SUBJECT:
California Department of Transportation Sustainable Communities Grant Application – Letter of Support RECOMMENDATION:
Approve a letter of support to the California Department of Transportation for the Fiscal Year 2024-25 Sustainable Communities Grant application and authorize the Mayor to sign the letter on behalf of the City Council in substantially the form presented.
BACKGROUND:
The Public Works and Community Development Departments are jointly drafting a grant application in response to the California Department of Transportation (Caltrans) Sustainable Communities Grant Fiscal Year 2024-25 Call for Projects. If awarded, the grant will be used to develop an updated Downtown San Mateo Area Plan. This effort intends to develop a holistic, data-driven, and community-based plan focused on land use and multimodal transportation for the heart of San Mateo. This endeavor seeks to shape a future vision for Downtown, encompassing aspects such as business, housing, community, major infrastructure for active transportation and curb management, and recreation needs in alignment with the General Plan 2040 and to meet the City and state climate goals.
The grant amount requested for the project is approximately $900,000. As part of the grant application, letters of support are strongly encouraged. Staff requests the City Council consider a letter of support for this grant application and authorize the Mayor to sign the letter on behalf of the Council.
BUDGET IMPACT:
There is no budget impact for submitting a letter supporting the grant application. There is a required minimum 11.47% local match for the grant. Sufficient funds are available in the Downtown Circulation Study (46R021) project to fulfill the required local match if awarded.
ENVIRONMENTAL DETERMINATION:
This letter of support is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
