FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: January 02, 2024
SUBJECT:
School Zone Speed Limit Signing and Striping Phases 2 and 3 – Agreement RECOMMENDATION:
Approve an agreement with Globe Engineering Development for the School Zone Speed Limit Signing and Striping - Phases 2 and 3 Project in the amount of $154,785; establish a contingency reserve in the amount of $15,500; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The School Zone Speed Limit Signing and Striping – Phases 2 and 3 Project is part of the larger School Zone Speed Limit Program (Program) aimed to reduced speed limits in the vicinity of schools throughout the City. Phases 2 and 3 are the final phases remaining to complete the Program. In December 2021, along with passing the resolution to implement the reduced speed limits, Council directed staff to implement the Program in phases to ensure appropriate outreach and education are completed for each phase. These remaining phases (2 and 3) involve implementing reduced speed limits adjacent to eight schools across 17 roadway segments, while the overall Program will install signage and striping for 23 schools across a total of 38 roadway segments.
The Engineer’s Estimate to construct Phases 2 and 3 is $177,573. The project was advertised on October 5, 2023, and a total of three (3) bids were received and opened on November 2, 2023. The bids received are listed below in order of increasing bid amount.
Company Name Total Bid Amount
Globe Engineering Development $154,785
Chrisp Company $292,320
JJ Construction and Design Inc. Unresponsive bidder
After reviewing the bids, staff determined that Globe Engineering Development is the lowest responsive, responsible bidder. Therefore, staff recommends for the City Council to award the agreement to Globe Engineering Development.
BUDGET IMPACT:
The Neighborhood Traffic Management (462226) project was identified to fund this project. The goal of the project is to address neighborhood traffic concerns, which include excessive vehicle speeds near schools. There is sufficient funding in this project account to cover the costs for these remaining phases of work.
