SUBJECT:
Pedestrian Malls – Draft Design
RECOMMENDATION:
Review and comment on the draft schematic design proposal for short-term improvements to the pedestrian malls on B Street between 1st and 3rd Avenues.
BACKGROUND:
The City Council approved permanent street closures and creation of two pedestrian malls on B Street between 1st and 3rd Avenues in October 2021. During the pedestrian mall establishment process, staff recommended that the City complete the capital improvements needed for the operation of the pedestrian malls in two separate phases. The first phase, to be completed in the short-term, includes the installation of bollards, required traffic signal modifications, and street furnishings and other improvements to replace the temporary barricades and beautify the street segments. These short-term improvements will allow the City to continue to pilot the pedestrian malls outside of the pandemic and provides flexibility to change the block configuration in the future (perhaps by adding an additional block as has been discussed or potentially removing a block).
The second phase or long-term phase would include more extensive improvements, including a complete reconfiguration of the two street segments, likely raising the street to the level to be flush with the sidewalk, reconfiguring storm water drainage, and other more costly and non-reversible improvements. Given the high projected cost of this phase, which is estimated to be several million dollars per block, it is anticipated to occur at a future date and may require the formation of an assessment district to help support the expense.
In January 2022, the City entered into an agreement for design services with Community Design + Architecture (CD+A) to develop a streetscape design for short-term improvements to the pedestrian malls. Since that date, the design team has been working closely with staff and the business stakeholders on the pedestrian mall to develop the draft design plan that is included as Attachment 1 to this report.
Existing Conditions and Design Challenges
The initial project work included extensive discussions with the businesses located along the pedestrian malls to understand their logistical needs in terms of loading, garbage, and other business operations. Additionally, the design team completed an engineering survey of the street to identify the cross slopes across different segments of the street and a curb use analysis to identify ADA parking space and loading zone locations on the surrounding streets.
The business logistics survey indicated that business deliveries come at all hours of the day. Service vehicles are allowed to access the street prior to 10:00 am each day, which is authorized by Council resolution. While this will assist with garbage 3 of 20

service and a portion of deliveries, additional loading zones need to be created to facilitate deliveries during other hours to prevent trucks from parking in front of the pedestrian mall entrances, which impedes traffic flow. Additionally, the restaurant businesses all stated a need for increased short-term parking to allow for take-out, pick-up, and delivery services.
The cross-slope analysis found that the slope varies significantly depending on the location within the two blocks. In some locations nearest to the curb there is an over 10% slope, although other portions of the former parking space areas have only a 3-4% slope. The slope within the center Emergency Vehicle Access (EVA) lane at the top of the crown of the street is significantly flatter (approximately 2%). In addition, the crown of the street is several inches above the height of the sidewalk curb. These means that in the future, in order to create a flush street, certain portions of the street will first need to be ground down and this might require utility relocations. As part of this design contract, the CD+A team will pothole to identify the location of underground utilities, which will assist with the planning for the long-term design.
Staff worked with the design team to identify short-term solutions to address the extreme cross slopes in the street.
Unfortunately, we were not able to come up with any design solutions that did not involve significant repaving of the street, which would be at great expense and be more of a long-term, irreversible improvement. As a result, staff is allowing businesses to put in platforms, provided that they are designed to be easily removable for special events. Given the variation of the slope on different portions of the street, not all businesses will need platforms in order to have a comfortable dining experience. In addition, staff is recommending to all of the businesses that they put at least some tables and chairs along the sidewalk to have tables that provide additional ADA accessibility.
Operational Design Improvements
The draft design includes a number of critical operations-related improvements to transition the pedestrian mall away from its current temporary state and make it more functional for the downtown. First and foremost, the water-filled barricades will be removed and bollards and planters will be used to block off the street. In order to allow for vehicle access to the EVA lane, the center bollard will fold down.
The current EVA lane is 12-feet wide. After discussions with Recology and SMC Fire, it was determined that this width is too narrow to allow for reasonable access by trucks. As a result, the draft design expands the center EVA line to 16 feet.
The design team developed a curb allocation plan that provides for loading zones at each intersection in both the east and west direction, additional short-term parking, and on-street ADA spaces to replace the two that were on the pedestrian mall blocks.
Other operational improvements that are covered in the draft design include removing the current lane and parking markings, removing parking meters and related signage, and adjusting the traffic signals to account for the street closures (both removing physical signal heads and adjusting signal timing). In addition, the draft design includes adding removable ADA ramps to allow for mid-block access from the sidewalk to the pedestrian malls, bike racks, and additional garbage cans on each block.
Aesthetic and Public Use Enhancements
The draft design also includes features intended to enhance the looks and feel of the pedestrian malls and to provide a greater ability for the public to use the spaces outside of patronizing the businesses on the blocks. The draft design designates two areas on each block to serve as public use zones. These zones are located in front of non-restaurant businesses in order to not interfere with any restaurant’s ability to provide outdoor dining. On each block, one of the zones will have tables and chairs that can be used for the public to eat food purchased at businesses located outside of the pedestrian mall. The other zone will include creative non-table seating options. Activities that could occur in these public zones, outside of planned special events, include street musicians and mobile parks and recreation activities. Planter pots will be used to further enhance the look at feel of these public areas.
The most expensive and impactful aesthetic improvement that is proposed is painting a pattern on the street. The paint that would be used has an estimated duration of between 5 to 10 years before it would need to be refreshed. The durability will depend on how much the EVA lane is used by vehicles and also on the frequency of power-washing. As a 4 of 20

