OF HEALTH SERVICES AGREEMENT FOR MEASURE B

ADVISORY BOARD FUNDING GRANT

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government
Safe Community

BACKGROUND
In November 2002, voters in the County of Los Angeles approved Measure B, which authorized the County to levy a special tax on building improvements to provide funding for the countywide system of trauma centers, emergency medical services, and for bioterrorism response throughout the County. In 2017, the Measure B Advisory Board (MBAB) was implemented to guide the Board of Supervisors on options and/or recommendations for spending unallocated Measure B funds.

Agencies who participate in the County’s 9-1-1 system are eligible to submit a funding proposal to purchase or lease necessary medical supplies, equipment, or materials using unallocated Measure B funds. In 2025, the MBAB allocated $20 million in unallocated, one-time available funding evenly between the five Supervisorial Districts to be used for qualified Measure B purposes. On April 8, 2026, District 5 approved a one-time funding allocation in the amount of $224,750.41 to the San Marino Fire and Police Departments for qualified Measure B purposes.

DISCUSSION
The San Marino Fire and Police Departments submitted a joint project proposal and requested funding in the amount of $224,750.41 for the purchase of

1. Two (2) Zoll X-Series Cardiac Monitors ($127,105.13)

2. One (1) Stryker Power-Pro 2 Ambulance Cot ($45,843.95)

3. One (1) AutoPulse NXT Resuscitation Device ($29,551)

4. Sixty (60) Individual First Responder Medical Aid Kits ($6,471.27)

5. Two (2) Mass Casualty Trauma Kits ($4,617.48)

6. Eighteen (18) Motorola Push-to-Talk Earpiece Connectors ($11,161.58).

On April 8, 2026, the Fire and Police Departments were approved for full funding, with reimbursement not to exceed the quoted cost of each item. The Measure B funding opportunity is a fully reimbursable grant with no matching funds due from the City. The County of Los Angeles Department of Health Services will process reimbursement up to $224,750.41 upon receipt of goods by the San Marino Fire and Police Departments.

In addition to approving acceptance of the grant, three of the requested grantfunded items exceed the department’s purchasing authority and require City Council approval. The Zoll X-Series Cardiac Monitors ($127,105.13) and the Zoll AutoPulse NXT Resuscitation Device ($29,551) are manufactured and distributed exclusively by Zoll Medical Corporation, and the Stryker Power Pro 2 Ambulance Cot ($29,551) is manufactured and distributed exclusively by Stryker Sales, LLC. As these vendors are the sole sources for the requested equipment, the Fire Department is requesting authorization to dispense with competitive bidding requirements pursuant to San Marino Municipal Code §02.06.05 B. 2 b and proceed with the purchase.

FISCAL IMPACT & PROCUREMENT REVIEW
The Los Angeles County Department of Health Services and the Los Angeles County Board of Supervisors – 5th District have awarded the City of San Marino $224,750.41 in fully reimbursable grant funds, with no matching funds due from the City. The acceptance of grant funds would require a FY 2025-26 budget increase of $224,750.41 to revenue Account #248-34-3202-0000 and a budget increase of $224,750.41 to expenditure Account #248-34-3202- 0000.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the Council 1) authorize the City Manager to accept the 2025 Measure B grant funds and execute the agreement with the County of Los Angeles Department of Health Services for a performance period of May 14, 2026 to June 30, 2027; 2) approve budget amendments needed; and 3) dispense with competitive bidding requirements pursuant to SMMC §02.06.05 B. 2 b and authorize the Fire Department to purchase (2) Zoll X-Series Cardiac Monitors and (1) AutoPulse NXT Resuscitation Device from Zoll Medical Corporation in the amount of $156,656.13 and (1) Stryker Power Pro 2 Ambulance Cot from Stryker Sales, LLC in the amount of $45,843.95.
