Description of General Fund Costs
The City receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD), which supports community development activities including accessibility improvements for individuals with disabilities.
CDBG funds are administered locally through the Los Angeles County Development Authority (LACDA), which allocates funding to participating municipalities for eligible projects. The City has historically partnered with LACDA to identify and deliver qualifying projects, including recent curb ramp improvements completed with CDBG funding. This project proposes to continue utilizing available CDBG funds to construct and upgrade sidewalk curb ramps that are currently in poor condition or do not meet current ADA accessibility standards. Specific locations and quantities will be determined based on need, field conditions, and eligibility requirements.
Implementation of this project will improve accessibility within the public right-of-way, support compliance with ADA requirements, and enhance mobility for all users. Additionally, the project aligns with CDBG program objectives by investing in infrastructure improvements that serve individuals with accessibility needs. The project will be funded entirely through CDBG funds, with no impact to the General Fund.

Description of General Fund Costs
Both restrooms in the City's fire station require a remodel. The current facility is 25 years old, has water damage, and was built to residential specifications and not designed or built for 24/7 use by multiple on-duty personnel. An architectural firm was hired in FY 2023-24 to develop plans and specifications for construction; however, due to budget constraints the project design was never completed. The project designer estimated the construction costs to be approximately $350,000. Given potential contingencies as well as costs associated with temporary facilities for Fire Department personnel during construction, the total project cost is estimated to be $420,000. Construction would occur during FY 29-30. $ 420,000

Description of General Fund Costs
The Library flooring is 17 years old and subject to heavy use. The flooring is vacuumed, spot cleaned, and deep cleaned on a regular basis, but over time, debris has accumulated and the flooring is no longer able to resist staining or respond as well to cleaning. As such, it is recommended that the flooring be replaced in the next few years to improve the building's appearance as well as avoid potential safety/trip and fall issues for staff and patrons. Given the size of the facility, as well as the fact that work will occur after hours, flooring replacement would be a significant expenditure. In order to mitigate financial impacts, staff is proposing to phase the project over multiple years.

Description of General Fund Costs
Beginning in FY 2022–23, the City Council funded the Lacy Park Playground Management Program to evaluate and replace aging playground equipment. Following a 2023 safety audit and input from a subcommittee of the Public Safety and Recreation Commissions, the City Council approved a multi-year, phased replacement approach in FY 2024–25.
Phase 1, completed in April 2025, replaced the swing set and the playground structure for children ages 5–12. Phase 2, completed in October 2025, replaced the structure for children ages 2–5 and added new freestanding play elements. Both phases have modernized the playground, improved safety, and enhanced overall play value. Future phases, anticipated in FY 2027–28 and FY 2028–29, will focus on improvements to playground surfacing and site furnishings, with the goal of further enhancing accessibility, safety, durability, and long-term maintenance efficiency. These improvements may include replacement or enhancement of surfacing materials and upgrades to supporting site amenities.
This phased approach continues the City’s investment in maintaining a safe, modernized playground in alignment with current safety standards, while building upon prior improvements to create a cohesive and high-quality recreational space for the community.

Description of General Fund Costs
To support the long-term health, sustainability, and maintenance of City-owned landscaping, staff proposes to conduct an assessment of all street trees and landscaping within Lacy Park, City-owned facilities, and other public right-of-way areas.
The assessment will evaluate the condition of existing trees, ground cover, and other plantings. The findings will be used to develop a comprehensive short- and long-term maintenance and replacement plan, including the identification of priority areas and development of a recommended planting palette to guide future plant selection.
This effort will also support consistency in landscape management, improve resource planning, and enhance the overall appearance of public spaces. This project will provide a strategic framework for maintaining and enhancing the City’s urban forest and landscaped areas in a cost-effective and sustainable manner. $ 50,000
