Personal Statement Supplemental
1. Why are you interested in serving on the San Mateo City Council? I’m a resident of the city of San Mateo and am invested in the city’s future.
2. How much time would you be able to commit to serving on committees outside regular Council business?
5-10 hours a week.
Experience, demonstrated civic leadership, and understanding of the issues Supplemental
3. What skills do you possess which qualify you to fill this office? I am versed in the city’s operations from having attended the City Services Academy.
I have also spent over a decade in the workforce, learning how large scale organizations function healthily and what the role leadership plays in the successes and failures of serving its stakeholders.
That being said, respectful listening & communication are the most critical skills in this office that I have acquired over the years and anticipate needing to exhibit as a member of city council.
4. Please discuss your experiences with civic leadership and community engagement in San Mateo.
I have been most engaged through leadership and activism of Move San Mateo–a chapter of Silicon Valley Bike coalition that advocates on behalf of safety and infrastructure for users of non-car transit.
In particular I most recently led a San Mateo city council candidate forum to use public transit.
5. Describe your experience working in a group, receiving information, and arriving at consensus in decisionmaking.
I’ve been involved in broad, cross-functional decisionmaking meetings in the private workplace, dealing with multi-million dollar decisions regularly. Teasing emotion from facts is key, listening to stakeholder interests (qualitative and quantitative) and preparation in advance (via reading or writing of memoranda) is key.
6. What do you see as the City’s top 3 challenges and how would you tackle them? - 1. Housing shortage – requires strategically easing regulations on real estate development through zoning.
64 of 192
- 2. Schools – build a safe learning environment where our community’s families can trust their children to walk/bike to school and teachers can afford to live in the community. - 3. Business health – facilitating a welcoming environment for retail & our community’s employers to succeed by improving our physical infrastructure prioritization and investing in “placemaking”.

Supplemental Questions
Personal Statement Supplemental
1. Why are you interested in serving on the San Mateo City Council? San Mateo is a community with diverse groups of people, fantastic public spaces and unmatched food and culture. However, for too long we have lived in a city with insufficient infrastructure in transportation, housing and climate change resiliency.
Investing in the city’s infrastructure presents one of our greatest levers to improve our most vulnerable citizens’ lives and to unlock opportunities for all our families. For instance, our public transport system can be greener and more accessible. We can double-down on our housing initiatives to make housing more affordable, all while preserving elements of the City that people hold most dear. We should forge ahead to complete the construction and expansion of the Wastewater Treatment Plant. I want to serve on the Council because I have experience across the non-profit, business and civic sectors, positioning me to make an immediate contribution on the San Mateo City Council.
2. How much time would you be able to commit to serving on committees outside regular Council business?
I’m a parent and homeowner in San Mateo. I work full-time, as does my spouse. Neither of us have family in this area. We’re immigrants from Latin America. While our situation isn’t representative of every family, our perspective is an important one to be represented on the Council. If appointed to the vacancy on the Council, I can commit to excellent preparation for all of the Council’s business, and spend time getting to know ALL councilmembers well. In addition, I could devote 2 hours per week, 8 hours per month to serve on external committees. I can commit to holding 2x/month office hours to hear from the public and other stakeholders.
Experience, demonstrated civic leadership, and understanding of the issues Supplemental
3. What skills do you possess which qualify you to fill this office? I’m an inclusive and multicultural leader who brings different stakeholders to the table, and elevates diverse civil society voices to help find common ground. I have a unique vantage point having both served the public as a U.S. diplomat and advocated for a company’s public policy interests. I’m a dual citizen of the U.S. and Mexico and want to serve as a “bridge” between various communities and among stakeholders with different perspectives.

