PREPARED BY: Public Works Department
MEETING DATE: May 20, 2024
SUBJECT:
2nd & El Camino Garage Improvements – Amendment
RECOMMENDATION:
Approve Amendment No. 2 with ZFA Structural Engineers for additional structural investigation services at the 2nd and El Camino Garage in the amount of $45,201.50, for a revised total amount of $197,441.50; and authorize the Public Works Director to execute the amendment in substantially the form presented.
BACKGROUND:
The 2nd & El Camino Garage has served the San Mateo downtown community for over seventy-five years. It is a concrete structure that has 385 parking spaces spanning five and a half stories. In 2022, ZFA Structural Engineers (ZFA) performed a structural investigation which identified exposed, ruptured, and corroded post-tension beam tendons in various areas and recommended that repairs be made to restore the integrity of the structure. In 2023, the City developed a two-phased approach to address structural issues. Phase 1 includes post-tension Beam Tendon Repairs, which includes the replacement of post-tension beam tendons in multiple areas. Phase 2 includes Parking Garage Structural and Safety Improvements, which includes the replacement of the stairs, improvements to the concrete surfaces, rebar, lighting, vehicle barriers, exterior façade, public sidewalk, signage, striping, waterproofing, and security system, and implementation of the City’s Downtown Parking Garage Pedestrian Safety Plan. The design documents for the first phase of repairs to the post-tensioned beam tendons were produced in 2023 and the project was awarded for construction in January 2024. Design documents for the Phase 2 repairs are currently in production.
In February 2024, City Council approved a professional services agreement with ZFA in the amount of $139,287.50, with a $21,000 contingency reserve, for full-time engineering and monitoring during the construction phase to observe, identify, and document structural changes as they occur. In early April 2024, Amendment No. 1 was executed increasing the compensation to ZFA in the amount of $12,952.50, for a total agreement amount of $152,240.00, utilizing existing contingency reserves in order to perform a laser level survey while the structure was unloaded to serve as a baseline for ongoing monitoring support during construction. A contingency reserve remains in the amount of $8,047.50.
In late April 2024, new cracks were discovered at critical structural beam locations, elevating the need to immediately evaluate the integrity of the structure at each level of the parking garage. Based on ZFA’s expertise and extensive experience with this specific facility, ZFA was immediately directed to provide additional services to perform scanning, sampling, testing, and recommending a solution to mitigate further damage in these locations. The scope and fee of these services were completed beyond the previously authorized agreement, scope, and fee, and were necessary to immediately complete due to the potential safety risks. The remaining contingency is insufficient to cover these additional services by ZFA.
Based on the above, staff recommends approving Amendment No. 2 to include the additional scope and increased

compensation to ZFA in the amount of $45,201.50, for a revised total amount of $197,441.50.
BUDGET IMPACT:
There is sufficient funding available in the Parking Facility Structural Repairs (46F025) project to fund this amendment.
