Description of General Fund Costs
There are nineteen (19) bus stops located throughout the City, primarily along Huntington Drive and San Gabriel Boulevard within City limits. While transit service is provided by Metro, the City is responsible for the maintenance and upkeep of these facilities.

The City receives an annual allocation of Proposition A funds from Metro, which are primarily restricted to transit-related improvements. Given the City’s size and limited transit infrastructure, opportunities to utilize these funds are relatively constrained. As such, staff recommends using available Proposition A funding to refurbish bus stops citywide. Planned improvements include replacement of aging benches and installation of new trash receptacles to enhance cleanliness, improve maintenance operations, and maintain the overall appearance of the public right-of-way. These upgrades will ensure that bus stop facilities remain in good condition and are consistent with the City’s standards for public spaces.

Staff recommend $100,000 in new funding for FY 2026–27 for the refurbishment of the bus stop furnishings. The project will be funded entirely through Proposition A funds, with no impact to the General Fund. This approach allows the City to effectively utilize restricted transportation funds while maintaining the quality and appearance of community infrastructure. $ 100,000

Description of General Fund Costs
The existing Parks & Public Works office facility at Lacy Park, originally constructed in the 1930s, requires significant upgrades to address aging infrastructure and operational deficiencies. The building's deferred maintenance issues include deteriorating interior walls, outdated flooring, aging plumbing, HVAC, and electrical systems, moisture-related concerns, and non-compliance with current ADA standards. In addition, as an unreinforced masonry structure, the building will likely require seismic upgrades in accordance with the City’s Municipal Code.

The facility also lacks sufficient office space and restroom accommodations to adequately support current staffing levels, requiring improved interior configuration to better utilize the existing footprint. The building was identified as a contributor to the historic character of Lacy Park in the City’s 2020 Historic Resources Survey. Accordingly, the project will preserve the exterior appearance and historic integrity of the structure, with no changes proposed to the building’s exterior. Improvements will focus on modernizing and reconfiguring the interior to meet current operational needs.

Staff recommend $250,000 in FY 2026–27 for architectural design services based on recent proposals. Construction is anticipated in FY 2027–28, with a preliminary cost estimate of approximately $1,000,000. This project will modernize a key City facility while preserving its historic character, ensuring it can effectively support Parks & Public Works operations and the ongoing maintenance of one of the City’s most valued community assets.

Description of General Fund Costs
The City maintains approximately 25 acres of landscaped center medians along Huntington Drive, Sierra Madre Boulevard, and Old Mill Road. These areas currently include turf that, under Assembly Bill 1572 and forthcoming State regulations effective January 1, 2027, will be classified as nonfunctional and will no longer be permitted to be irrigated with potable water.

This project represents the initial phase of a broader effort to re-envision the City’s landscaped medians to ensure compliance with State and regional water regulations while maintaining their aesthetic character. The project will incorporate water conservation strategies and evaluate opportunities for stormwater capture and water quality improvements. The FY 2026–27 phase will focus on project design. Staff will utilize an on-call stormwater engineering consultant and retain the services of a landscape architect to develop conceptual and preliminary designs, incorporating community input, that achieve regulatory compliance and identify feasible improvements.

As part of this effort, the consultant team will evaluate opportunities to incorporate stormwater capture and treatment elements that may qualify the project for grant funding, helping to offset future construction costs. Construction is not anticipated until completion of the design phase and identification of funding sources.

Staff recommend $100,000 in new funding for FY 2026-27, utilizing Measure W Safe Clean Water Funding, with no impact on the General Fund. This project supports the City’s long-term sustainability goals by reducing potable water use and associated costs, improving stormwater management, and ensuring compliance with evolving regulatory requirements while preserving the visual quality of key corridors. $ 100,000