1. Communication. Skilled public speaker and writer. Links to my writing on: Covid disparities, Racial covenants, Climate Equity, and Social Connectedness. Plus, a piece about the importance of using inclusive language in the City Council . Native Spanish speaker, and conversant in Mandarin. Welcome all opportunities to engage with individuals from these communities.
2. Planning. Experienced in leading strategic planning efforts in non-profit, public and private sectors. Understand the importance of balancing short- with long-term priorities.
3. Stakeholder management. Extensive experience managing public and private stakeholders, and an ability to mediate divergent interests to reach consensus.
4. Please discuss your experiences with civic leadership and community engagement in San Mateo.
I am proud of my community involvement. I want to serve on the City Council to formalize my involvement and to grow my impact.
1. Before the pandemic, I hosted several “Café con la directora” (Coffee with the principal) events at my home for families in our neighborhood to come meet Sunnybrae’s principal, learn about the school, and to find ways to support their local public elementary school.
2. During the pandemic, I partnered with the new Sunnybrae Elementary principal to raise funds to help families impacted by the pandemic. Also, my son (6) and I were regular volunteers distributing groceries to families at Congregational Church of San Mateo (CCSM) on Sunday mornings. Also at CCSM, I served as interpreter for a father and child from Guatemala who were separated at the border, and who were living at CCSM. I served as an interpreter to help get this family on its feet.
3. Coming out of the pandemic, in October 2021, I joined the CuriOdyssey board where I chair one of the Board committees. I am also a member of the San Mateo County Leadership Council class of 2023, a civic leadership program to help public and private-sector leaders grow their involvement in the County and in civic affairs.
5. Describe your experience working in a group, receiving information, and arriving at consensus in decision making.
75 of 192
I appreciate how important it is to invest in a good working relationship with fellow council members and the city manager to support the City’s organizational performance and reputation. My experience working in a group is extensive. My approach to decision-making is as follows:
1. What Is Going On? Understand the historical context and the status of an initiative or proposal. Seek to understand the various perspectives in support or in opposition to the initiative. If possible, speak to the stakeholders on multiple sides and to members of the public. Having gathered information from a broad set of stakeholders, form an initial point of view with an articulation of pros (+) and of cons (-). Who does this initiative benefit and hurt? What might be some of the unintended consequences of the initiative?
2. Articulate the Options. On paper, flesh out the various options, including doing nothing. Discuss the options with Council members and together highlight any associated trade offs (the things you won’t do if you support this initiative).
3. Be an Honest Broker. If there’s no consensus on which option is best, consult stakeholders and the public again. Incorporate the feedback and come back to discuss this as a Council. If there’s disagreement, reframe the initiative to help surface shared interests. Build off shared value and help any Council members shy away from digging in their heels. Acknowledge there are no perfect solutions but build a sense of shared pride around the decision, even if the decision doesn’t go my way. Communicate the outcome to the public.
6. What do you see as the City’s top 3 challenges and how would you tackle them? 1/ Stewardship of Infrastructure.
● Examples of today’s challenges: Dated transportation fleet; Old water and sewer-treatment facilities; Unsafe roads and crosswalks. ● Desired future state: Green public transportation fleet; Completed construction and expansion of the wastewater treatment facilities, updated sewer piping; Improved safety on roads and intersections with more people moving by bike and by foot.
2/ Fiscal health
● Examples of today’s challenges: External factors like rising inflation, increasing cost of living and lingering impact of Covid on businesses and on tourism.
76 of 192
● Desired future state: Secured additional sources of revenue. Closed unfunded commitments. Relocated displaced businesses. Grew tourism to pre-Covid levels. 3/ Equity
● Examples of today’s challenges: We live in neighborhoods divided by income and race; Educators and public servants can’t afford to live here; Disparate life outcomes.
● Desired future state: Increased social-connectedness with high and low-income children building meaningful ties; Increased supply of affordable and workforce housing; Invested early in climate resiliency.

To whom it may concern,
This letter is to endorse Michael Ragan as a member of the community to the city council
of San Mateo. Michael has been a long time friend of mine and my family. He is a respectful, understanding, and intelligent member of the San Mateo community.
Michael played a huge role in providing speed bumps on 31st avenue, and did a great job of working with the community to get the job done for the safety of San Mateo residents. He communicates effectively, and knows the community and city inside and out. He is a longtime resident that knows what is needed and how to get there.
Again, I fully endorse Michael Ragan to make decisions for the great city of San Mateo.

