CALL TO ORDER at 5:30 p.m.

Present: Deputy Mayor Diaz Nash, Council Members: Hedges, Loraine, and Newsom
Absent: Mayor Lee – due to family illness
STUDY SESSION
1. Stormwater Funding – Survey Findings
Public Works Director Azalea Mitch provided a presentation and consultants Jerry Bradshaw and Chris Coulter were available to provide additional comments on the Stormwater system overview, funding analysis, and survey results. A dedicated stormwater funding source is needed for Marina Lagoon management, Capital Improvement, operations, and maintenance. Fee proposals range from $8 to $18.87 per property. Council asked questions of staff.
Public Comment – Jerry Brozell suggested ideas for water conservation. Mareva Godfrey supports the $18 fee.
Michael Ragan stated that for at least 42 years the flooding issue has been kicked down the road. Drew inquired about the fee applying to multi-family homes.
Council provided comments and deliberated on the dollar amount. After much discussion and additional questions to the consultants, the consensus of Council was for the $8 fee per property monthly fee.