result, this design option may require a significant amount of maintenance to ensure it remains attractive.
Picking a paint pattern for the street is perhaps the most challenging design decision that would need to be made as part of this process. The design team developed 6 preliminary options for consideration. Please note that the on-the-street experience of these options will be very different than what one sees viewing them from a birds-eye view in plan layout.
The first 2 options (A and A-A) are intended to be an organic shape in a simple pattern. The proposed color can be easily changed out, if this option is preferred. Options B and B-B are inspired by the red bricks in the existing downtown and the diamond pattern in the cinema plaza. The last 2 options, C and D, are geometric patterns in color palettes that borrow from the City of San Mateo seal and create a bold color experience. If Council supports the concept of painting the streets, staff recommends that the Council narrow down the options to roughly 3 to 4 and then putting out a community survey and letting the community provide input on its preferred option.
All of the street paint design options leave a space on each block that can be used for the Social Equity Community art project that the City Council has directed staff to move forward with. The selection of the art that would go there would be through a separate process, the parameters of which have not yet been determined. The art portion would be funded by the Art in Public Places Fund and could potentially include rotating murals that are replaced every few years. The remainder of the street painting treatment would not be considered public art and would need to be maintained through the capital improvement program.
The street painting concepts also include painting the intersection of 2nd and B Street. Including paint here would provide a visual tie to connects the two pedestrian mall blocks. However, the intersection will continue to see cross-traffic, which may mean that the paint in this location does not last quite as long and may get marred by tire tracks. City Council direction is needed on whether painting the intersection is a priority.
Business Feedback
Staff held two meetings with the business community to present the draft design concept. The first meeting was with the Downtown San Mateo Association (DSMA) board on June 14th, and the second meeting, held on June 21st, was with the business and property owners on the pedestrian malls. At these meetings, the business community expressed appreciation that the City was taking their logistical needs into consideration. There were no major concerns stated with the draft design, but they did want to make sure that the City takes into consideration long-term maintenance, cleanliness, and upkeep. When presented with the paint options for the street, there was no one option that was preferred. Some participants appreciated the options that echoed the existing pavement pattern in the cinema plaza (Options B and B-B), while others preferred the two geometric options (Options C and D).
Proposed Costs and Project Phasing
The design is still in the schematic phase, so the final cost to implement has yet to be determined. The design team prepared a Rough Order of Magnitude cost estimate. Allowing for high contingencies given the preliminary phase of the design, the cost of implementing these proposed improvements will be between $600,000 and $1,000,000. Of this cost, roughly 40% is for the operational improvements (bollards, traffic signals, parking meter removals, curb allocation adjustments), and the remainder is for the aesthetic and public use enhancements. Currently, there is $600,000 allocated in the fiscal year 2022-23 Capital Improvement Program to implement this project.
Staff is strategizing on the possible phasing of this project. Given the unique and diverse nature of the tasks that are covered under the design, it may make sense to do some of the work, such as the sign removals, parking meter removals, traffic signal adjustments, and bollard installations, through existing on-call contractors and/or the City’s maintenance crews, and then limit the bid package or packages to the aesthetic improvements, such as the paint and planters. Some of this work can proceed on a more expediated schedule depending on contractor availability.
Feedback Request from City Council:
In addition to requesting general feedback about the draft design elements, staff requests that the City Council provide specific feedback on the following item:
5 of 20
CITY OF SAN MATEO
3 5
4 1
- Does City Council support the street paint design element? oIf so, should the paint be on the street segments and/or in the intersection? oIf so, does the Council support using a community survey as the mechanism to pick the final paint scheme? oIf so, does the City Council want to narrow down the proposed 6 options (or recommend adjustments to them)?
BUDGET IMPACT:
The City Council approved a $600,000 Capital Improvement Program funding allocation for the implementation of the short-term pedestrian mall improvements during fiscal year 2022-23. Any costs above this amount will require an additional appropriation.
ENVIRONMENTAL DETERMINATION:
These short-term design improvements are categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

Subject: Public comment: City Council Special Meeting July 18, 2022 5:30 PM Hello,
Regarding the agenda item on the B St pedestrian mall design:
Crosswalk safety at B St/2nd Ave: The planned paint scheme at the crosswalk is a good improvement that signals to pedestrians they can use the entire junction to cross.
I have continued concerns that drivers at that intersection often run the red light when they do not see pedestrians (pedestrians are often still present near the white barriers; I have been nearly struck multiple times crossing while cars had a red light).
Lack of shade and wind protection continues: Since the new rules around canopies and walls on sidewalk dining facilities, the quality of the outdoor space has markedly declined. Windy days feel much colder. Sunny days feel much hotter, and the umbrellas allowed are much poorer than the full canopies that were previously allowed.
Please reconsider the rules to permit better shade and wind protection both on B Street and other downtown streets.
These rules have destroyed the very pleasant atmosphere that surrounded downtown, and have obliterated parklets off of B Street.
Thank you,
Jonathan Kim
