90th Percentile Response Time: Overall Response
FY 24-25 FY 25-26
The San Marino Fire Department has adopted the National Fire Protection Association (NFPA) 1710 standards for response time reporting. NFPA standards represent aspirational goals for Fire Departments. By measuring response in percentiles rather than averages, the Fire Department is able to more accurately measure performance of responding units. The time reported as the 90th percentile turnout or response time means that 90% of incidents were as fast, or faster, than the reported time.

Overall Response Time - the total amount of time it takes to respond to an incident, from initial dispatch to arriving on scene.

RECRUITMENT AND RETENTION EFFORTS (ASSEMBLY
BILL 2561/GOVERNMENT CODE SECTION 3502.3)

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
Effective January 1, 2025, Government Code section 3502.3 requires the City to present information on the status of vacancies at the City and the City’s recruitment and retention efforts at a public hearing before the City Council at least once per fiscal year.

AB 2561 was introduced to address the issue of job vacancies in local government, which adversely affects the delivery of public services and employee workload. Among other requirements, the bill mandates that public agencies present the status of vacancies and recruitment and retention efforts during a public hearing before the agency’s governing body at least once per fiscal year. The bill was enacted into law and is codified as Government Code section 3502.3.

AB 2561 requires public agencies, including the City, to hold at least one (1) public hearing per fiscal year to discuss vacancies and recruitment and retention efforts. This report discusses the City’s legal obligations under the law.

Analysis:

In compliance with the new legal obligations, the City is required to do the following:

1. Public Hearing: At least once each fiscal year, at a public hearing before the City Council, the City shall present information regarding the status of vacancies and recruitment and retention efforts (Gov. Code § 3502.3(a)(1)) and identify any necessary changes to policies, procedures, and recruitment activities that may lead to obstacles in the hiring process (Gov. Code § 3502.3(a)(3)).

If the City Council adopts an annual budget during the fiscal year, this presentation must occur prior to the City Council’s adoption of the final budget for the City. (Gov. Code § 3502.3(a)(2)).

2. Employee Organization Participation: Allow the recognized employee organization for each bargaining unit at the City to make presentations during the public hearing concerning vacancies and recruitment and retention efforts.

There are three (3) bargaining units at the City, City Employees Association (CEA), Fire Fighters Association (FFA), and Police Officers Association (POA). (Gov. Code § 3502.3(b)).

3. Additional Reporting for High Vacancy Rates: If vacancies within a single bargaining unit meet or exceed 20% of authorized full-time positions in that bargaining unit, upon request of the recognized employee organization for that bargaining unit, the City must provide additional information during the public hearing, including the following: (1) the total number of vacancies; (2) the number of applicants; (3) the average time to fill positions; and (4) opportunities to improve compensation and working conditions for employees in the bargaining unit. (Gov. Code § 3502.3(c)).

Procedures for the Public Hearing on City Vacancies and Recruitment and Retention Efforts:

The Procedures for the Public Hearing on City Vacancies and Recruitment and Retention Efforts (“Procedures”) establish protocol for the City’s public hearings on vacancies in order to ensure a fair, orderly and efficient hearing process.

The Procedures set forth specific requirements concerning matters such as the provision of notice to recognized employee organizations regarding the public hearing and their right to make a presentation at the hearing, the length and order of the City’s and the employee organizations’ presentations, and the standards of discourse during the public hearing.

DISCUSSION
Status of Vacancies:

During the reporting period, the City had 112 full-time budgeted positions in fiscal year 2024-2025 and 111 full-time budgeted positions in fiscal year 2025-2026. The full-time budgeted positions are within the departments of the City Manager’s Office, Community Development, Community Services (Recreation and Library), Finance, Fire, Human Resources, Parks & Public Works, and Police. In addition to the current 111 full-time budgeted positions within the City, one position is frozen within the Police Department due to ongoing vacancies and budgetary constraints.

In addition to the highly competitive job market, recent data shows City of San Marino employees are leaving their employment for the following reasons:
• Retirements
• Career growth opportunities
• Work-life balance
• Failed probationary period
• Frozen positions due to budgetary constraints
The following are summaries of the City’s vacancy rates from 2024-25 and 2025-26.

