YEAR-END SUMMARY (FY 2025-26 BUDGET VS ESTIMATED)
The Community Services Department (CSD) is anticipated to end the fiscal year with a savings of $258,258 or -6.3% below the current budget. The primary reasons are listed below:
Personnel should see a savings of $186,522 primarily due to savings from:
o Library Manager vacancy of about 3.5 months.
o Recreation Manager vacancy of about 2 months.
o Recreation Supervisor vacancy of about 5 months.
o Various part-time vacancies at the Library.
Services & Supplies should see a savings of $71,736.
Division Savings
Community Services Administration $7,737
Recreation $42,181
FY 2025-26 FY 2025-26 Bud. Vs Est. Est.
Description Budget Estimated Diff $$ Diff %%
Personnel 2,962,568 $ 2,776,046 $ (186,522) $ -6.3%
Services & Supplies 1,135,793 1,064,056 (71,736) -6.3%
Total: 4,098,361 $ 3,840,102 $ (258,258) $ -6.3%
2 Library $21,818
Total $71,736
o Community Services Administration savings of $7,737:
$4,519 in savings due to the cost of the quarterly Community Services Guide coming in underbudget after completing the RFP earlier this year. $1,815 in savings as less professional development opportunities were attended due to changes in staffing.
o Recreation savings of $42,181:
$13,541 in savings from various special event lines. The majority of the savings is from Home for the Holidays lighting coming in under budget and savings from Family Night events.
$12,421 in overage due to an increased number of rentals needing insurance. Note:
rental insurance is paid by the renter to the City; the City then pays Alliant Insurance, so this is offset by corresponding revenue.
$10,527 in savings from the Lacy Park Centennial event. $8,725 in savings due to less participation in summer contract classes. $7,151 in savings due to less participation on Senior Trips. $6,987 in savings due to less supplies purchased for Lil’ Playmates, Phonics and summer camps as there was one less week of camp starting in summer 2025. $3,000 in savings due to less participation in Senior Happy Hour events. $2,938 in savings on utilities for CSD facilities.
$2,200 in savings due to less spending on office supplies. o Library savings of $21,818:
$28,500 in savings on electricity. The Library saw a significant increase in electricity bills last year and adjusted the budget accordingly for FY 2025-26. However, staff are not seeing that same increase in billing this fiscal year. $5,000 in overage due to a larger than expected donation from the MacFarland Family Foundation which supported the Youth Services acquisition budget.
FY 2026-27 PROPOSED BUDGET – COMMUNITY SERVICES DEPARTMENT The Community Services Department’s proposed budget for next fiscal year is $3,628,597, which represents a $469,764 or 11.5% decrease from current budget.

The Recreation Division provides a range of early childhood and youth activities to further safe, healthy, and creative outlets; offers an array of social, recreational, and fitness-oriented activities for adults of all interests and ages; and organizes year-round events that further community connections. The Division partners with individuals and organizations to offer exciting recreational services via staff and contractor led programming. The Division also operates the City’s recreational facilities, such as the San Marino Community Center, Lacy Park Gatehouse, and historic Thurnher House also at Lacy Park. In addition, the Division coordinates both indoor and outdoor facility rental use by individuals, the community, and private / non-profit groups.
The Crowell Public Library (Library Division) fulfills its commitment to supporting literacy, lifelong learning, and knowledge acquisition by providing print and digital materials that meet the community’s educational, professional, and recreational information needs. The Library also offers programs for all ages to apply research-based literacy practices, provides opportunities for cultural enrichment, and creates a sense of community through shared experiences. The Division liaisons with the San Marino Public Library Foundation and the Friends of the Crowell Public Library, in which the role of both non-profit organizations is to support the mission and service delivery of the Library.
