We begin with a kickoff meeting to confirm goals, schedule, communication protocols, and decision-making procedures. Clear alignment at the outset ensures efficient coordination among City staff and the consultant team throughout the project.
Site Analysis & Programming
LOC will evaluate existing building and site conditions, including accessibility constraints, grading, utilities, structural considerations, and potential hazardous materials. Working collaboratively with City staff, we will refine the space program to support both administrative and maintenance operations. Functional layout options will be developed to improve efficiency while remaining largely within the existing footprint.
Schematic Design
Conceptual design alternatives will be prepared to illustrate layout, systems integration, and compliance strategies. This phase integrates ADA path-of-travel requirements, accessible parking upgrades, fire sprinkler coordination, door and window replacement, utility constraints, and seismic upgrades as required. Early cost modeling will confirm alignment with the City’s established construction budget.
Design Development
The selected concept will be advanced into a coordinated design incorporating architectural, structural, MEP, civil, fire protection, and environmental disciplines. Code compliance and constructability will be validated to prevent downstream changes. Consultant coordination is emphasized at this stage to reduce risk and ensure clarity.
Construction Documents
LOC will prepare complete, coordinated construction documents suitable for bidding and permitting, including technical specifications and an opinion of probable construction cost. Hazardous materials findings and required abatement documentation will be incorporated. Utility documentation and site coordination will be clearly detailed to minimize construction uncertainty.
Permitting & Bid Support
We will manage plan check submittals, respond to agency comments, and assist the City during bidding by addressing contractor questions and preparing addenda as needed.
Construction Administration (Optional)
If authorized, LOC will provide site visits, submittal and RFI review, participation in construction meetings, and support through project closeout, including punch list preparation and record drawings.
Throughout each phase, LOC prioritizes clarity, coordination, and cost discipline. Our experience delivering municipal renovations within defined funding parameters ensures that regulatory requirements, technical complexity, and long-term maintainability are balanced responsibly — resulting in a practical, durable facility that serves City staff for years to come.
