PREPARED BY: City Manager's Office
MEETING DATE: November 06, 2023
SUBJECT:

Peninsula Clean Energy Solar and Storage on Public Buildings Program – Customer Participation Agreement RECOMMENDATION:

Authorize the City Manager to enter into a Customer Participation Agreement with Peninsula Clean Energy to evaluate solar potential at City buildings.

BACKGROUND:

Peninsula Clean Energy (PCE) is a joint powers authority developed in 2016 to reduce greenhouse gas emissions by providing electricity from clean energy sources. PCE’s Solar and Storage on Public Buildings Program (Program) assists cities in evaluating solar potential at municipal facilities. This Program was developed to support PCE’s organizational objectives to increase local renewable generation, help reduce customer energy costs, and help its customers achieve their sustainability goals.

PCE launched the first round of the Program in 2020. In 2021, PCE and City staff identified the Police Station as the optimal site for solar installation. In 2022, City staff had to put this project on hold due to significant and necessary roof repairs at the Police Station.

To now participate in the Program, PCE is requesting that the City enter into a Customer Participation Agreement (Agreement) to identify additional sites to participate in the second round of the Solar and Storage on Public Buildings Program. Through the Agreement, PCE will provide an assessment that identifies and evaluates solar potential at City buildings. After this initial facility assessment, the City will have the option to enter into a Power Purchase Agreement (PPA) for the design, procurement, installation, and maintenance of solar systems at the identified facilities. The City may opt-out of the Program at any time prior to entering into the PPA.

For next steps, City staff will work closely with PCE to evaluate the proposed solar designs, PPA terms, and final pricing. If the project is determined to have net savings for the City, the final PPA will be brought to City Council for consideration in Spring 2024.

BUDGET IMPACT:

There is no fiscal impact for entering into the Customer Participation Agreement with Peninsula Clean Energy (PCE). There is no upfront cost to the City for entering into the Power Purchase Agreement (PPA). The solar photovoltaic (PV) systems are expected to provide utility cost savings over the life of the project. Staff will analyze project-specific details after PCE determines final PPA terms and pricing.

ENVIRONMENTAL DETERMINATION:

This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not
