Re: Lacy Park Office Renovation
Dear Ms. Shah and Members of the Selection Committee,
LOC Architects is pleased to submit our proposal for the renovation of the Lacy Park Office. Lacy Park is clearly a treasured community asset, it is where both of our children learned how to ride a bicycle, and we understand that this modest building plays an important role in supporting the people who care for it every day.
The Architect’s role on a project such as this is to improve the daily experience of all of the facilities users. This is done by improving accessibility, modernizing systems, and creating a practical, durable workspace that supports staff for years to come. We appreciate that the park team has managed this facility for decades, and we approach this effort with respect for both the building’s history and the people who rely on it.
Our team has experience delivering thoughtful municipal renovations where coordination, cost discipline, and clear communication matter most. Our experience creating workplaces and locker rooms for the Southern California Gas Company gives us deep insight into working with established organizations to create the types of spaces that need to be addressed here/ Our design process will be an ongoing conversation with City staff to develop solutions that meets code requirements, fits within the established budget, and reflects the City’s long-term stewardship of public resources.
Thank you for the opportunity to be considered. We would be honored to support San Marino in this important upgrade to Lacy Park.
Many thanks,
Ali Jeevanjee

4 EXECUTIVE SUMMARY
LOC
Architects Lacy Park Office Renovation March 4, 2026 7
The Lacy Park Office Renovation is an opportunity for the City of San Marino to modernize the office and locker room facility of Lacy Park, one of the most significant civic assets in Los Angeles. The primary goals of this effort include:
• Modernizing the staff work areas to provide ample workspace for Benny Macias, the Urban Forester, and various users at a touchdown station. Also provided will be adequate storage for the documents necessary for the work here. • A functional, bright and welcoming break area / multipurpose space suitable for meetings, trainings, and lunch breaks.
• Refresh and enlarge the locker room area to include a dedicated female locker room an greater privacy for all. Expansion may potentially include the adjacent garage space, with this storage need being relocated to the nearby park storage. • Provide accessible restroom facilities.
• Address site drainage issues where the grade allows water to infiltrate at certain exterior doors.
• Address the lack of an accessible parking stall and path of travel to the building, and address accessibility issues throughout to insure inclusivity across abilities. • Address code compliance issues throughout, including the installation of fire sprinklers.
• Replace the existing doors and windows to provide greater functionality and energy efficiency.
• Replace the entire electrical system, which contains many components which are past their useful lifespan.
• Provided seismic strengthening of the existing URM structure as necessary. • Coordinate low voltage design with City IT consultant.
The extent of the project scope and the limited budget will require a design team that is actively and successfully managing scope, budget and regulatory requirements. Our approach to this is grounded in:
• Early code and accessibility validation to prevent late-stage redesign • Clear delineation of consultant responsibilities and risk allocation • Practical solutions that minimize unnecessary structural or site expansion • Phased cost modeling to ensure alignment with budget at each milestone • Highly detailed and precisely coordinated construction documents that reduce change orders
LOC will mange all of these priorities and constraints via a collaborative and conversational process with city staff.
Executive Summary
6 PROPOSED APPROACH
LOC
Architects Lacy Park Office Renovation March 4, 2026 9
The Lacy Park Office Renovation is modest in size but requires comprehensive coordination to deliver a fully accessible, code-compliant, and durable municipal facility within the existing footprint. LOC’s approach aligns directly with the City’s outlined scope of services and emphasizes early validation, disciplined coordination, and budget control.
Project Initiation & Coordination
We begin with a kickoff meeting to confirm goals, schedule, communication protocols, and decision-making procedures. Clear alignment at the outset ensures efficient coordination among City staff and the consultant team throughout the project.
Site Analysis & Programming
LOC will evaluate existing building and site conditions, including accessibility constraints, grading, utilities, structural considerations, and potential hazardous materials. Working collaboratively with City staff, we will refine the space program to support both administrative and maintenance operations. Functional layout options will be developed to improve efficiency while remaining largely within the existing footprint.
Schematic Design
Conceptual design alternatives will be prepared to illustrate layout, systems integration, and compliance strategies. This phase integrates ADA path-of-travel requirements, accessible parking upgrades, fire sprinkler coordination, door and window replacement, utility constraints, and seismic upgrades as required. Early cost modeling will confirm alignment with the City’s established construction budget.
Design Development
The selected concept will be advanced into a coordinated design incorporating architectural, structural, MEP, civil, fire protection, and environmental disciplines. Code compliance and constructability will be validated to prevent downstream changes. Consultant coordination is emphasized at this stage to reduce risk and ensure clarity.
Construction Documents
LOC will prepare complete, coordinated construction documents suitable for bidding and permitting, including technical specifications and an opinion of probable construction cost. Hazardous materials findings and required abatement documentation will be incorporated. Utility documentation and site coordination will be clearly detailed to minimize construction uncertainty.
Permitting & Bid Support
We will manage plan check submittals, respond to agency comments, and assist the City during bidding by addressing contractor questions and preparing addenda as needed.
Construction Administration (Optional)
If authorized, LOC will provide site visits, submittal and RFI review, participation in construction meetings, and support through project closeout, including punch list preparation and record drawings.
Throughout each phase, LOC prioritizes clarity, coordination, and cost discipline. Our experience delivering municipal renovations within defined funding parameters ensures that regulatory requirements, technical complexity, and long-term maintainability are balanced responsibly — resulting in a practical, durable facility that serves City staff for years to come.