Subject: Michael Ragan for City Council
Hi my name is Laura Biancalana. My husband Mario and I were both born and raised on the peninsula and bought our first home in San Mateo in 2018. Since that time we’ve seen the city continue to cave to developers who come in and build big complexes. This has changed our community and the lifestyle that initially drew us to San Mateo. We both commute for work and have two kids who we need to get around for school and sports activities. The day to day traffic and over crowding is frustrating. It’s a problem w e are left to deal with and it’s only going to get worse.
I believe we need council members who put the needs of the citizens first and who are willing to do what it takes to maintain San Mateo’s charm and integrity. I support Michael Ragan for City Council because I know how much he cares and values the city of San Mateo and the people who work and live here.
Thank you,
Laura Biancalana

Dear Honorable San Mateo City Councilmembers,
My name is Omar Din, and I am a current Councilmember in the City of Sunnyvale.
I support the application of my former colleague, Mason Fong, as he has all of the credentials needed to both represent San Mateans as well as be an effective, responsible, and professional Councilmember.
Serving with former Councilmember Fong was a great pleasure as we were able to partner on all of the quality of life issues affecting Sunnyvale residents.
I most admire Mason's talent to work across political and ideological divides to come to the best compromise possible. He would make a fine San Mateo Councilmember, and I recommend you appoint him.
Thank you for all of your public service fellow colleagues, and I wish you all well.

Greetings Ms. Olds---I am sending this email on behalf of Mason Fong, a candidate who has put in paperwork to apply for the open seat on the San Mateo City Council.
This email serves as my wholehearted endorsement of Mr. Fong, whom I have known for over 20 years. He is of outstanding character and integrity, and has had past City Council experience, something that is needed at this time. His breadth of experience goes beyond his city council service, and is vast, covering ten years and spanning all levels of government service.
As a former elected official (San Mateo Foster City School Board), and having served both at the county and city levels in appointed positions (San Mateo County and San Mateo City Senior Commissions), I am well aware of the skills, competence, and demeanor necessary for a public official to have. Mason Fong possesses an abundance of these abilities and credentials, and again, I endorse him fully for the position of San Mateo City Council person.
Thank you. Take care.

Dear City Council,
My name is Leon Wong and I am a Union Representative with UFCW Local 5 who represent bay area’s grocery and drug store workers. I work closely with Mr. Rich Hedges in UFCW affairs as well as on the San Mateo Central Labor Council’s Executive Board, working for a better tomorrow for our represented workers. He has been a mentor and a friend, but most importantly he has always been a fighter and voice for San Mateo city residents and workers. Rich has participated in San Mateo City Government for 52 and a half years since he lived in San Mateo. He was one of three people in 2002 that rewrote the City Charter which was approved by the residents of San Mateo by over 70%. He has served on the Personnel Board, The Neighborhood Watch Board and the Measure S Committee. And during the peak of the pandemic, he fought for hazard pay for our essential workers when corporations had turned their backs on their own workers. District 4 needs a strong representation and he has been a godsend to the City of San Mateo. I can’t imagine finding a better candidate more suited to be appointed on the City Council than Rich Hedges.
As such, I humbly ask the City Council to appoint Mr. Rich Hedges to be on the San Mateo City Council.
Thank you,

Hello Patrice -
I am writing today in support of Rich Hedges for City Council appointment. Of the nine (9) applicants for this 5th seat Rich Hedges is the only applicant from my district (District 4). This is important to note as the other Districts already have representation on the City Council. It is equally important to note that Rich has participated in San Mateo City government since he has lived his 52 years in San Mateo, Rich is one of the three people in 2002 that rewrote the City Charter (which was approved by the residents of Sand Mateo by over 70%), Rich has served on the Personnel Board, The Neighborhood Watch Board and the Measure S Committee and Rich has chaired and raised about $95K for 5 elections to run the Citizens Yes vote advocacy that has helped to keep San Mateo's budget balanced and put money away for reserves. This is just part of what Rich has accomplished. Rich is experienced and would be a valuable resource to the City Council. I would greatly appreciate your consideration and action in appointing Rich Hedges to City Council.

