Council recessed from 9:13 p.m. and reconvened at 9:24 p.m.

City Manager Corbett reconvened the meeting turned it back to Council for their questions, comments and deliberations. Council asked questions of staff to address comments made by members of the public with regard to charter violations and it was clarified that this is still the first meeting in December as it is an adjourned meeting of the December 5th meeting; historically there has been precedence for the rotation being taken out of order; that the operations of the city in an emergency situation would continue as the City Manager is Director of Emergency services; and further clarification about the charter process and mayor’s powers. Council restated their positions and debate continued.