In 2025-26, the City had an average of 101 full-time employees, a decrease compared to 2024-25.

In reviewing the vacancies in the most recent reporting year as required by Government Code Section 3502.3, the City does not have additional reporting requirements as the vacancy rate did not meet or exceed the 20% vacancy rate of authorized full-time positions within a bargaining unit.

Recruitment and Retention Efforts:

In an effort to improve the City’s recruitment and retention efforts and focus on the issues mentioned above, the City Council identified several general philosophies of importance in dealing with labor related issues. The philosophies identified, in no particular order are:

1. Focus on Staff Retention – Explore methods, practices, and tools to reduce staff turnover, which would help the City avoid costs associated with continuous recruitment and training efforts, reduce the loss of institutional knowledge, and maintain continuity of operations.

PAGE 30 of 136

2. High Quality Public Servants – Attract and maintain public servants of the highest caliber to match the service expectations of the community, including individuals with high levels of education, training, unique skills, and experience.

3. Cultivation of a Strong Workplace Culture – Provide opportunities and benefits to keep an enthusiastic and committed workforce who are proud to uphold the community’s values, traditions, and position for a strong future.

4. Equity in Benefits Across Work Groups – Ensuring that an equitable set of benefits are provided to employees to recognize collective value and positively influence organizational moral.

5. Maintain San Marino’s Strong Reputation in the Region – Build on San Marino’s status as one of the best places to work while recognizing the characteristics that set San Marino apart including civic/community connections, economic conditions, opportunities, and challenges.

6. Be Mindful of The Future – Safeguard the City’s long-term financial position related to debt obligations while staying competitive with the overall market.

With these philosophies in mind, the Human Resources Department, in collaboration with other City departments, revamped its recruitment efforts by:

1. Strengthening the City’s internal communication and collaboration efforts.
• The Human Resources Department regularly meets with
department hiring managers to understand their needs.
• The City encourages current employees to promote open positions where possible.
• The Human Resources Department monitors and identifies positions with low candidate attraction numbers and works with the department hiring managers to assist with outreach efforts.

For example, for several years, the City has struggled to retain and attract Public Safety personnel and Police Dispatchers. In an effort to fill vacancies, the Police Department is targeting its outreach by scouting prospective candidates at various police academies and is encouraging department personnel to
recommend prospective candidates.

PAGE 31 of 136

2. Streamlining the Recruitment Process.
• Department hiring managers use an applicant tracking system to manage candidates. As a result, this has made the City’s hiring process more efficient.
• The Human Resources Department standardized the hiring process for each City department. This includes structuring interviews, establishing a standardized scoring system, providing training for raters on the City’s standardized process, and utilizing a standardized application platform for all city departments.

Standardizing the hiring process provides transparency to candidates, enhancing the candidates’ experience.

3. Enhancing the City’s outreach.
• The Human Resources Department and the City Manager’s Office staff are working together to showcase its job posting by creating recruitment brochures and advertising on social media platforms such as LinkedIn.
• The City has expanded its outreach efforts by leveraging professional networks, personalizing the job announcements, and promoting open positions at public events, to name a few.

Overall, standardizing the hiring process is important as it ensures fairness and consistency when evaluating candidates as it allows for better comparisons between candidates by using a structured process, it reduces bias, and improves efficiency.

FISCAL IMPACT & PROCUREMENT REVIEW
There is no direct fiscal impact associated with conducting the public hearing required under Government Code section 3205.3. other than the administrative staff time it takes to comply with these new requirements.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the Council to receive and file the report. If the City Council concurs with staff’s recommendation, an appropriate motion would be:

SPECIAL TAX LEVIES

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
San Marino voters approved the adoption of a special tax in November 1980 on parcels of real property within the City. The special tax is to be used for the purposes of obtaining, providing, operating, and maintaining paramedic services, police equipment or apparatus therefor; paying the salaries and benefits to paramedic, police protection, and firefighting protection and prevention personnel; and for other necessary paramedic expenses, police protection expenses, and fire protection and prevention expenses of the City of San Marino. The parcel tax has been approved by the voters in twelve subsequent elections; it was most-recently approved as Ordinance No. O-24- 1412 for Fiscal Years beginning July 1, 2025, and ending June 30, 2029.

