15. Leaf Blower Regulations
Andrea Chow, Sustainability Analyst, provided a presentation on the City’ s current operation of leaf blower regulations and outlined the issues related to noise, air quality, human health, and environmental impact. Electric leaf blowers and affiliated rebate programs and issues with using electric equipment in city parks were provided.
Council were asked to weigh in on possible policy approaches including: 1) time of day restrictions; 2) gas leaf blower ban ( allowing electric leaf blowers); or 3) complete gas and electric leaf blower ban. Council asked questions of staff.
Public Comment: Carol Wilhelmy stated concern with carcinogenic health issues from leaf blowers. Nancy Schneider, San Mateo Climate Action Team, submitted a letter and recommend Council adopt policy option 2 and ban by January 1, 2026. Jeff stated he is weary of inaction on banning leaf blowers. Michael recommends banning leaf blowers.
Council discussion ensued with ideas discussed including a zoning based approach to leaf blower regulations, a suggestion for more outreach to other city’ s approaches, concern with enforcement issues, use of an incentive program for electric, possible partnerships, different needs for R-1 zoning versus commercial zoning, and a recommendation for the City to make changes in its parks first. A compassionate, effective and fair approach is needed.
City Manager Corbett summarized the Council’ s direction as follows: 1) design a more robust incentive- based program; 2) create community outreach and education on the use of electric tools; and 3) come up with a plan and a timeline for when the City would make that transition and come back at a future date with that information.
