STRATEGIC PLAN CRITICAL SUCCESS FACTORS

Efficient, Responsive, and Effective City Services

BACKGROUND
The City implemented the NEOGOV platform to modernize and streamline human resources operations, including recruitment, applicant tracking, and performance management in 2021. Prior to the implementation, many personnel processes were conducted manually resulting in increased administrative workload, longer recruitment timelines, and limited reporting capabilities.

NEOGOV is a cloud-based software platform widely used by local governments, public agencies, and educational institutions throughout the United States. The system provides centralized management tools designed specifically for public-sector human resources functions.

The City’s Human Resources Department operates with a limited staffing structure consisting of only two (2) employees who are responsible for the day-to-day administration of a comprehensive personnel system and maintenance of all employee records. The activities of this office include Tony Chou, Mayor
Calvin Lo, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Gretchen Shepherd Romey, Council Member
recruitment and selection processes for full-time and part-time employees; administering employee benefits; on-boarding new employees; off-boarding employees; employee relations; overseeing the development, maintenance, and communication of personnel related policies, procedures, rules, and regulation; managing the performance appraisal program; managing the classification and salary plans; and managing labor relations including negotiating employee Memoranda of Understanding (M.O.U.s) with the City’s organized employee associations. An additional office responsibility is overseeing and managing the City’s risk management program including liability, employee workers’ compensation and safety programs.

Unlike larger public agencies that often maintain dedicated divisions for recruitment, onboarding, benefits administration, employee relations, classification and compensation, training, and records management, the City’s Human Resources operations must perform many of these same functions with significantly fewer personnel resources.

The City’s implementation of NEOGOV was intended to improve operational efficiency, increase transparency in hiring practices, reduce paper-based processes, and enhance the applicant experience.

DISCUSSION
The NEOGOV platform supports several core human resources functions, including:
• Online job postings and recruitment management
• Electronic employment applications
• Applicant tracking and communication tools
• Employee performance evaluation modules
Implementation of the system has provided the following operational benefits:

Improved Recruitment Efficiency
The online recruitment process allows applicants to submit materials electronically and enables staff to review applications more efficiently.

Automated notifications and screening tools have reduced administrative processing time and improved communication with candidates.

Enhanced Recordkeeping
Digital personnel records and onboarding documentation reduce reliance on physical files and improve document accessibility and retention management.

Increased Transparency and Compliance
The system supports standardized hiring procedures and maintains detailed records of recruitment activities, assisting the City in maintaining compliance with applicable employment regulations and public-sector hiring requirements.

Expanded Reporting Capabilities
NEOGOV provides reporting and analytics tools that assist staff in tracking recruitment metrics, vacancy trends, applicant demographics, and hiring timelines.

Use of the NEOGOV platform supports the City’s organizational goals related to operational efficiency, modernization of government services, workforce development, and improved public accessibility.

The NEOGOV platform continues to serve as the City’s primary human resources management and recruitment system.

Recruitments Metrics Processed in NEOGOV: May 25, 2021, thru April 27, 2026

FISCAL IMPACT & PROCUREMENT REVIEW
The City incurs annual subscription costs associated with the NEOGOV modules. Funding for these costs is included within the Human Resources Department annual operating budget, other Contract IT Services Account (Account #101-10-4150-0500).

This contract is in accordance with S.M.C.C 02.06.05 B. 2 as the best interests of the City are served by dispensing competitive bidding for this agreement.

The City has been using NEOGOV’s cloud-based software to include recruitment, applicant tracking, and performance management modules for five (5) years. The software has improved efficiency, standardized personnel processes, and enhanced service delivery for both applicants and City staff.

The Finance Director has reviewed this report and determined in writing that this agreement is in the best interest of the City.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the Council approve the renewal of agreement with NEOGOV for cloud-based software to include recruitment, applicant tracking, and performance management modules beginning July 1, 2026, through June 30, 2029 in an amount not to exceed $58,809.16 and authorize the City Manager to execute all necessary documents. If the City Council concurs with the staff’s recommendation, an appropriate motion would be:
“I move to include recruitment, applicant tracking, and performance management modules beginning July 1, 2026, through June 30, 2029, in an amount not to exceed $58,809.16 and authorize the City Manager to execute all necessary documents.”
