MEETING DATE: February 03, 2024
SUBJECT:

City Council "Blue Sky" Goal Setting Workshop
RECOMMENDATION:

Review the current City Council Priority List for fiscal year 2023-2024 and identify new City Council priorities for consideration for fiscal year 2024-2025.

BACKGROUND:

The City Council goal setting process includes a three-step deliberation process resulting in the adoption of a Priority List that represents the City Council’s priorities. The City Council Blue Sky workshop scheduled for February 3, 2024, is the first step in the goal setting process. At this meeting, City Council will review the current Priority List and identify new priorities for consideration for the upcoming fiscal year. The meeting will include 30-minute public comment period at the start of the meeting followed by a facilitated discussion among the Council to review the current Priority List, recommended items for addition and removal, and major initiatives staff is already working on.

To facilitate the review of the current fiscal year priority list, staff categorized items into the following: (1) Priorities to Retain; and (2) Priorities to Remove. A description of each category is listed below.

Priorities to Retain:
•Priorities included in this category are ones that staff have invested significant resources into to date and it is not practical or advisable to discontinue work on these items.

Priorities to Remove:
•Items in this category are either complete or will be complete by the end of the fiscal year and staff recommends removing them because the goal of this workshop is to create a priority list for the next fiscal year; •Items are now embedded in our operations and staff recommends removing them because work on them will continue to take place regardless of whether the City Council tracks them on its priority list; •Items are mandated and are required to happen whether or not they are on the Council’s priority list; or, •Items are listed or covered in another larger priority and tracking them separately as redundant.

In addition to dividing the items into the above categories, staff has assigned an estimated time frame for completion as well as an estimated resource intensity for each item. The resource intensity categories (low, medium, and high) include a preliminary assessment of both staff time and financial resources required to complete an item. More detailed analysis of the resources required including additional staffing and budget appropriations, will occur as part of the second step in the goal setting process.

CITY OF SAN MATEO
Following the review of the items on the fiscal year 2023-2024 priority list, Council will review the list of potential new priorities submitted by each council member and staff and discuss which items to include in the priority list. To help further the conversation, staff color-coded the proposed priorities to identify ones that are new, existing, or modified versions of existing priorities. Staff also identified with an asterisk, priorities that were raised by more than one council member. As part of the consideration process for new priorities to include on the list, staff is providing a list of major department and Citywide initiatives identified for fiscal year 2024-2025. These lists highlight the significant work plan items that staff plans to address next fiscal year that Council may not otherwise be aware of, but that staff does not believe should be tracked on the Priority List.

Some of the major community-driven initiatives such as flood control, historic resources, cell sites, and bicycle and pedestrian infrastructure & public safety are already captured in some of the current priorities or the proposed priorities by City Council and Staff.

The second step in the goal setting process, scheduled for March 18, 2024, will be a study session item where staff will share the proposed new fiscal year priority list with proposed work plans and resources required, and staff will seek Council feedback on the wording of the proposed priorities and work plans. In addition, the City Council will receive public comment on the draft list. The final step in the process, which will occur at the April 1, 2024, City Council meeting will be a consent calendar item where City Council will approve the priority list with the proposed priorities for the 2024-2025 fiscal year. Staff plans to hold a progress report of the priority list in the fall of 2024.

BUDGET IMPACT:

There is no budget impact from this agenda item. The resources required for the final list of priorities identified by the City Council will be taken into consideration as part of the development of the fiscal year 2024 - 2025 budget.

ENVIRONMENTAL DETERMINATION:

This workshop is not a project subject to CEQA, because it is a government activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
