PREPARED BY: Human Resources Department
MEETING DATE: May 20, 2024
SUBJECT:

Police Department and City Clerk’s Office – Classification Updates RECOMMENDATION:

Adopt a Resolution to 1) add 1.0 Full Time Equivalent Senior Management Analyst position in the Police Department; 2) update the job specification for the classification of Senior Management Analyst; 3) increase the salary range for the Deputy City Clerk classification; and 4) update the job specification for the classification of Deputy City Clerk.

BACKGROUND:

Police Department - Add 1.0 FTE Senior Management Analyst and update the job specification for the classification:

For the past two years, the Police Department has implemented the Community Wellness and Crisis Response Team (CWCRT), which included the department paying for a clinician to be provided by the local non-profit, Star Vista, and embedded at the PD for crisis response alongside police officers. The CWCRT has been a resounding success, and the addition of the clinician has improved and expanded how the PD meets the behavioral health crisis needs of the San Mateo community. At the same time, as part of separate initiatives, the PD has implemented a Homeless Outreach Team (HOT), an additional CWCRT clinician, and is in the process of bringing on a domestic violence victim advocate through another local, non-profit, Community Overcoming Relationship Abuse (CORA) – to be completed in the Fall of 2024, to optimally serve the community.

Given this increase of civilian, alternative response units, the PD has recognized the important need to add a Senior Management Analyst position to help oversee, manage, and coordinate these programs and employees, both internally at the PD and also with the partner participating agencies. By adding this position, the PD will ensure proper management of these units and programs, appropriate span of control in oversight, and, with the update to the job specification, the Senior Management Analyst will have the background clearance required and driving ability to go out into the field to oversee the employees of these civilian units as appropriate. The proposed resolution recommends adding 1.0 FTE Senior Management Analyst position in the PD, and revising the Senior Management Analyst job specification to reflect the duties and required license and background checks when assigned to the PD.

City Clerk’s Office – Increase the Deputy City Clerk salary range and update the job specification for the classification:

The Deputy City Clerk position serves as second in command for the City Clerk's Office and, in the absence of the City Clerk, is expected to perform the duties of the Department Head. The duties and responsibilities of the Deputy City Clerk position have evolved from the original intent, and has become a position requiring specialized skills, experience, and ongoing professional development. The proposed resolution recommends revising the job specification to accurately reflect the essential duties and minimum qualifications of the classification.

The compensation study conducted by Bryce Consulting in February 2024 using the labor market survey agencies listed in the City’s Management Association Memorandum of Understanding to set the top salary range showed the Deputy City

CITY OF SAN MATEO
Clerk position is 36.77% below labor market median in maximum base salary. Consistent with the City’s compensation philosophy to pay competitive salaries in order to attract and retain highly qualified employees, the proposed resolution recommends setting the monthly salary range of the Deputy City Clerk to match the Senior Management Analyst at $9,743.85 - $11,624.18. This would result in a 34.09% salary range increase for the Deputy City Clerk classification effective May 26, 2024.

BUDGET IMPACT:

The Deputy City Clerk salary increase will have no impact in fiscal year 2023-24. For fiscal year 2024-25, the total estimated compensation increase will be $43,000. Any future costs will be built into the City Clerk’s personnel budget. Adding the Sr.

Management Analyst to the Police Department will not have any impact in fiscal year 2023-24 as it will not be possible to complete the recruitment process before the end of the current fiscal year. Future costs for this position are estimated to be $193,000 for fiscal year 2024-25, which will be included in the department’s personnel budget, and will be offset by a reduction of contract services within the Police Department’s operating budget, resulting in no additional impact to the General Fund.

ENVIRONMENTAL DETERMINATION:

These classification updates are not subject to CEQA, because they are government fiscal activities that will not cause a physical change in the environment. (CEQA Guidelines Section 15378(b)(4).)
