CITY OF SAN MATEO
RESOLUTION NO. ____ (2024)
AUTHORIZING AN APPROPRIATION IN THE AMOUNT OF $645,000 FROM THE DOWNTOWN PARKING

IMPROVEMENTS PROJECT TO THE ELEVATOR MODERNIZATION PROJECT WHEREAS, the Council considers mid-year budget balancing through adjustments, appropriations, designations and transfers to adjust the current-year budget to meet anticipated changes in departmental budgetary needs; and
WHEREAS, the City Council recognizes the need to replace the elevator controls at the 2nd and El Camino Garage and at the Central Garage to meet the public safety needs of the City of San Mateo and dedicated funding for the Elevator Modernization Project (46F035) in the Fiscal Year 2023-2024 Adopted Budget; and
WHEREAS, additional funding for the Elevator Modernization Project (46F035) is required because it currently does not have enough remaining available budget to cover the estimated $830,000 funding to award the construction contract to improve the elevator controls at 2nd and El Camino Parking Garage and Central Parking Garage and establish a contingency reserve of $166,000; and WHEREAS, the Downtown Parking Improvements Project (461001) was established to improve and repair existing downtown parking structures to maintain safe operations and $645,000 is available in the project budget to be transferred to satisfy the additional funding needs.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. This City Council action approving a budget transfer to fund elevator improvements is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

2. A transfer in the Capital Project Fund totaling $645,000 from the Downtown Parking Improvements Project (461001) to the Elevator Modernization Project (46F035) Project is authorized.