Exhibit 1 to Ordinance No. O-24-1412 established the maximum special tax to be levied for each property zone for Fiscal Years 2026, 2027, 2028, and 2029. The annual maximum amounts specified in the Ordinance increase by 5% each year over the previous year’s maximum amount. The City Council must set the actual tax amount for each zone each year. From time to time, the City Council has acted to increase the levy to amounts that were less than the maximums established in the Ordinance. For the ten-year period of FY 2010-11 through FY 2019-20, the parcel tax was increased eight (8) times.

Gretchen Shepherd Romey, Council Member
PAGE 38 of 136
Seven (7) of these eight (8) times, the annual increase was 5% while in FY 2018-19, the tax was increased by 2%. For FY 2019-20, FY 2020-21, FY 2021- 22, FY 2022-23, and FY 2024-25 there was no increase. For FY 2023-24, there was an increase of 3%. For FY 2025-26, there was a 5% increase.

DISCUSSION
As mentioned above, the City Council has only increased the Public Safety Parcel Tax twice in the past five fiscal years. Over that same period, all inflationary costs such as materials and supplies have risen dramatically. The Consumer Price Index change for December 2025 was 3.0% and this factor drives future operational increases. A 5% increase in the Public Safety Parcel Tax will help absorb the increases seen over the years and the increase expected in the next FY.

Below is a table of how much the Public Safety Parcel Tax is as a percentage of the operating expenses incurred by the Police and Fire Departments over the years and next fiscal year’s estimates.

At this time, staff is recommending an increase in the public safety parcel tax rates of five percent (5%) compared to the prior year. The recommended increase is to offset the operational increases experienced in the Public Safety Fund. On average this is an increase of approximately $4 a month for residential zones. The recommended increase is needed to help fund operational increases experienced in the Public Safety Fund. increased by $3.9M (or 30%) while the Public Safety Parcel Tax has only increased by three percent (8%).

If Council were to choose to increase the public safety parcel tax rate at a different rate than staff’s recommendation, each percentage increase would generate approximately $37,050 of revenue compared to FY 2025-26.

A 5% revenue increase was included as part of the 5-year forecast presented to Council on March 11, 2026. A five percent (5%) increase would generate approximately $185,000 in revenue and this amount would help fund existing services. The revenue estimate for the public safety parcel tax that will be included in the FY 2026-27 Proposed Operating and Capital Budget will be based on the parcel tax amounts approved today. If the City Council decides on an increase, the tax will offset the amount that the General Fund subsidizes for paramedic expenses, police protection expenses, and fire protection and prevention expenses in the City.

FISCAL IMPACT & PROCUREMENT REVIEW
Staff is recommending an increase of five percent (5%) to the parcel tax next year. The anticipated total collection will be approximately $3,891,326 and will be included with the FY 2026-27 Proposed Operating and Capital Budget.

This report requires no procurement review.

SUBJECT: DIRECTION ON SEWER SERVICE CHARGE FOR FISCAL
YEAR 2026–27

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
The City of San Marino manages approximately 50 miles of sewer collection system infrastructure that requires ongoing maintenance, rehabilitation, and capital investment. A Wastewater Collection System Condition Assessment (WCSCA) completed in 2019 identified significant capital improvement needs over the next ten years. Historically, the City did not charge a dedicated fee for sewer services and has instead relied on General Fund revenues to support system operations and maintenance. To ensure long-term financial sustainability and to address identified infrastructure needs, the City engaged independent subject matter experts to prepare a comprehensive Sewer Rate Study. This study includes a financial plan and recommended rate structure for fiscal years 2025-26 through 2029-30.

On June 27, 2025, the City Council conducted a public hearing and adopted Resolution No. R-25-21, establishing a Sewer Service Charges with annual adjustments through July 1, 2029, and authorizing the collection of such charges on the Los Angeles County property tax roll in FY 2025-26.