Subject: Rich Hedges District 4 Representative.
Hello Ms. Olds and City Council.
Bill and I will be attending the city council meeting this evening to support our candidate, Rich Hedges, for the city council representing District 4.
Richard has worked tirelessly over the years to make positive changes for our community. As you can see from a few accomplishments from his resume;
1. Rich has participated in San Mateo City Government since he has lived his 52.5 years in San Mateo.
2. Rich was one of three people in 2002 that rewrote the City Charter which was approved by the residents of San Mateo by over 70%.
3. Rich has served on the Personnel Board, The Neighborhood Watch Board and the Measure S Committee
4. Rich has chaired and raised about $95,000.00 for 5 elections to run the citizens yes vote advocacy that has helped to keep San Mateo’s budget balanced and put money away for reserves. In addition, he has participated in the Passing of Measures L and M after the financial meltdown in 2008.
5. In District 4 Rich worked for over 10 years along with Larry Patterson and Suzanna Chan to remove 20% of our City’s homes and businesses from paying flood insurance. These efforts brought millions of dollars back to the City to be spent at local and regional business.
6. Rich found the funds for the City to build a public a restroom in Mariners Island Park where the multi-family housing families take their children to play and the baseball teams play their games.
7. Rich has led negotiations with developers to create public benefit for District 4 residents.
8. Rich is leading negotiations with Windy Hill to help reduce the impact of the Fish Market Development on residents of Parkside, Lakeshore, Shoreview and Mariners’ Island.
As our area helps to provide financial fortitude to the city ;
1. We produce a tremendous Transfer tax revenue from the multiple sales of office building and the shopping center.
2. We have three hotels that produce high levels of Transit Occupancy Tax.
118 of 192
3. We have high levels of sales tax revenue from Bridgepointe and the Parkside Center.
We feel having Rich bring diversity of thought and leadership to our area is paramount to all levels of inclusion of goals and needs. Please vote to elect him to the city council.
Have a nice day.

I'd like the current city council to consider and appoint Rich Hedges for the open seat on the City Council
I've known Rich Hedges for over thirty years and have seen him work to make San Mateo a better place to live. I’ve known Rich to be honest and considerate of others needs and work hard to better others lives.
1. Rich has participated in San Mateo City Government in San Mateo.
In addition, he has participated in the Passing of Measures L and M after the financial problems in 2008. Rich has also contributed significant money to these efforts.
These efforts have helped maintain services for the entire City. Rich works to help the entire City.
5. In District 4 Rich worked for over 10 years along with Larry Patterson and Suzanna Chan to remove 20% of our City’s homes and businesses from paying flood insurance. I know I benefitted directly from these folks hard work.
8. Rich is leading negotiations with Windy Hill to help improve the impact of the Fish Market Development on residents of Parkside, Lakeshore, Shoreview and Mariners’ Island.
This is just part of what has been accomplished, many of us believe he is the right choice for the city council..
Please appoint him to the city council.

Dear Ms. Patrice Olds,
I am the current President of Harbortown Homeowners Association and have
been so for the
past 5 years, in District 4.
We are a community of 312 units.
I would like to personally endorse Mr. Richard Hedges for the purpose of him getting appointed to the City Council.
Richard has always stepped up to help when I have asked for it.
He has the ability to set aside
his personal needs, and work toward what is best for Harbortown.
In a time when "me" is
what I see most often, it is ALWAYS our community first with Mr. Hedges. He is well respected by my Board Of Directors of 7, as well as many residents in our community.
It has come to my attention that there are as many as 9 candidates
hoping to get appointed.
I
also understand that Mr. Hedges is the only candidate from District 4.
I strongly endorse Richard Hedges to be appointed to the City Council because he lives in District 4 and he has always stepped up to help the City Council in any way he
could.
As I previously stated, he has done the same thing in Harbortown. District 4 needs representation!
In preparation for writing this endorsement, my research found dozens of tasks he has taken on.
I will name just a few:
*Rich has actively participated in San Mateo City Government since he has lived in San Mateo for the past 52 plus years.
*Rich was one of three people in 2002 who rewrote the City Charter which was approved by the residents of San Mateo by over 70%.
*In District 4, Rich worked for over 10 years along with Larry Patterson and Suzanna Chan to remove 20% of our City’s homes and businesses from paying flood insurance. This team effort has saved
millions of dollars for our city. which was then spent on local and regional businesses.
*Rich has undertaken a very important leading role in the negotiations with Windy Hill, to help reduce the impact of the Fish Market Development.
This effort will significantly benefit
not only Harbortown, but also all the residents of Parkside,
, Shoreview and Mariners’ Island.
As you can see, it is very important that Mr. Hedges gets appointed to City Council.
I was
surprised to discover that District 4 has not had a representative for a long time.
We have many unique issues within our district: flood control, dredging, and traffic control are just a few of our issues we face.
Sincerely,

