Wastewater Treatment Plant Upgrade and Expansion Project – Final Parcel Map RECOMMENDATION:
Adopt a Resolution to authorize the Mayor to sign the Owner’s Statement on the Final Parcel Map for the Wastewater Treatment Plant.
BACKGROUND:
The City is currently under a Regional Water Quality Control Board Cease and Desist Order requiring improvements to its collection system and Wastewater Treatment Plant (WWTP) to eliminate sanitary sewer overflows and unauthorized discharges of untreated or partially treated wastewater to San Francisco Bay. The Clean Water Program (CWP) includes several capital improvement projects that are currently under design and construction and are intended to comply with the Cease and Desist Order. The WWTP Upgrade and Expansion Project (Project) is one of these projects, which will result in a new treatment plant for processing wastewater. On July 16, 2018, the City Council approved the Special Use Permit, Site Plan and Architectural Review (SPAR), and Tentative Parcel Map for the Project as submitted in the Planning Application PA #17-075. On April 15, 2019, the City Council approved modifications to the previously approved Project.
The approved Project is currently under construction since May 2019 and is anticipated to be completed in early 2025.
In compliance with the Final Conditions of Approval (COAs), the Subdivision Map Act, and the City’s Municipal Code Section 26.56, the City prepared a Final Parcel Map No. 474 based on the previously approved Tentative Parcel Map. All the conditions required for Final Parcel Map approval have been satisfied. The Final Parcel Map was approved by the Department of Public Works. A copy of the Final Parcel Map is included as Attachment 2. A City representative is required to sign the Owner’s Statement in the Final Parcel Map prior to its recordation with the County of San Mateo Recorder’s Office. Staff recommends approval of the proposed resolution to authorize the Mayor to sign the Owner’s Statement in the Final Parcel Map No. 474.
BUDGET IMPACT:
All costs associated with the execution and recordation of the Final Parcel Map are included in the WWTP and Flow Management Upgrade and Expansion (46t003) Project budget.
ENVIRONMENTAL DETERMINATION:
The City prepared a Final Programmatic Environmental Impact Report (Final PEIR) in accordance with the California Environmental Quality Act (CEQA) (SCH No. 2015032006). The PEIR was certified by City Council on June 6, 2016. In accordance with CEQA, the Final PEIR serves as the primary environmental compliance document for implementation of the Clean Water Program. The City prepared an Addendum to the Final PEIR that was approved on July 16, 2018 (Addendum 1) and April 15, 2019 (Addendum 2). This work is within the scope of the project evaluated in the PEIR and Addenda.