While the Sewer Rate Study identified the need for a rate of $984 per sewer unit per year in order to carry out the necessary maintenance and Tony Chou, Mayor

rehabilitation to the City’s sewer system, the City Council’s adopted resolution included a maximum annual charge of approximately 50% of the identified capital improvement needs, or $522 per sewer unit ($43.50 per month) for FY 2025-26.

Going one step further in order to ensure that property owners are not adversely impacted by this new sewer rate, the City Council exercised its discretion to adopt an even lower rate of $312 annually per sewer unit ($26 per month) for FY 2025-26. This $312 rate would generate revenue to cover approximately 25% of the sewer maintenance and rehabilitation needs identified in the City’s Sewer System Master Plan with the balance remaining unfunded.

DISCUSSION
The adopted rate structure allows for annual adjustments up to the maximum rate as shown on Exhibit A to Resolution No. R-25-21 and shown below. The current FY 2025-26 Sewer Service Charge is $312 annual per sewer unit ($26 per month) and is projected to generate $1.49 million in Sewer revenue.

Although the permitted maximum Sewer Service Charge for FY 2026-27 is $537.66, it is currently set at $312 by the City Council. The Consumer Price Index (CPI) for December 2025 was 3%. A 3% increase would result in a Sewer Service Charge of $321.36 per Sewer Unit for FY 2026-27. This would result in projected Sewer revenue of $1.53 million.

If the City Council proceeds with a 3% increase to a new rate of $321.36 per Sewer Unit, this would equal an increase of $9.36 per year per Sewer Unit, or approximately 0.78 cents per month per Sewer Unit. While a 3% increase may appear to be a minor adjustment in real dollars, implementing a modest PAGE 54 of 136
increase if and when CPI allows during a given year will help limit the need for requests of larger increases in the future.

At this time, staff is seeking City Council direction regarding the appropriate Sewer Service Charge for FY 2026-27. The direction provided today will be used to develop revenue projections for the FY 2026-27 Proposed budget.

Following Council direction, staff will return with a resolution for formal consideration at a public hearing in May 2026. This resolution will set the FY 2026-27 Sewer Service Rates and authorize the collection of sewer service charges on the Los Angeles County property tax roll for FY 2026-27.

FISCAL IMPACT & PROCUREMENT REVIEW
The City Council has authority to adopt a Sewer Service Charge of up to $537.66 per Sewer Unit for FY 2026-27.

The Consumer Price Index (CPI) for December 2025 was 3%. Applying a 3% increase would result in an annual Sewer Service Charge of $321.36 per Sewer unit and resulting in projected revenue of $1,537,140.

Each 1% increase in the Sewer Service Charge is estimated to generate approximately $14,900 in additional annual sewer revenue.

As presented during the March 27, 2026 City Council meeting, staff are currently forecasting the need for approximately $18.1 million in funding to carry out a portion of the necessary repairs to the City’s sewer system during the next five years.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends that the City Council provide direction on the proposed Sewer Service Charge for FY 2026–27, including consideration of a 3% increase to account for inflation. Following Council direction, staff will return with a resolution for formal consideration at a public hearing in May.

SUBJECT: ACCEPTANCE OF $13,000 DONATION FROM THE SAN

MARINO PUBLIC LIBRARY FOUNDATION

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
In March 2026, the Community Services Department, Library Division received a $13,000 donation from the San Marino Public Library Foundation.

The monies are to be used for adult programming and collection development.

The City’s Donation Policy requires a formal budget amendment to properly document and receive these funds (Attachment 1).

DISCUSSION
The requested budget amendment is administrative. It accepts and acknowledges the San Marino Public Library Foundation’s gift and approves revenue and expenditure budget amendments to the City’s Restricted Donations Fund.

The donation will support the Library’s Adult Services functions. The plan is to purchase high-demand, best-selling fiction and non-fiction materials.