I am pleased to endorse and support the application of RICHARD HEDGES, a long time resident of the City of San Mateo and District 4, to serve as the fifth City Council member.
I have also emailed each of the current members of the City Council strongly recommending that they select Richard Hedges to fill the vacant position.
I am a long time resident of the City and District 4. In the 1980's and 1990's I was appointed to serve on the former Housing and Appeals Board, the Parks and Recreation Commission, and most recently served as a member of the Senior Commission (about ten years ago).
Please add my name to the list of those endorsing/supporting the application and appointment of Richard Hedges to fill the current vacancy on the City Council of the City of San Mateo.

steemed San Mateo City Council Members:
I'm writing in full support and endorsement of Rich Hedges as the 5th City Council Member, filling the seat left vacant by Diana Papan. My name is Mareva Godfrey, and I have been a resident of San Mateo for 41 years. I proudly taught Elementary-aged children in our city’s district for 26 of those years. I lived in the Los Prados area of District 4 for the past 23 years.
Rich brings incomparable years of experience and a record of activism on behalf of all of San Mateo. There is no one else who has chaired and participated in five City Measures that have passed the voter's approval and so benefitted our city, the last being Measure CC. His experience organizing groups at the County and City level, plus his education and expertise in Urban Planning will contribute much to the continued deliberations regarding the future of our city.
My experience with Mr. Hedges in our collaboration with the Marina Lagoon Action Committee (MLAC) and the Laguna Vista HOA Marina Lagoon Committee is his amazing gift to reach across divides and create win-win compromises. He is unflappable during difficult conversations and always respectful towards anyone with a different perspective. He sticks to the facts, has uncommon common sense, and always takes the high ground. Even knowing how challenging it is to be in the political arena, he consistently shows up to make a difference with full integrity.
This ability and intention are needed NOW more than ever. Rich Hedges is the voice that the newly formed City Council could depend on as the members navigate the growing pains of becoming a cohesive TEAM.
The reorganization of by-district elections is the call to fair and equitable representation, something Mr. Hedges has worked arduously for all his life. As a resident of District 4 for the past 53 years, he would fill the vacant 5th seat as a true representative. City Council would then collectively represent ALL residents in San Mateo and have all voices heard. District 4 has not had any representation since Brent Brody left after having served 2 terms, 20+ years ago. Given all his qualifications to serve on Council and his unparalleled knowledge of issues affecting District 4, he is the best candidate to fill the 5th seat now. In their campaign platform, all the newly elected council members pledged to represent their district and ALL the residents in San Mateo fairly and equitably. This is the opportunity to walk the talk and set the tone and direction. Please select the most qualified candidate, Rich Hedges.
Most Sincerely,
Mareva Godfrey

I am endorsing Richard W. Hedges to fill the vacant City Council seat that was vacated by Diane Papan after her successful run for State Assembly. I feel District 4 should have representation and Rich is the right person from District 4. Rich knows and has worked with many residents in District 4 on District 4 and city-wide issues. I believe Rich can be that balancing member to help build consensus on council. Rich has been involved and spoken at many council meetings and has a strong understanding of the issues facing the city and council. His involvement on regional housing and transportation commissions will be a tremendous strengths and much needed addition to the council. Most recently Rich worked on the passage of the Measure CC transfer tax to enhance city funding to help support public safety and capital projects in San Mateo.

