BACKGROUND
Proposition A (Prop A) is a half-cent sales tax approved by Los Angeles County voters in November 1980 to provide funding for public transportation and related improvements throughout Los Angeles County. A portion of Prop A revenues is returned directly to participating cities through the Local Return Program for eligible local transportation-related projects.
The City receives an annual allocation of Prop A Local Return funds that may be used for eligible transportation improvements, including public transit facilities and bus stop enhancements. Given the City's size and limited transit infrastructure, opportunities to utilize these restricted funds are relatively limited. For Fiscal Year 2026-27, the City Council appropriated $100,000 in Prop A Local Return funds for the refurbishment and improvement of bus stop site furnishings.
There are seventeen (17) bus stops located within the City, all serving the transit route along Huntington Drive, including bus stops located on the east side of San Gabriel Boulevard at its intersection with Huntington Drive that Tony Chou, Mayor
Calvin Lo, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Gretchen Shepherd Romey, Council Member
are within the City's jurisdiction. Although transit service is provided by the Los Angeles County Metropolitan Transportation Authority (Metro), the City is responsible for the maintenance and upkeep of the associated bus stop site furnishing amenities.
As part of the City's ongoing efforts to maintain public infrastructure and improve the condition and appearance of the public right-of-way, staff conducted a field assessment of the City's bus stops. The assessment identified opportunities to replace aging passenger seating and provide new trash receptacles and related site furnishings. The proposed project will utilize Prop A Local Return funds to refurbish bus stop site furnishings at designated locations along Huntington Drive.
DISCUSSION
Staff propose utilizing the City's budgeted Prop A Local Return funds to procure nineteen (19) bus stop benches and trash receptacles for designated locations along Huntington Drive. Several existing benches consist of older concrete seating that provides limited passenger comfort, while other locations have limited or no seating available for transit riders. Existing trash receptacles are also aging or are not consistently provided at bus stop locations.
The proposed improvements will provide more comfortable and functional passenger seating, improve cleanliness and maintenance operations, and enhance the overall appearance of the City's transit facilities and public rightof-way. The proposed furnishings include:
• Bus Benches: Durable, weather-resistant benches with backrests and center armrests to provide improved passenger comfort and functionality.
• Trash Receptacles: Durable, weather-resistant receptacles with fixed, elevated lids and lockable side-entry doors. The side-entry design will provide City maintenance staff with convenient access for emptying and servicing the receptacles while allowing the units to remain secured. The elevated fixed lids will help shield the receptacles from the elements and reduce the amount of rain entering the receptacles.
The proposed improvement locations are identified in Attachment 4.
Bus Stop Furnishings
Staff selected bus stop furnishings from Keystone Ridge Designs based on the durability, functionality, appearance, and suitability of the proposed products for the City's public right-of-way. The selected bench and receptacle designs provide a coordinated, timeless appearance and are intended for use in outdoor public spaces subject to regular use and exposure to the elements.
Keystone Ridge Designs has more than 30 years of experience manufacturing commercial-grade site furnishings. The company is based in Butler, Pennsylvania, and states that it designs and manufactures its products in the United States. Its product line includes benches and litter receptacles designed for public spaces, including municipal and streetscape applications. The company also emphasizes durable, low-maintenance furnishings intended to provide extended product life.
The selected furnishings are well suited to the City's needs because they combine passenger comfort and functionality with durable construction and features that support efficient ongoing maintenance. Procuring coordinated benches and receptacles will also establish a consistent appearance among the City's bus stops and replace a variety of aging furnishings currently in service.
The proposed improvements will enhance the condition, functionality, and appearance of the City's bus stop site furnishing amenities while improving the overall experience for transit riders. The project is consistent with the eligible uses of Prop A Local Return funds for local transit-related improvements.
Procurement
The City will utilize a cooperative purchasing agreement administered through OMNIA Partners. Cooperative purchasing agreements allow participating public agencies to procure products and services through contracts that have been competitively solicited by a public agency or cooperative purchasing organization.
The proposed purchase will be made pursuant to OMNIA Contract No. 10-08, and Keystone Ridge Designs' quoted pricing reflects the applicable contract pricing and discounts. Use of the cooperative contract provides the City with access to competitively established pricing without conducting a separate solicitation for the proposed furnishings.
The combination of the selected products' durability and suitability for municipal use, the availability of coordinated products to establish a consistent bus stop furnishing standard, and the availability of the products through an established cooperative purchasing agreement provides a practical and costeffective procurement approach.
FISCAL IMPACT & PROCUREMENT REVIEW
The City's adopted FY 2026-27 budget includes an appropriation of $100,000 in Account No. 207-48-4600-0443 for the Bus Stop Improvements project.
The City received a quote from Keystone Ridge Designs in the amount of $78,640.35 for the procurement of nineteen (19) bus stop benches and trash receptacles. The procurement will be funded entirely through Prop A Local Return funds and will have no impact on the City's General Fund.
Approximately $21,360 of the appropriation will remain available for other eligible bus stop or transit-related improvements, as determined necessary.
The proposed procurement is consistent with the City’s procurement policy, which permits the use of cooperative purchasing alliances pursuant to San Marino Municipal Code §02.06.05.B.6. and with the eligible uses of Prop A Local Return funds.
The Finance Director has reviewed this staff report for compliance with San Marino Municipal Code §02.06.05.
