PUBLIC COMMENT
Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up.

Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made.

Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

17. General Plan Amendment to Adopt San Mateo's Revised 2023-2031 Housing Element Adopt a resolution to approve a General Plan Amendment to adopt the Revised Housing Element for the Sixth Housing Cycle (2023-2031) that is compliant with State law, provides a plan for at least 10,286 new housing units, and affirmatively furthers fair housing, and is exempt from review under the California Environmental Quality Act, based on the identified findings.

CEQA: The Revised Housing Element is not subject to further review under CEQA because it can be seen with certainty that it will not cause a physical change in the environment, as there are no rezonings proposed. The proposed adoption of the 2023-2031 Housing Element is considered exempt under the “common sense” exemption under state CEQA Guidelines Section 15061(b)(3) because the project involves policies, programs, and actions to meet the City’s RHNA and AFFH goals that would not have any potential for causing a significant effect on the environment, and identifies programs and actions to remove constraints and promote affordable housing development.

OLD BUSINESS

18. Local Roadway Safety Plan – Adoption

4 of 5

Adopt a Resolution to adopt the Local Roadway Safety Plan.

CEQA: The Council action is not subject to CEQA review because it can be seen with certainty that there is no possibility that the adoption of a Local Road Safety Plan may have a significant effect on the environment as the plan is comprised of location-based collision data and strategies to reduce collisions that may be used to develop future safety-related projects. (CEQA Guidelines Section 15061).

19. Council Member Compensation – Ordinance Adoption
Adopt an Ordinance increasing compensation for City Council members from $600 per month to $1,200 per month, effective January 2025.

CEQA: This proposed ordinance is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment, and because it is a fiscal activity that does not involve any commitment to any specific project that may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4),(5).)