Subject: SM Council Meeting Tonight - Please Elect Rick Hedges
Good morning. I saw on the news that new members of the City Council did not elect our new Mayor last week. As a voting citizen of San Mateo, I expected that the San Mateo follow the longstanding procedure of electing the most senior member to the position. Ms. Lee is exceptionally qualified for the position. The fact that it didn't occur is outrageous and I certainly hope this is not indicative of moving forward to address the complex issues our City is facing. I kindly ask you to please work together to get the job done rather than playing politics.
On that note, I am specifically requesting you to elect Rick Hedges to the City Council for the vacant position. Rick's vast experience, longstanding community advocacy, and leadership qualifications exceed those of the other candidates. You no doubt have his resume, but I point out that his experience in writing the City Charter (2002), working with District 4 representative to help residents avoid paying flood insurance, efforts to improve the community with neighborhood watch and facilities are impactful accomplishments that have benefited all San Mateo citizens. He is currently working with Windy Hill to help reduce impact of the development to people like me, one of your residents that will be affected. He is a resident of unrepresented District 4 and I'm confident he will work collaboratively with the Council members to address the goals. We are blessed to have someone of his caliber offer his time, to represent our City.
While I have a conflict and am unable to participate in tonight's meeting I ask you to elect Rick Hedges to the City Council. I believe this is the right time to bring someone in with his expertise!
Thank you for your consideration.

My name is Shelley Kessler and I have lived in San

district, but the city as a whole.
Rich Hedges is that person. In over 50 years of his
residency, Rich has been a dedicated member of
our community. He has built consensus among
disparate constituents, participated on multiple
boards and committees, has raised close to
$100,000 dollars for city efforts while personally
contributing generously on his own, and has a
proven track record of advocating for city
initiatives.

His record is so impressive that he has the most

individual with his skill and dedication.
Therefore, I strongly urge appointment of Rich

Thank you for your consideration of this request.

○ As such he has a strong understanding of how a healthy business sector is integral to the success and prosperity of San Mateo’s workforce
● CIVIC: Pablo cares deeply about creating a community where San Mateo residents from all backgrounds feel engaged and that they belong
○ Underpinning his interest in civics - Pablo has degrees in Public Policy and International Relations from Harvard and Brown and is fluent in several languages ○ He has also served in various capacities in the U.S. Department of State ○ In addition, Pablo is continuing his education by immersing himself in local government issues as an active participant in this year’s Leadership Council San Mateo County’s CORPS program (graduation in June, 2023)
○ On the home front, Pablo is an engaged husband/dad and involved in supporting San Mateo Foster City School District’s Title 1 Schools, one of which his children attend ○ In addition, Pablo has also more widely presented his opinions on issues related to social justice and climate change through contributions to KQED’s Perspectives series In addition to the above, perhaps what I most appreciate about Pablo is his communication and leadership style:
161 of 192
● First and foremost, Pablo is very approachable, a good listener, and a team player ○ When Pablo leads a committee meeting, regardless of the final outcome, attendees feel seen and heard
○ With the deftness of a seasoned diplomat, I have seen Pablo address some really challenging topics with sensitivity and respect
○ By being in tune with his team, Pablo is able to move projects forward with wide-spread committee, board and staff support
● The other thing I most appreciate about Pablo’s leadership style is that he is excels at distilling a lot of complex information and creating a call to action that is both positive and possible ○ Pablo has helped CuriOdyssey address and prioritize its DEIB initiatives ○ He has also demonstrated this skill in his KQED Perspective series, where he has called for achievable solutions to building stronger communities, including asking listeners to:
■ Welcome newcomers and immigrants to the community,
■ Engage as a volunteer on city commissions and
■ Invite a diverse set of attendees to family celebrations I think as you look to fill the current vacancy, Pablo Quintanilla would be a seamless addition to your City Council and would do a great job representing the many different constituencies in San Mateo, while also having a nuanced understanding of the non-profit, business and civic sectors that are integral to San Mateo’s success.
Please don’t hesitate to contact me if you have any questions or concerns.
With Gratitude,
Laurel

