STUDY SESSION

1. Potential Ballot Measures – Voter Opinion Survey Results Samantha Weigel, Communications Manager, presented an informational report about the results of a voter opinion survey on the feasibility of two potential measures to either increase the City's sales tax rate or make changes to the City's existing real property transfer tax. She sought direction on whether to proceed with a measure on the November 2022 ballot. Dr. Timothy McLarney, True North Research President, presented the results of the Revenue Measure Feasibility Survey and the poll results for a sales tax or Real Property Transfer Tax.

Council asked questions of staff and the consultant.

Public Comment – Raayan Mohtashemi spoke in favor of a revenue measure and stated preference for a sales tax measure.

Council provided comments noting the limited opportunities to generate revenue. Council generally expressed mixed feelings on a sales tax measure. After discussion, consensus was in support of a real property transfer tax measure for properties in excess of $10 million. Council directed the Finance Director to provide an analysis of impacts. Staff indicated the next steps would be drafting potential bond measures for Council to consider.

2. OneShoreline – Update
San Mateo County Supervisor Dave Pine introduced Len Materman, CEO San Mateo County Flood and Sea Level Rise Resiliency District (FSLRRD), who provided a presentation on the OneShoreline initiative. OneShoreline is the first independent government agency in California to build resilience to the water-related impacts of climate change. He presented information on the formation of the District and outlined identified programs for the multi- jurisdictional approach to protect 53 miles of the San Mateo county’s bay shoreline. He noted long-term funding sources are needed and the County will be proposing a parcel tax which would be based on a per square foot tax (opposite of a regressive tax). Council asked questions and it was noted the longer it takes to start the protection measures, the more difficult and expensive it will be.

Public Comment – Rich Hedges stated funding is also needed for handling flooding of creeks.

Council Member Papan, FSLRRD board member, stated she is honored to work with both of the presenters and thanked them for expressing the risk and the hope to make our communities as resilient as possible.

ADJOURNMENT – The meeting adjourned at 7:00 p.m.
