SUBJECT:

Marina Lagoon Spot Dredging Project – Agreement
RECOMMENDATION:

Approve an agreement with Moffatt & Nichol to provide professional design and professional consultant services for the Marina Lagoon Spot Dredging Project in the amount of $207,261; establish a contingency reserve in the amount of $20,000; and authorize the Public Works Director to execute the agreement in substantially the form presented, and execute any future amendments within the contingency amount, including no-cost term extension amendments.

BACKGROUND:

The Marina Lagoon Spot Dredging Project (Project) is part of the City’s plan to perform maintenance on the City’s most prominent flood control and recreational facility. Since its construction in 1964, the Marina Lagoon has accumulated more than 314,190 cubic yards of shoaling (sediment deposition), which has reduced its utility as a flood control and recreational facility. While the City is exploring alternatives to perform a medium- to large-scale dredging project to address nearly 60 years of shoaling, this current project comprises targeted dredging up to 2,000 cubic yards from areas where stream and stormwater runoff from Laurel Creek, Borel Creek (the 19th Avenue Channel), and Leslie Creek (the 16th Avenue Channel) flow into Marina Lagoon.

On January 4, 2024, the City issued a Request for Proposals for professional design and professional consultant services for the Project. Two proposals were received by January 31, 2024. To review these proposals, staff utilized a criterion which included an evaluation and scoring method based on the firm’s qualifications. After review of the proposals, staff determined that Moffatt & Nichol was best qualified for this Project due to their technical expertise, project experience, and local knowledge. Further, while cost was not used to score the proposals received by the City, Moffat & Nichol’s proposed agreement price was significantly lower than the second proposal received by the City. The proposed term of agreement is through December 2025, unless later amended.

The design of this Project is anticipated to take nine months to complete. Subject to environmental permitting, staff intends for the Project to be advertised for construction in early 2025, and with construction occurring in Spring 2025.

Based on the above, staff recommends awarding a professional design and professional consultant services agreement to Moffatt & Nichol. Engineering services during construction, including construction inspection, and final reporting for regulatory compliance, will be negotiated once design is nearing completion and executed under a separate amendment.

BUDGET IMPACT:

Sufficient funds are available in the Wet Weather Preparation Activities (46c006) Project to award this agreement.

ENVIRONMENTAL DETERMINATION:

Approval of this agreement for design professional and professional consultant services is not a project subject to CEQA,

CITY OF SAN MATEO
because it can be seen with certainty that it will not cause a direct or reasonably foreseeable indirect physical change in the environment. (Public Resources Code Section 21065.) In addition, the environmental clearance requirements of this Project will be determined during the design phase, and prior to construction of the Project.

NOTICE PROVIDED
All meeting noticing requirements were met.
