Basin B Sanitary Sewer Rehabilitation Project – Construction Agreement RECOMMENDATION:
Award a construction agreement to Westland Contractors, Inc. for the Basin B Sanitary Sewer Rehabilitation Project in an amount not to exceed $3,766,098.80; establish a contingency reserve in the amount of $570,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The Clean Water Program (CWP) is improving the City’s sanitary sewer system to prevent sanitary sewer overflows and unauthorized discharges of sewage. As part of the CWP, the annual sanitary sewer rehabilitation project proactively upgrades and rehabilitates aging sewer pipes to reduce inflow and infiltration.
Basin B is identified as an area that includes downtown San Mateo, and those City areas West of El Camino Real to City limits between Highway 92 to the South and Crystal Springs Road to the North. The Basin B Sanitary Sewer Rehabilitation Project (Project) focuses on the repair of sewer system in this area to address deficiencies previously identified using video inspections. This work ensures proper operation of the sewer collection system, reduce infiltration and inflow, and fix defects in order to prevent potential sanitary sewer overflows. The Project includes pipe spot repairs, full segment pipe replacements, rehabilitation and replacement of manholes, trenchless cured-in-place pipe liner rehabilitations, pre- and post-installation video inspections, and site restorations. Construction activities are expected to start in February 2024.
The project was advertised for construction on November 9, 2023. Bids were opened on December 7, 2023. The engineer’s estimate was $4,720,000.00. Ten bids were received and are listed as follows:

In a review of the bids, staff determined Westland Contractors, Inc. to be the lowest responsive, responsible bidder with a bid of $3,766,098.80. Westland Contractors, Inc. submitted a complete bid package, and the contractor was found to have the appropriate licenses. They also have previously completed satisfactory work for the City. Based on the above, staff recommends awarding the construction agreement to Westland Contractors, Inc. Staff also recommends establishing a contingency reserve in the amount of $570,000.00 to address any unanticipated items that may arise during construction.