Architects Lacy Park Office Renovation March 4, 2026 25 This renovation of the backstage facilities at the Hollywood Bowl transforms a series of utilitarian spaces—dressing rooms, bathrooms, corridors, and the stage tunnel—into a cohesive architectural sequence for performers. The project focuses on unifying these distinct areas through material continuity, lighting, and acoustic clarity, creating an environment that supports both calm and focus before performance. Warm oak slat walls and marine plywood panels establish a consistent language across the program, complemented by soft flooring and integrated linear lighting that guide movement through the space.
The dressing rooms and bathrooms are designed as intimate, restorative environments with refined finishes, tonal tile, and custom millwork. The main corridor and tunnel form a processional path to the stage, where shifts in light and material emphasize transition and anticipation. LOC Architects led the design of new finishes, lighting, and FF&E, reimagining the backstage experience as a crafted, interconnected environment that reflects the artistry and precision of the performances it serves.

Port of Los Angeles, Warehouse No. 1, Seismic Evaluation, Feasibility Study and Office Renovation | San Pedro, CA
Warehouse No. 1 is a six-story plus basement, 500,000-SF reinforced concrete structure.
The primary goal of the renovation is to create a new, usable space with occupancy and functionality other than the current heavy storage use. A scheme was developed that would remove large floor areas to increase floor to floor heights and provide internal atrium while preserving prominent historic features. This will allow natural light into the building, converting a compact storage structure into a comfortable office or museum environment. Special consideration was made to the foundations that consisted of driven piles, presented a solution to pressure grout the loosely compacted man-made fill under the structure. A conceptual cost estimate and proposed structural modifications and foundation improvements were provided to the client.
LAWA Police Headquarters Office Study and Retrofit | Los Angeles, CA Miyamoto provided Los Angeles World Airports (LAWA) with a series of options to retrofit the existing Delta Airlines office and hangar structure. This included adding 83,300 SF of office space in the existing hangar, currently unusable as a hangar facility.
Miyamoto brought value to the client by using performance-based engineering to upgrade this essential facility building to performance level. Some of the latest technologies, such as buckling restrained brace frames or fluid viscous dampers (shock absorbers), were options provided. These options allowed for minimally invasive retrofit work in the office space and excellent performance in an earthquake, at a cost of $144 per square foot for an essential facility.

31 PERFORMANCE CRITERIA
LOC
Architects Lacy Park Office Renovation March 4, 2026 39 LOC Architects is a Los Angeles–based architectural practice founded in 2006 by partners Poonam Sharma and Ali Jeevanjee. As a California Corporation, LOC has built its practice on the belief that architecture is fundamentally about people — the users of a building, the community it serves, and the long-term impact it creates.
For nearly two decades, LOC has delivered projects across civic, educational, workplace, and residential sectors, with a strong emphasis on public-serving facilities. Our experience spans from small-scale renovations to campus master plans, including civic buildings, K–12 schools, higher education environments, community centers, performing arts spaces, and workplace facilities.
Municipal & Public Agency Experience
LOC has extensive experience working in both private and public sectors, including projects requiring coordination with multiple stakeholders, regulatory agencies, and governing bodies. We understand the accountability, transparency, and fiscal discipline required of public agencies.
Our approach prioritizes:
• Clear communication with City staff and stakeholders
• Precise consultant coordination and scope management
• Code and accessibility compliance validation early in design • Careful cost alignment throughout all phases
• Complete, coordinated construction documents that minimize change orders We are accustomed to working within defined public budgets and understand the importance of delivering durable, maintainable facilities that serve communities long-term.
Collaborative, Process-Driven Approach
LOC’s design process is structured, iterative, and collaborative. We engage stakeholders — including users, administrators, staff, and community members — to understand operational needs and uncover practical solutions. For projects such as the Lacy Park Office Renovation, this means carefully aligning design decisions with how the facility functions day-to-day.
Our process emphasizes:
• Early problem definition
• Open stakeholder dialogue
• Integrated consultant coordination
• Responsive refinement at each milestone
This disciplined process allows us to successfully navigate new challenges and building types while maintaining consistency in quality and performance.
