is necessary to reduce the risk of system failures, including pipe collapses and sanitary sewer overflows, as required by the City’s Sewer System Management Plan (SSMP) in compliance with California State Water Resources Control Board requirements.
Planned work for FY 2026–27 includes targeted sewer lining and localized open trench repairs at priority locations identified through recent inspection data. These improvements are intended to extend the service life of existing infrastructure and maintain system reliability. The condition assessment also identified the need for significant long-term investment to modernize the system and implement larger-scale rehabilitation efforts. Accordingly, future year projections reflect the funding levels necessary to address these needs.
With the establishment of a sewer user fee in 2025, this program will be supported by dedicated Enterprise Sewer Fund revenues moving forward, ensuring a sustainable funding source for ongoing infrastructure maintenance and improvements. $ 31,833

Description of General Fund Costs
This project consists of a re-budget of unused FY 2025–26 funds; no new funding is requested for FY 2026–27. Staff anticipates utilizing approximately $35,000 annually over the next two fiscal years to complete planned maintenance and repairs.
In 2019, the City Council approved the Drainage Wash Improvement Program to implement recommendations from the City’s stormwater system condition assessment for lined and unlined channels. The program provides for ongoing maintenance and spot repairs to preserve the functionality and structural integrity of these facilities.
Work planned for FY 2026–27 includes repair of damaged or missing channel lining, which, if left unaddressed, could lead to deterioration and potential structural failure of concrete-lined channels. The project also includes debris and vegetation removal to eliminate obstructions and maintain proper stormwater flow capacity.
Continued implementation of this program is essential to maintaining system performance, preventing localized flooding, and reducing the need for more extensive and costly repairs in the future. $ 35,000

Description of General Fund Costs
The installation of storm drain trash capture devices has been implemented as a multi-year program funded entirely through Measure W Safe Clean Water Program funds, with no impact to the General Fund.
FY 2025–26 completed the final phase of installations within City-owned catch basins. Staff recommend $225,000 in new funding for FY 2026–27 to begin the next phase focusing on the installation of trash capture devices in approximately 78 catch basins owned by the County of Los Angeles within the City’s jurisdiction.
Completion of this work will require coordination with a contractor and the procurement of permits from the Los Angeles County Flood Control District. The proposed FY 2026–27 budget includes the costs associated with permitting, in addition to installation.
This project is essential to improving stormwater quality and ensuring compliance with State Water Resources Control Board regulations, while continuing to leverage dedicated Measure W funding. $ 225,000

Description of General Fund Costs
This project consists of a re-appropriation of unused funds to continue design of the Lacy Park Culvert Replacement Project; no new funding is requested for FY 2026–27.
The program was approved by the City Council in 2021 to implement recommendations from the City’s stormwater system condition assessment related to the aging storm drainage system. The Lacy Park Culvert was identified as a priority for replacement due to the age and condition of the existing infrastructure. The project scope was subsequently amended which extended the duration of the design phase to allow for evaluation of alternative alignments within adjacent City streets to minimize impacts to Lacy Park. A second alignment has been determined to be feasible and will be advanced through final design. Design is currently ongoing and is anticipated to be completed by December 2026.
This project is critical to maintaining stormwater system reliability, reducing the risk of infrastructure failure, and preserving the long-term functionality of key drainage facilities. $ 200,000

Description of General Fund Costs
The City maintains approximately 60 acres of landscaped areas, including Lacy Park and center medians along Huntington Drive, Sierra Madre Boulevard, and Old Mill Road. Much of the existing irrigation infrastructure is several decades old, resulting in outdated systems that require frequent and costly repairs.
The City has initiated a phased irrigation system upgrade program. The first phase, completed in FY 2023–24, included replacement of irrigation controllers at Lacy Park. The second phase, completed in FY 2024–25, upgraded controllers along the Huntington Drive and Sierra Madre Boulevard medians.
Staff recommend $75,000 in new funding for FY 2026–27 to begin upgrading the aging irrigation system within Lacy Park, specifically near the Thurnher House and in Area 1 near the playground, where systems have not been modernized in several decades. These improvements will reduce ongoing maintenance needs, improve system reliability, and enhance water use efficiency through reduced leaks and more effective irrigation delivery. In addition, staff will pursue available rebates and grant opportunities through agencies such as the Metropolitan Water District and California American Water to help offset project costs.
Continued investment in irrigation infrastructure supports the City’s sustainability goals by conserving water resources while maintaining the quality and appearance of public landscapes.
