CALL TO ORDER at 5:30 p.m.

Present: Mayor Lee, Deputy Mayor Diaz Nash, Council Members: Hedges, Loraine and Newsom
STUDY SESSION
1. Campaign Finance – Voluntary Expenditure Limits and Public Financing Models Martin McTaggart, Deputy City Clerk, provided a presentation on research relating to voluntary expenditure limits (VEL) and public financing models for election campaigns. Council asked questions of staff. There was no public comment.
Council discussion ensued with consensus to return with a VEL ordinance for consideration with the preferred limit per resident set at $2.50. The preferred increase would be tied to Consumer Price Index and rounded to a simple round number. Further review is needed on excluding certain expenses from the limits. Council is interested in hearing more about public financing models but not at this time, due to commitments already made and suggested shelving it for two years. A discussion ensued on the City picking up campaign statement costs to publish in the sample voter ballot.