Importance: High
My name is Rev. Penny Nixon I am submitting my support for Pablo Quintanilla for appointment to city council.
Pablo is an outstanding person with a keen intelligence and a heart to serve. He is multi- lingual and has lived in a variety of places so has incredible cultural sensitivity.
He is a man of integrity and extremely thoughtful.
I have worked with Pablo for a number of years. He was very supportive and helpful when our church provided sanctuary for a father and son who were separated at the border. He provided translation when needed and was a tremendous support to the family.
Most recently, he volunteered during COVID as we provided groceries for the North Central neighborhood twice a month. He was engaging and connected easily with the people who came to pick up groceries.
Pablo understands policy, legislation and how communities thrive. He will bring a wealth of talent, skills and experience to the city council.
Please receive my highest recommendation for Pablo Quintanilla for the open seat on San Mateo City Council.

To the city council: I am writing to voice my strong support for Pablo Quintanilla to be appointed as the fifth city council member. As someone who is a native Spanish speaker, he brings a unique perspective and will be able to connect directly with San Mateo's large Spanish-speaking community. He also has the skills for the position, is very intelligent and a critical thinker, and data- and equity- driven. His calm and gentle demeanor will also help bring down the temperature in the room, something this council needs. I urge you to select Pablo Quintanilla for city council.
Thank you,
Maggie

Hello San Mateo City Staff and City Council,
I'd like to personally recommend Pablo
Quintanilla for the open City Council seat.
I know Pablo from being in the San Mateo County Leadership CORPS 2022-23 cohort with him. Pablo is very intelligent, a critical thinker, and data driven. His experience in social impact, leadership, communications, public policy, public services, and governance would be ideal for the Council, and greatly benefit San Mateo.
Additionally, I've observed and experienced many of Pablo's strengths firsthand, including:
Analytical: Pablo thinks things through, is logical, and comfortable with quantitative
and qualitative data,
Empathetic: Pablo is trustworthy, and customizes his approach and communications to the situation and audience.
Strategic: Pablo is intuitive, sees different paths to a solution, and anticipates alternatives.
Thank you for considering Pablo for appointment to the San Mateo City Council.
Kind regards,
Phoebe

Hello, members of the San Mateo City Council,
First of all, thank you for your service and commitment to serving all the residents of San Mateo. A wonderful city. We are not able to make tonight's meeting to listen and comment on the applicants for the open seat. We would like to show support for 2 applicants, Pablo Quintanilla
Maureen Freschet
We hope the city council will consider the value either one of these applicants will bring to the city council.
They are intelligent, committed, and really care about our city.

To: City Council (San Mateo) <[email protected]> Subject: Appointment of 5th Council Member
Council members Newsom, Loraine, Diaz-Nash and Lee.
Tomorrow evening you will be selecting a fifth member to our City Council. I would like to remind you of what one of you stated during the Wednesday, Dec 7 meeting: "This is about ensuring, for me, that we give equal voice to each one of the representatives."
The same applies to the residents of our city when selecting who that fifth person should be. In short, the City Council should represent and provide equal voice for ALL districts. District 4 has had no representation on the City Council for 20 years, and should you decide to select someone outside of District 4, it will continue to be without representation until the Nov 2024 election. Two more years. This is blatantly and grossly inequitable. District 4 has unique issues affecting us: flood control, dredging, and traffic control. But equally important, District 4 produces an extraordinary amount of revenue for our city:
1. Transfer tax revenue from the multiple sales of office buildings and the shopping center.
2. Three hotels which produce high levels of Transit Occupancy Tax.
3. High levels of sales tax from Bridgepointe and the Parkside Center.
So let me---a 20-year resident and property owner of District 4---make an adjustment to the above-referenced council member's statement: This is about ensuring, for me, that you provide equal voice and representation to each San Mateo district when selecting the fifth representative. Do the right thing. Give residents of District 4 representation on the City Council.

