1. Draft General Plan 2040 – Land Use Element – Supplemental Information Zach Dahl, Interim Director of Community Development Department provided an update on the supplemental information the City Council requested to continue deliberation on the General Plan Land Use Element from the October 30, 2023, Special Meeting. He outlined the discussion desired tonight was to discuss a focused framework to allow for projects in specified areas to request heights up to 10 stories and/or densities up to 200 units/acre (High 2) in exchange for community benefits. He presented three maps that illustrated different parameters. He requested the City Council’s direction on if eight stories and 130 units/acre (High 1) be the maximum limits established in the Land Use Element.
Note for the record as this was a continued item and public comment was already taken on October 30, 2023, no additional public comment on this item was offered.
Council deliberation ensued on the maps, community benefits, and impacts for legislation AB 1287.
A majority of the City Council support High 1 is the height limit for commercial; but could go up to 8 stories with a community benefit that is within the policy. A majority of the City Council was in support of the staff’s list of broad possible community benefits within ¼ mile of the Hayward station and Hillsdale station for commercial uses.
