PREPARED BY: City Clerk's Office
MEETING DATE: April 01, 2024
SUBJECT:
City Council and Boards and Commission Rules and Procedures – Update RECOMMENDATION:
Approve the amendments to the City Council Rules and Procedures and the Boards and Commissions Rules and Procedures.
BACKGROUND:
At its February 5, 2024 study session, the City Council reviewed proposed amendments to the City Council’s Rules and Procedures (formerly titled City Council Guidelines) and provided specific direction in four key areas: 1) document name change; 2) meeting procedural order – i.e., taking public comment before questions; 3) appropriate continuity designation of the Council Liaison Roles; and 4) the Board and Commission appointment process. The City Council was invited to provide any additional proposed language to the City Clerk for inclusion in this second review. Council member’s proposed clean-up language or other changes are highlighted in specific colors for each Council Member in the track changes version of the Council Rules and Procedures (“Rules”).
Additionally, the City Council directed a further, facilitator-led, in-depth discussion specific to values, purpose, code of conduct and enforcement of the Rules. This public workshop has been scheduled for Thursday, May 30, 2024 from 9 am to 1 pm at the Oak Room of the main Library and will be led by facilitator Jan Perkins, retired City Manager, International City/County Management Association (ICMA) and vice president of Raftelis, a local government management consultant and facilitator.
Following this facilitated workshop and the direction received, staff will incorporate any changes and a further update will be brought back to the City Council for approval.
