STUDY SESSION

1. New State Housing Law Senate Bill (SB) 9
Laura Richstone, Associate Planner, provided the presentation on State Senate Bill (SB) 9 including the background, qualifying criteria, and guiding regulations. Staff was seeking policy guidance on 1) demolition limits; 2) Urban lot splits, ADUs and JADUs; 3) Unit size / FAR limitations; 4) Subdivision map extension; and 5) public noticing. Council asked questions of staff.

Public Comment – Anne Benham stated she is opposed to lots in single family areas being split into multiple units.

Sasha Zbrozek commented there are limiting factors on SB9 splits. Anne Paulson asked a question about the law.

Eric Holm recommended viewing Palo Alto’s SB 9 lots as good examples. John Ward concerned with doing this on smaller lots. Susan Rowinski is in favor of a second study session. Frances Boscacci said residents are concerned with overcrowding. Council, by consensus, directed staff to hold another study session on this issue and to do more public noticing.

ADJOURNMENT – The meeting adjourned at 6:54 p.m.
