CALL TO ORDER
Roll Call

Present: Mayor Bonilla, Council Members: Lee and Rodriguez Excused: Council Member Goethals
Deputy Mayor Papan arrived at 5:35 p.m.

STUDY SESSION

1. New State Housing Law Senate Bill 9 (SB9) – Study Session #2 Laura Richstone, Associate Planner, provided a presentation on SB9’s intent and goal to provide additional housing to meet demand. She outlined the qualifying criteria and restrictions and reviewed what can be built and updated work done since the February 22, 2022 study session. She requested direction on urban lot splits, unit sizes, and open space standards.

Council asked questions of staff and Ms. Richstone and Manira Sandhir, Planning Manager, responded.

Public Comment – Anne Paulson stated there was a misinterpretation in the Agenda Report and advised the City Attorney research. Laurie Watanuki spoke with concern of parking concerns in R1 zones.

Council discussion ensued with individual feedback. Council Member Lee preferred a tiered approach on urban lot splits with a cap of four units; creating new FAR standards for SB9 projects; and strongly in favor of open space standards. Council Member Rodriguez stated his views are very similar to direction on ADUs and just meet what SB9 restricts us to and not press further and he would limit to 2 units per lot; limit to 800 sq ft and allow staff discretion as every project and lot is different. He is open to exploring the possibilities for open space standards.

Deputy Mayor Papan stated limit lot splits to two; allow slightly larger unit size depending on the lot size; and have open space standards on the site. Mayor Bonilla stated he is in favor of increasing density and allowing more development rather than less and urban lot splits should be allowed; allow larger unit size dictated by the underlying zoning; and use of open space standards.
