20. General Plan Update – Land Use Map
Zachary Dahl, Community Development Deputy Director, and Joanna Jansen, PlaceWorks, AICP, LEED AP, Principal, provided a presentation on the updated land use maps, in which direction was previously provided at the April 18, 2022 City Council meeting. Council was asked to provide additional direction on the land use map, heights and densities associated with each land use category, and land use designation request for 1501-1555 Hillsdale Blvd.
Council asked questions of staff.
Public Comment - Gustavo Hornos is concerned with heights. Michael Weinhauer commented on Measure Y; state bonus densities should be taken into effect. Ken Abreu, Local Sierra Club Chapter, stated the City is moving in the right direction with more density. Bryan Shields, Carpenter's Union 217, look at this as an opportunity to provide jobs and add language to General Plan to support prevailing wage and health care pensions. Bradley Karvasek, speaking on behalf of PS Business Parks and the owner of Bayshore Corporate Commons, stated they were pleased to be designated as mixed-use high site and want to remain mixed-use high. Charity Wagner, speaking on behalf of property owners at 1501-1555 West Hillsdale Boulevard, stated this property is underutilized and could increase housing. Joe Toscano, Local Union 217, stated interest for adding language for prevailing wages. Michael Ragan commented on density and stated don't turn San Mateo into San Francisco. Jordan Grimes supports increasing 5-7 stories for medium range and 8-12 stories in high range. Raayan Mohtashemi supported the higher range. Taso Zografos spoke in support of Measure Y promoting smart growth.
Council discussion ensued. Concerns were expressed about impacts from height proposals and height limits, the need to provide for more housing, and opportunities in the transit corridor for density. Discussion ensued with regard to properties that flank freeways and what are possible compromises considering Measure Y and Transient Oriented Development goals. It was noted the city does not control height and density bonuses as those are set by the State and now is the best opportunity to maximize public benefits. There was a desire to check in with the community about public benefits. Council Member Rodriguez expressed that 7-8 height limits could become 9-12 DocuSign Envelope ID: A13330DE-4DDB-4933-BA31-6E80C3ABCC3A City Council Regular Meeting Minutes – 07/18/2022 Page 5
tall buildings and he expressed concern with those scenarios. He was looking for a pragmatic compromise between scenario A and the other scenarios.
Further discussion will need to occur on the definition of heights; however, it was noted that the proposed densities are included in the consideration.
Motion to Confirm approval of the draft land use maps as proposed with specific modifications for Parkside Plaza to be mixed-use medium and to confirm the land use designation of the listed property of 1501-1555 Hillsdale Blvd and specifically densities are approved but heights are not.
