SUBJECT:
Local Roadway Safety Plan Introduction
RECOMMENDATION:
Receive information about the Local Roadway Safety Plan BACKGROUND:
The California Transportation Commission allocated $18 million of State funds in 2019 and 2020 for the purpose of assisting local agencies in developing Local Roadway Safety Plans (LRSPs) based on new statewide requirements for cities to have an LRSP or equivalent plan to be eligible to apply for federal Highway Safety Improvement Program (HSIP) funds.
LRSPs utilize crash data to help identify safety goals for reducing fatal and severe injury crashes, identify roadway safety emphasis areas, and prioritize safety improvements with the help of community feedback and stakeholders representing engineering, law enforcement, education, and emergency response personnel.
Staff applied for $72,000 in grant funds to develop a LRSP in March 2020 and was awarded the grant in early 2021. Due to staffing constraints and shifted priorities due to the COVID-19 pandemic, the project was initiated in August 2022. To date, the project team has completed initial parts of the project including review of relevant safety-related policies from the local level through the federal level, identification of crash trends in the city based on collision data, created a draft toolkit of measures to address crash trends, and developed a community outreach plan. In the meeting, the project team will present some of the early findings from the analysis completed to-date and discuss the project’s next steps, including an overview of community outreach and a timeline for the draft plan.
BUDGET IMPACT:
There are no budget impacts for receiving information about the Local Roadway Safety Plan.

SUBJECT:
Draft Local Roadway Safety Plan - Update
RECOMMENDATION:
Receive an update on the draft Local Roadway Safety Plan and provide feedback.
BACKGROUND:
The City’s Local Roadway Safety Plan (LRSP) creates a data-driven and community-informed decision-making framework that will work toward the goal of eliminating fatal and severe injury collisions on local roadways. The LRSP uses historical collision data and an understanding of local context to assess existing roadway safety conditions in San Mateo, identifies areas for improvement, and provides recommended actions and an implementation plan that will help create a Safe System (an approach to roadway safety adopted by the United States Department of Transportation and Caltrans) and culture of roadway safety in the City of San Mateo. Additionally, having an approved LRSP qualifies the City for certain types of grant funding, such as the Highway Safety Improvement Program (HSIP) and Safe Streets for All (SS4A) grant programs.
In July 2023, staff gave an informational presentation to the Sustainability and Infrastructure Commission on initial LRSP development efforts, including outlining collision analysis findings, the community outreach plan, and project timeline.
Since that meeting, community outreach has been completed and the draft LRSP has been completed. The LRSP is organized into five sections:
1.Vision, Mission, and Goals – Establishes a larger vision for transportation safety in San Mateo and sets goals for how to get there.
2.Plan Development Process – Details the collaborative data-driven and community-informed planning process.
3.Existing Safety Conditions – Provides an analysis of collisions in San Mateo.
4.Emphasis Areas, Countermeasures, and Strategies – Details the emphasis areas and lists proven countermeasures and strategies that can improve roadway safety.
5.Recommendations, Actions, and Implementation – Prioritizes short- and long-term projects and sets a strategy for assessing progress toward established goals.
The project team will present the draft LRSP, including information about site-specific improvements recommended at priority locations. The presentation will also include systemic safety improvements, which are improvements that can be made proactively at locations that don’t have collision data trends but have similar characteristics to locations that do.
Staff will be seeking both broad feedback about the entirety of the Draft LRSP, as well as specific feedback about proposed systemic treatments to confirm that they are appropriate measures for the identified data trends and community feedback received. Following the meeting the project team will incorporate Commission feedback, then will bring the Local Roadway
CITY OF SAN MATEO
Safety Plan to City Council in the next few months.
BUDGET IMPACT:
There are no budget impacts for receiving an informational presentation about the Local Roadway Safety Plan. The project is funded through Caltrans grant funds, matching funds from the Citywide Traffic Calming project (466600) and supplementing funds from the Neighborhood Traffic Management project (462226).
