BACKGROUND
The City of San Marino has participated in the Community Development Block Grant (CDBG) Program for more than 30 years. Administered by the Los Angeles County Development Authority (LACDA), the CDBG Program funds a variety of eligible activities that benefit low and moderate-income residents, individuals with special needs, the broader community. In the City, CDBG funds have historically supported senior services and American with Disabilities Act (ADA)-compliant improvements, including curb ramp construction and associated sidewalk replacement. These projects advance the Program’s objectives of strengthening neighborhoods, expanding accessibility, and improving quality of life for residents.

The City currently participates in the CDBG Program under a Cooperation Agreement with LACDA that expires on June 30, 2027. As the current Tony Chou, Mayor
Calvin Lo, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Gretchen Shepherd Romey, Council Member
Agreement approaches expiration, LACDA has requested that participating jurisdictions execute a new three-year Cooperation Agreement covering the period of July 1, 2027 through June 30, 2030, to maintain eligibility for future CDBG funding.

DISCUSSION
LACDA has invited the City to continue its participation in the CDBG Program, contingent upon the continued availability of federal funding. If the federal government discontinues the CDBG Program during the term of the agreement, the City will have no further obligation to participate under the executed Cooperation Agreement.

To ensure the City's continued eligibility to receive CDBG funding, staff recommends that the City Council authorize the City Manager to execute the new three-year Cooperation Agreement for the period of July 1, 2027 through June 30, 2030, with LACDA.

FISCAL IMPACT & PROCUREMENT REVIEW
The City receives approximately $60,000 annually in CDBG funding through LACDA. In recent years, up to 15 percent of the City's annual allocation has been used to support senior outreach services provided by the Community Services Department, with the remaining funds allocated to ADA-compliant curb ramp and sidewalk accessibility improvements. Most recently, CDBG funds were used to complete the Citywide ADA-Compliant Sidewalk Curb Ramp Replacement Project in February 2026. The next citywide ADAcompliant curb ramp replacement project funded through the CDBG Program is tentatively scheduled for Fiscal Year 2028-29.

Approval of the proposed Cooperation Agreement will not impact the General Fund.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney’s office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. R-26-26 approving participation in the Los Angeles Urban County Program for the period of July 1, 2027, through June 30, 2030, and authorize the City Manager to execute the required Cooperation Agreement effective July 1, 2027, with the Los Angeles County Development Authority (LACDA). If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to adopt Resolution No. R-26-26, a Resolution of the City Council of the City of San Marino, California approving participation in the Los Angeles Urban County Program for the period of July 1, 2027, through June 30, 2030, and authorize the City Manager to execute the required Cooperation Agreement effective July 1, 2027, with the Los Angeles County Development Authority.”
