PREPARED BY: Human Resources Department
MEETING DATE: February 05, 2024
SUBJECT:

Police Department – Classification Updates
RECOMMENDATION:

Adopt a Resolution to approve: the new classification of Police Support Services Analyst; the job specification and salary range for the classification of Police Support Services Analyst; and the reclassification of the incumbent in the Facilities Coordinator position to a Police Support Services Analyst.

BACKGROUND:

CPS HR Consulting was retained to conduct a classification and compensation study to determine if the incumbent in the Facilities Coordinator position is properly classified. Facilities Coordinator is a single position classification allocated to the Police Department dedicated to managing departmental programs and projects, especially those related to facility maintenance. Many of the incumbent’s duties are accurately described by the Facilities Coordinator class specification.

However, the specification does not fully describe the scope or level of the incumbent’s program and project responsibilities, nor does it accurately reflect the incumbent’s duties related to researching, analyzing, and recommending courses of action to management.

Based on the nature of the work the incumbent performs and the level of the position within the Police Department, CPS HR recommends that the City of San Mateo adopt a new classification of Police Support Services Analyst and reclassify the incumbent from Facilities Coordinator to a Police Support Services Analyst to appropriately reflect the full scope of the incumbent's actual responsibilities. In recognition that the Police Department expects the incumbent to independently perform duties that are professional and analytical in nature and scope, CPS HR recommends that the minimum qualification for the new classification reflect a journey-level position. Furthermore, CPS HR recommends aligning the salary range for Police Support Services Analyst with that of the journey-level Management Analyst II classification at $8,771.47 – $10,456.51 per month because it provides the closest comparable description of many of the study incumbent’s duties and is broadly similar in terms of the general type, category, and level of work.

BUDGET IMPACT:

The reallocation of a Facilities Coordinator to a Police Services Support Analyst will cost the General Fund approximately $14,000 more per fiscal year. For the remainder of the fiscal year 2023-24, the additional cost would be approximately $7,000. The Police Department can absorb the increased cost of the reclassification in the Department's current adopted operating budget this fiscal year, so no appropriation is needed. The new classification will be included in the 2024-25 personnel budget going forward.

ENVIRONMENTAL DETERMINATION:

These classification updates are exempt from CEQA review because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
