CALL TO ORDER at 5:30 p.m.

CLOSED SESSION
Following the opportunity for public comment, there were no speakers, the City Council convened into Closed Session to consider:
1. Conference with Legal Counsel – Existing Litigation
(Paragraph (1) of subdivision (d) of Government Code Section 54956.9) Name of Case: Liangqiu Wan v. City of San Mateo, et al., U.S. Dist. Court (N. Dist. Cal.) Case No.: 3:22-cv-01509-LB The City Council reconvened at 5:54 p.m.
STUDY SESSION
2. Boards and Commissions – Qualifications and Compensation Martin McTaggart, Deputy City Clerk, provided a presentation overviewing the City’s Boards and Commission structure, recruitment and appointment processes, and recommendations from the Diversity, Equity, and Inclusion Task Force to look at possible compensation for board and commission service, relaxing the qualifications for service, and possible creation of youth commissioner seats on Park & Recreation Commission. Council directed staff come back with more information on the recommendation.
Council asked questions of staff. Discussion ensued.
City Attorney Rasiah summarized that Council’s consensus is to lift the electoral requirement and to keep the commission size at five, allow for compensation, add more ex-officio members for under 18, have shorter term limits for under 18 youth members, and he noted there are concerns with felons serving, and that more discussion is needed on whether to allow residents in unincorporated San Mateo areas to serve.