To: City Council (San Mateo) <[email protected]> Subject: Selection of new mayor and 5th council member
Dear Council members Diaz Nash and Newsom,
The city needs a City Council who’s members trust and respect each other. Only in this way can the council work effectively to meet the major challenges our city faces. The prior Council was able to do this, even though members often had major differences.
Your actions over the last two meeting have greatly damaged the opportunity to create the needed trust and respect. If you continue in this manner the next two years may be a dysfunctional failure for our beautiful city.
Establishing trust and respect for this new council means honoring well established procedures like the selection of the new mayor as the first action of business and having the mayor be the person who’s turn in the rotation it is. That would be Council Member Lee.
These actions were also strongly recommended by the city manager and city attorney. They rarely make strong recommendations. When they do they should be followed, unless there is a very clear reason not too. Otherwise you are also damaging the trust and respect that is needed with the city staff. You have presented no sound reason to justify dismissing their strong recommendation.
Please bring about peaceful and proper outcome at Monday’s city council meetings.
You should strive to select a 5th member that will be agreeable to all four members. But if you can’t agree then you should defer to Council member Lee, since she should be the mayor and would select the 5th member if you can’t agree.
Any properly functioning legislative body should have a simple way to break a deadlock, so that necessary work will not be delayed. (Richard Hedges would be one good compromise choice and as a resident of District 4 he would fill in the one missing district that does not house a Council m ember).
The selection of Council member Lee as the Mayor and the selection of the 5th member need to both be done on Monday, so that the council can get on with its work and healing can begin. Also, the selection of the mayor needs to be done first so as to eliminate any risk that doing these steps out of order could expose the City to possible future litigation.
Thank you for your consideration,
Ken and Lynn Abreu

Subject: The appointment of a fifth councilmember
Dear San Mateo City Councilmembers and Staff,
I am writing today regarding the selection of a person to fill the currently vacant fifth council seat.
Under normal times, I would write extolling the virtues of this or that person and perhaps pointing at important policy work that needs to be addressed. However, we are sadly starting from a much lower bar at this stage of the process.
So, in selecting a fifth person, I would emphasize several overriding principles:
1. Firstly, a fifth councilmember must be solemnly committed to their oath of office, to abiding by the letter and the spirit of all officially governing covenants, and to steadfastly and energetically doing their job of fulfilling the people’s business in a timely manner.
2. Secondly, a fifth councilmember must be committed to the transparent exercise of public reason. Such a person must resist accepting obstruction as an end-state, and they can never throw up their hands and merely agree to disagree.
Moreover, they must constantly continue to publicly deliberate, clearly and logically laying out their reasons and subjecting them to the circumspection of their peers.
3. Finally, a fifth councilmember must uphold fairness and equity as guiding lights. They must not espouse or ensconce double standards. The rights and responsibilities of all must be treated equitably.
With these basic qualifications met to the fullest, we can look forward to effectively advancing the city’s work. In particular, the update of the city’s Housing Element in compliance with state law will be a testing ground for all of the aforementioned qualities of a fifth councilperson.
In short, it is imperative that the scorched-earth power plays of one half of the council be held in check. Only in this way will all reasonable and responsible parties be permitted to carry forth the urgent work of the city unobstructed, in good faith, and in a way which respects the time of the hardworking people of San Mateo.
I thank you for your diligent consideration of this matter.

My name is Ivan Echevarria, and I have been a resident of San Mateo for more than 20 years.
I have resided in District 1 for 4 years. I would like Rich Hedges to be appointed to the open city council position. I like what he had to say about housing, particularly that he thinks taller buildings near transit make sense. In addition, I have confidence in him because of all of the anecdotes other members of the public have shared.

A lesson from the Past
• It was the best of times. It was the worst of times.
• It was the age of wisdom. It was the age of foolishness • It was the epoch of belief. It was the epoch of incredulity. • It was the season of light. It was the season of darkness • It was the Spring of hope. It was the Winter of despair. • We had everything before us. We had nothing before us. • We were all going directly to Heaven. We were all going directly to Hell. • It was clearer than crystal to the lords of the State preserves of loaves and fishes, that things in general were settled forever.

Ending Remarks
• "Whenever and wherever societies have flourished and
prospered rather than stagnated and decayed, creative and workable cities have been at the core of the phenomenon...
Decaying cities, declining economies, and mounting social troubles travel together. The combination is not
coincidental." Jane Jacobs
