PREPARED BY: Public Works Department
MEETING DATE: February 5, 2024
SUBJECT:
Traffic Engineering Staff Augmentation and Design Services - Amendment RECOMMENDATION:
Approve Amendment No. 3 to the design services agreement with DKS Associates for Traffic Engineering Staff Augmentation and Design Services to increase the agreement amount by $80,000 for a revised total not-to-exceed amount of $160,000; establish a contingency reserve of $16,000; and authorize the Public Works Director to execute the amendment in substantially the form presented and approve additional amendments within the contingency amount.
BACKGROUND:
In March 2022, the City Manager approved an agreement with DKS Associates for traffic engineering staff augmentation and design services for $80,000. The scope of work included consultant services to assist the traffic engineering group with traffic control plan reviews for utility encroachment permits and completion of other small traffic engineering project tasks, such as minor design plans and schematics. The Public Works Director approved Amendment Nos. 1 and 2 in July 2023 and December 2023, respectively, to extend the term of the contract without additional costs.
Additional project tasks have been identified for the Traffic Engineering team, including a traffic analysis to improve congestion and bicycle/pedestrian access at the intersection of 3rd and Norfolk. Also, due to the loss of staff in the team, it is desired that DKS Associates continue to assist with ongoing traffic control plan reviews until a new engineering technician is hired. The efforts by DKS to date has expended the previously approved budget. Based on the expenditures to date, it is recommended that the contract value be increased by $80,000. This amount is expected to be sufficient for the work to be completed by DKS staff on the above tasks and to provide other services as needed.
Based on the above, staff recommends approval of Amendment No. 3 to increase the agreement amount by $80,000 for a total not-to-exceed amount of $160,000 to fund consultant services for traffic control plan reviews and other traffic engineering tasks. Additionally, staff recommends establishing a contingency in the amount of $16,000 to cover any unforeseen costs.
BUDGET IMPACT:
There is sufficient funding in the Traffic Engineering operating budget to absorb this cost. As such, no additional budget appropriations are required.
ENVIRONMENTAL DETERMINATION:
Approval of this amendment is categorically exempt from CEQA review as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use,
