CITY OF SAN MATEO
RESOLUTION NO. __ (2023)

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR A CHANGE ORDER WITH ENTERPRISE

AUTOMATION, LLC FOR SCADA SYSTEM EVALUATION AND IMPROVEMENT SERVICES WHEREAS, the Wastewater Treatment Plant and Field Maintenance Division use a Supervisory Control and Data Acquisition (“SCADA”) system to monitor and control equipment and processes at the Wastewater Treatment Plant and sewer and stormwater pump stations; and WHEREAS, the SCADA system needs to be evaluated, improved and maintained; and WHEREAS, as part of the Clean Water Program to upgrade the City’s sewer collection and treatment system, the City upgraded and integrated SCADA network systems for the Wastewater Treatment Plant and the City’s sewer and storm systems; and
WHEREAS, Enterprise Automation, LLC (Enterprise Automation) is one of two providers that have been pre-qualified by both the Wastewater Treatment Plant and the Clean Water Program to work on the SCADA system; and
WHEREAS, Enterprise Automation was previously involved in the process of integrating and designing the network between the existing Wastewater Treatment Plant and the sewer and storm SCADA systems; and
WHEREAS, the only other pre-qualified provider was unresponsive to the City’s requests; and WHEREAS, in accordance with Municipal Code section 3.60.050(b), agreements may be awarded without competitive bids if calling for bids would be impracticable, unavailing or impossible and the City Council sets forth findings designating the reasons; and WHEREAS, City staff recommends approval of the Change Order with Enterprise Automation for SCADA system evaluation and improvement services.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:

1. This Council action is exempt from CEQA in that it can be seen with certainty that there is no possibility this activity will have a significant effect on the environment, because this activity relates to software technology support and improvements without any necessary physical changes that may impact the environment. (CEQA Guidelines Section 15061(b)(3).)

2. In accordance with Municipal Code section 3.60.050(b), calling for bids would be impracticable because:
