CALL TO ORDER - This meeting was held pursuant to authorization from Government Code 54943(b)(3) / AB361 (2021) in which Brown Act regulations are relaxed to allow members to participate virtually due to the Covid-19 health emergency.

STUDY SESSION
1. Fiscal Year 2021-22 Mid-Year Budget Update and Fiscal Year 2022-23 Budget Preview Rich Lee, Finance Director, provided a presentation and overviewed the 2021-22 budget end of year estimates of financial position of the City. He reported on impacts from key revenue sources and reviewed recommended uses of remaining fund balance. He also provided a 2022-23 preview of the next budget year highlighting projected property taxes, sales taxes, real property transfer taxes, and reviewed general fund expenditure assumptions.
Public Comment – Rich Hedges commended Rich Lee for making the budget understandable. Council also commended the financial leadership and the hard work of the Finance team.
2. Clean Water Program – Water Reuse Update
Azalea Mitch, Public Works Director, presented information on the Clean Water Program's water reuse efforts, highlighting types of water reuse, options to offset drinking water demand, water supply resiliency and potential next steps. Council asked questions of staff. Public Comment – Drew asked about additional use of purple pipe to additional locations.
Council expressed appreciation for the creative and innovative efforts to manage water use resiliency and applauded the possible creation of 10 million gallons of water per day. Questions were asked about the availability of grant money for some of these efforts. Public Works Director Mitch responded that this document will set us up for additional funding sources.