Maintaining a comprehensive catalog of the latest research in nonfiction, as well the works of best-selling fiction authors such as James Patterson, Matt Haig, and Louise Erdrich, supports the Library’s mission of maintaining a book collection to serve the educational, cultural, and recreational interests of all Tony Chou, Mayor

people. These funds will also be used to provide diverse hands-on experiences and learning opportunities for the community. Programs serve to introduce community members to a broad range of cultural and enriching experiences that support a premier quality of life.

FISCAL IMPACT & PROCUREMENT REVIEW
The donation will have no impact on the General Fund and represents an unexpected benefit to the City’s Restricted Donations Fund budget (Fund No. 281) for this fiscal year. The below revenue and expenditure budget amendments are required:

Revenue: Account #281-91-3601-0000: Adult Material Donations – Other, $13,000
Expenditure: Account #281-91-4150-0000: Adult Other Contract Services, $3,000
Expenditure: Account #281-91-4370-0000: Adult Materials – Other, $5,000
Expenditure: Account #281-91-4376-0000: Adult Materials and Supplies, $5,000
This report requires no procurement review.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the Council accept the $13,000 donation from the San Marino Public Library Foundation, amend the City’s Restricted Donations Fund Account #281-91-3601-0000 (Adult Materials Donations - Other) by $13,000, amend the City’s Restricted Donations Fund Account #281-91-4150-0000 (Adult Other Contract Services) by $3,000, amend the City’s Restricted Donations Fund Account #281-91-4370-0000 (Adult Materials – Other) by $5,000, and amend the City’s Restricted Donations Fund Account #281-91- 4376-0000 (Adult Materials and Supplies) by $5,000. SUBJECT: RECOMMENDATION FOR CITY COUNCIL CONCURRENCE

ON THE CITY MANAGER'S SELECTION FOR DIRECTOR OF

COMMUNITY SERVICES

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
Sections 02.03.04, 02.03.07, and 02.04.02 of the San Marino Municipal Code (SMMC) authorize the City Manager to appoint and remove department heads from office, with the concurrence of the City Council. Specifically, SMMC §

02.04.02(B) states, “All department heads shall be ‘at will employees,’ serving at the pleasure of the City Manager. The hiring or discharge of department heads shall be subject to concurrence by the Council…”

DISCUSSION
The City’s former Community Services Director retired from the City in December 2025. At that time, Recreation Manager Eduardo ‘Eddie’ Covarrubias was appointed as the Interim Community Services Director in order to ensure effective continuity of operations within the Department.

Mr. Covarrubias has been with the City of San Marino since July 2015 beginning his tenure with the City as a Recreation Supervisor, followed by a promotion to Recreation Manager, and now serving as the Interim Director.

Prior to joining San Marino. Mr. Covarrubias held similar roles with the City of El Monte and the County of Los Angeles Department of Beaches and Harbors.

Mr. Covarrubias holds a Bachelor of Arts from California State Polytechnic University and a Master of Public Administration from the University of La Verne.

Throughout his career and in particular during his tenure with San Marino, Mr.

Covarrubias has demonstrated passion for, and a commitment to the field of community services. His time with San Marino has spanned through periods of both contraction and growth within the Department which have afforded him unique opportunities to understand what the community of San Marino expects from the Community Services Department.

In response to goals outlined by the City Manager during the past several months of his time as Interim Director, Mr. Covarrubias has prioritized several areas of his leadership for the betterment of the Department and organization as a whole. They include but are not limited to: customer service excellence, effective communication, community connections, relationship building, accountability, creativity, proactiveness, and team development to name a few.

With his experience, established community relationships, and understanding of San Marino, Mr. Covarrubias is uniquely qualified to serve as the City’s Director of Community Services.

FISCAL IMPACT & PROCUREMENT REVIEW
No additional appropriations are necessary for this recommendation. The position of Community Services Director is already budgeted for in the FY 2025-26 budget.

LEGAL REVIEW
The City Attorney’s Office has reviewed this report and approved it as to form.

RECOMMENDATION
Staff recommends the Council concur with the City Manager’s selection. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move that the City Council concur with the City Manager’s hiring of Eduardo Covarrubias as Director of Community Services.”
